SUBJECT:Art in Public Places Committee Motions -March 17,2026
The purpose of this Letter to Commission (L TC)is to provide an update regarding motions made
during the March 17,2026,Art in Public Places (AiPP)Committee meeting.
The City of Miami Beach Tourism and Culture Department maintains an annual public art
maintenance budget of $60,000,with work typically performed once a year ahead of Miami Beach
Art Week.Two additional artworks-Starchild by FriendsWithYou and Sundial Spectrum by Jen
Stark-are being added to the maintenance schedule.TCD has received estimates of $8,000 for
Starchild and $5,500 for quarterly upkeep of Sundial Spectrum.
Motion #1:The Art in Public Places Committee motions to increase the annual
maintenance budget from $60,000 to $70,000 to include the two permanent artworks:Jen
Stark,Sundial Spectrum and FriendsWithYou,Starchild.
The above motion was made by Member Silvia Barisione,seconded by Member Sara de
los Reyes,and passed unanimously.
As approved at the February 2026 AiPP Committee meeting,and communicated via L TC#059-
2026,the Elevate Espanola program has been expanded to a citywide mural program.The new
proposed location for the expansion will be in North Beach across from Normandy Fountain Plaza
on the exterior wall of Bay Supermarket (909 Normandy Dr).Utilizing a limited entry competition,
four (4)artists are in consideration to develop proposals:Jessy Nite,Michelle Weinberg,We Are
Nice'n Easy,and Gabriel Alcala.
Motion #2:The Art in Public Places Committee motions to engage artists Jessy Nite,
Michelle Weinberg,We Are Nice'n Easy,and Gabriel Alcala to submit proposals for the
North Beach mural project.
The above motion was made by Member Steve Berke,seconded by Member Sara de los
Reyes,and passed unanimously.
As part of the City of Miami Beach Artist Vendor program,applicants must undergo review with
the AiPP Committee after presenting their work to Tourism &Culture staff.This review is
conducted to verify the artisanal nature of the items they wish to sell.Current applicants shared
a physical demonstration of the production of their works and showed finished examples for
consideration at a recorded meeting.Cultural Affairs staff relayed this information along with

Motion #3:The Art in Public Places Committee motions to approve the following
applicants to the City of Miami Beach Artist Vendor program:Jose Manuel Hiraldez Ramos
(BLPL2025-09725),Victoria Hernandez (BLPL2025-09683),Lilia Felippe dos Santos
(BLPL2026-09751)
The above motion was made by Member Direlia Lazo,seconded by Member Sara de los
Reyes,and passed unanimously.
