A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) MIAMI-DADE COUNTY, DISTRICT
DESIGNATED PROGRAM CAPITAL IMPROVEMENT GRANT, IN THE
APPROXIMATE AMOUNT OF $25,000; AND 2) FLORIDA DEPARTMENT OF
TRANSPORTATION (FDOT), HIGHWAY TRAFFIC SAFETY SUBGRANT
PROGRAM, IN THE APPROXIMATE AMOUNT OF $525,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $25,000 from Miami -Dade County, District Designated Program Capital
Improvement Grant, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for seven grants in the
approximate combined amount of $525,000 from FOOT, Highway Traffic Safety Subgrant
Program, the details of which are set forth in the Commission Memorandum accompanying this
Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Miami -Dade County, District
Designated Program Capital Improvement Grant, in the approximate amount of $25,000; and 2)
Florida Department of Transportation (FDOT), Highway Traffic Safety Subgrant Program, in the
approximate amount of $525,000.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO

RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1 Miami Dade County, District Designated Proaram Capital Improvement Grant in the
approximate amount of $25000 for Bonita Drive North Drainage and Water Quality
Improvements.
Miami -Dade County Board of Commissioners has approved an allocation of $25,000 to the
municipalities within Commissioner Micky Steinberg's District 4. The allocations are intended to
support select capital improvement projects.
The City administration is accepting a grant in the approximate amount of $25,000 for the Bonita
Drive North Drainage and Water Quality Improvements project. A hydrodynamic separator will be
installed into an existing seawall along with living shoreline tiles. The project will improve drainage
on Bonita Drive and enhance water quality in the Parkview Canal. No matching funds are required.
2 Florida Department of Transportation (FDOT) Highway Traffic Safety Subgranl Program, in
the approximate amount of $525 000 for seven (7) traffic safety proiecls.
The FOOT State Safety Office awards grants to traffic safety partners that undertake priority area
programs and activities to improve traffic safety and eliminate crashes, serious injuries, and
fatalities.

The City administration is applying for seven (7) grants in the approximate combined amount of
$525,000. The details of each grant application is as follows:
Distracted Driving Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to combat
distracted driving. The funding will enable the Miami Beach Police Department (MBPD) to conduct
distracted driving enforcement activities and related overtime operations. No matching funds are
required.
Impaired Driving Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to combat
impaired driving. The grant will help to fund DUI Saturation Patrols and Checkpoints, and other
alcohol and drug impairment safety operations. No matching funds are required.
Motorcycle Safety Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to enforce
motorcycle safety. The funding will be used to conduct overtime enforcement operations that
target motorcyclists and scooter drivers. No matching funds are required.
Occupant Protection Initiative
The City administration is applying for a grant in the approximate amount of $75,000 for passenger
safety enforcement activities. The MBPD will implement a comprehensive occupant protection
and child passenger safety program consisting of high visibility enforcement, community outreach
and seat belt education. No matching funds are required.
Speed and Aggressive Driving Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to combat
speeding on Miami Beach roadways. The funding will be used to implement overtime enforcement
activities that target speeding and aggressive driving infractions. No matching funds are required.
Teen Driver Safety Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to enforce
teen driving safety. The funding will be used to conduct overtime high -visibility enforcement
operations, and it will support education initiatives such as promoting helmet safety at schools
and providing giveaway items for community events. No matching funds are required.
Pedestrian and Bicycle Safety Initiative
The City administration is applying for a grant in the approximate amount of $75,000 to enforce
pedestrian and bicyclist safety. The grant will fund overtime education and enforcement
operations that are designed to reduce pedestrian and bicycle traffic crashes, fatalities, and
injuries. No matching funds are required.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
