SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2026-119-WG Architectural Design Services for the Byron Carlyle Cultural Center with Workforce Housing
The purpose of this Letter to Commission {L TC) is to update the Mayor and City Commission on the
status of Request for Qualifications (RFQ) No. 2026-119-WG. The purpose of this RFQ is to select a
firm to provide architectural design services for the development of a new Byron Carlyle Cultural Center and Workforce Housing Project.
The City received proposals pursuant to this RFQ on February 5, 2026. The responsive proposals will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
•Steven Anthony, Director Economic Development Department
•Lissette Arrogante, Director, Tourism and Cultural Development,
•Maria Cerna, Assistant Director, Office of Capital Improvement Projects
•Ronnie Issenberg, Resident
•Francisco Garcia, Assistant Director, Parks, Facilities, Fleet & Beaches Department
•John Stuart, Resident
•Thais Viera, GO Bond Program Director, Office of the City Manager
I have also appointed the following individuals as alternates:
•David Gomez, Director, Office of Capital improvement Projects•Heather Shaw, Assistant Director, Economic Development Department
