A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, WAIVING THE RENTAL FEE FOR
THE MIAMI BEACH BOTANICAL GARDEN FOR THE RESILIENCE
ACTION FUND'S ANNUAL MARK SAMUELIAN AWARDS IN URBAN
RESILIENCE FOR THE YEARS 2026 THROUGH 2O30; PROVIDING
THAT THE WAIVER SHALL APPLY TO THE RENTAL FEE IN EFFECT
AT THE TIME OF EACH EVENT; AND WAIVING THE POLICY
ESTABLISHED IN RESOLUTION NO. 2025.33757 DUE TO THE
COMMUNITY -SERVING NATURE AND LIMITED COST OF THE FEE
WAIVER.
WHEREAS, Resilience Action Fund ("RAF") is a community -based nonprofit
501(c)(3) organization established in 2015; and
WHEREAS, RAF educates and guides consumers and policymakers to foster
stronger, more resilient homes and communities capable of withstanding natural and
climate -related hazards; and
WHEREAS, RAF created the annual Mark Samuelian Awards in Urban Resilience
to honor the legacy of the late Miami Beach Commissioner Mark Samuelian, whose
advocacy for resilience continues to benefit the City and its residents; and
WHEREAS, RAF intends to hold the annual Mark Samuelian Awards ceremony at
the Miami Beach Botanical Garden each year from 2026 through 2030; and
WHEREAS, the rental fee for use of the Miami Beach Botanical Garden is
approximately $2,500 at present but may increase during the 2026-2030 period; and
WHEREAS, RAF has requested that the City waive the rental fee for each of Its
annual award ceremonies held from 2026 through 2030; and
WHEREAS, Resolution No. 2025-33757 established a policy limiting the waiver of
special event fees— including rental fees —to the first three years of an event, with limited
exceptions, and created a review process for fee -waiver requests (the "Three -Year
Waiver Policy"); and
WHEREAS, given the nature of this event, its community benefit, its connection to
a late and well -regarded City Commissioner, and the modest value of the fees being
waived, the Mayor and City Commission find it appropriate to waive the Three -Year
Waiver Policy for this specific recurring event; and
WHEREAS, supporting RAF's annual awards event advances the City's values of
community resilience, education, and civic engagement.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby waive the rental fee for the Miami Beach Botanical Garden for the
Resilience Action Fund's Annual Mark Samuelian Awards in Urban Resilience for the
years 2026 through 2030; provide that the waiver shall apply to the rental fee in effect at
the time of each event; and waive the policy established in Resolution No. 2025-33757
due to the community -serving nature and limited cost of the fee waiver.
