A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO
MAKE THE RESTORATION OF THE STAR ISLAND WATER TOWER, WITH
AN APPROXIMATE COST OF $2,000,000 TO INCLUDE ANY NECESSARY
UPDATES TO THE STRUCTURAL ASSESSMENT, A BUDGET PRIORITY
DURING THE CITY'S FISCAL YEAR 2027 BUDGET PROCESS, IN ORDER TO
PRESERVE A SURVIVING ELEMENT OF EARLY TWENTIETH CENTURY
MUNICIPAL INFRASTRUCTURE ASSOCIATED WITH THE HISTORIC
DEVELOPMENT OF THE CITY.
WHEREAS, the Star Island Water Tower ("Water Tower") is a prominent and historically
significant surviving element of the City of Miami Beach's ('City's") early municipal
infrastructure, constructed during the City's formative period in the early twentieth century (circa
1928); and
WHEREAS, the Water Tower reflects the City's early engineering, planning, and public
utility systems and constitutes a tangible remnant of the City's historic growth and development;
and
WHEREAS, the Water Tower is associated with the historic development of Star Island
and the broader growth of Miami Beach as a planned resort community, and remains a
recognizable landmark reflecting the City's engineering and architectural heritage; and
WHEREAS, preservation of historic municipal infrastructure contributes to the cultural,
historical, and aesthetic character of the City, supports heritage tourism, and reinforces the
City's commitment to safeguarding significant historic structures and resources; and
WHEREAS, for many years, and at least as far back as in Resolution No. 2019-30872, it
has been known that the Water Tower has exhibited significant staining, cracking, spalling, and
other visible exterior deterioration, which conditions are accelerating the degradation of the
structure and compromise its long-term structural integrity if not addressed; and
WHEREAS, due to its age, prolonged coastal exposure, and long-term environmental
conditions, the Water Tower has been subject to structural significant deterioration, corrosion,
and other adverse effects; and
WHEREAS, the preservation, stabilization, and responsible stewardship of historically
significant infrastructure can provide cultural, educational, and community value, while
mitigating long-term safety, liability, and maintenance risks; and
WHEREAS, the City's Department for Parks, Facilities, Fleet, and Beaches requested
funding for a full restoration of the Water Tower during the 2022 Capital Budget process (Project
#60031- $1,600,000); however, given the high volume of competing priorities, it was not
approved for funding; and
WHEREAS, preliminary estimates indicate that restoration of the Water Tower, including
any necessary updates to the structural assessment, is anticipated to cost approximately
$2,000,000; and
WHEREAS, the Mayor and City Commission desire to ensure that adequate funding is
considered and prioritized for the restoration of the Star Island Water Tower during the City's
Fiscal Year 2027 budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to make the restoration of the Star Island
Water Tower, with an approximate cost of $2,000,000 to include any necessary updates to the
structural assessment, a budget priority during the City's Fiscal Year 2027 Budget Process, in
order to preserve a surviving element of early twentieth century municipal infrastructure
associated with the historic development of the City.
