HomeMy WebLinkAboutResolution 2026-34182RESOLUTION NO. 2026-34182 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ENCOURAGING THE CITY MANAGER TO RETURN PARKING RATES AT CITY -OWNED PARKING LOTS AND PARKING GARAGES, AS WELL AS ON -STREET PARKING RATES WITHIN THE ART DECO CULTURAL DISTRICT, TO NORMAL RATES DURING THE FOURTH WEEKEND OF MARCH 2O26, IF OPERATIONALLY FEASIBLE AND CONSISTENT WITH PUBLIC SAFETY. WHEREAS, on February 5, 2026, the Mayor and City Commission adopted Resolution No. 2026-34117, authorizing the City Administration to deviate from certain measures previously established in Resolution No. 2025-33783 (adopted June 25, 2025), which created a comprehensive public safety and operational strategy for the month of March; and WHEREAS, Resolution No. 2026-34117 provided the City Manager with enhanced real-time flexibility in multiple operational areas, including: • Beach closing times and access point management; • The ability to keep City parking garages and lots within the Art Deco Cultural District open, and to adjust High -Impact Parking Rates between $40 and $100 as needed; • Restoration of on -street parking on Washington Avenue and discretion over parking management on Ocean Drive and Collins Avenue; • Removal of most barricades within the Art Deco Cultural District, allowing barricades only at designated hot spots; • Keeping sidewalk caf6s open unless temporarily closed by the City Manager or Police Chief due to deteriorating conditions; • Adjustments to License Plate Reader lane -reduction timing; • Enhanced neighborhood protections, including Alpha Bravo -style enforcement deployments; and • Broad operational discretion for the City Manager to respond in real time regarding beach closures, parking rates, street parking, sidewalk caf6 operations, LPR timing, and related measures; and WHEREAS, the Mayor and City Commission recognize that the fourth weekend of March 2026 may present an opportunity to reduce or eliminate High -Impact Parking Rates in the Art Deco Cultural District, provided that real-time conditions allow such reductions without compromising public safety, traffic management, or operational readiness; and WHEREAS, lowering parking rates during that weekend —if feasible —would provide relief to residents, visitors, and local businesses and could help restore normal economic activity as seasonal conditions stabilize; and WHEREAS, the Mayor and City Commission wish to formally encourage the City Manager to exercise the flexibility granted under Resolution No. 2026-34117 to return parking rates to normal levels during the fourth weekend in March 2026, to the extent consistent with public safety and operational conditions. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby encourage the City Manager to return parking rates at City -owned parking lots and parking garages, as well as on -street parking rates within the Art Deco Cultural District, to normal rates during the fourth weekend in March 2026, if operationally feasible and consistent with public safety considerations.
