A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO ENTER INTO AND/OR OBTAIN, FROM THE
FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT"), ANY
PERMITS, AGREEMENTS, OR OTHER PREREQUISITES NECESSARY
FOR THE PROMPT INSTALLATION OF TRAFFIC DELINEATORS,
WITH FUNDING FROM THE CITY ADMINISTRATION'S EXISTING
BUDGET, AROUND THE DESIGNATED "NO PARKING" AREAS
SITUATED ALONG THE WEST SIDE OF THE SOUTHBOUND LANES
OF ALTON ROAD BETWEEN FIFTH STREET AND SIXTH STREET, IN
ORDER TO PROVIDE VISUAL AND PHYSICAL DETERRENTS THAT
WILL SERVE TO PREVENT THE CONTINUED ILLEGAL STOPPING,
PARKING AND LOADING/UNLOADING ALONG ALTON ROAD,
ENHANCE PUBLIC SAFETY BY MAINTAINING THE FIRE
DEPARTMENT'S UNOBSTRUCTED ACCESS TO FIRE HYDRANTS,
AND IMPROVE OVERALL TRAFFIC FLOW ALONG ALTON ROAD AND
THE SURROUNDING SIDE STREETS.
WHEREAS, Alton Road is a major arterial roadway that serves thousands of residents,
workers, and visitors to the City each day; and
WHEREAS, areas along the west side of the soulhbound lanes of Alton Road between
Fifth Street and Sixth Street are designated as no -parking areas, including locations adjacent
to fire hydrants; and
WHEREAS, nonetheless, vehicles (typically large trucks conducting loading and
unloading activities) have continued to illegally stop and park in this area unabated, despite the
posted restrictions and enforcement efforts; and
WHEREAS, such illegal stopping and parking frequently blocks access to fire hydrants,
imperiling lives by preventing the Miami Beach Fire Department ("Fire Department") from
promptly accessing critical firefighting infrastructure in the event of an emergency; and
WHEREAS, these ongoing violations also cause major traffic delays, negatively
impacting thousands of residents, visitors and commuters; and
WHEREAS, traffic delineators would provide a clear visual and physical deterrent to
prevent illegal stopping and parking, increase compliance with traffic regulations, preserve
emergency access, and improve overall traffic flow in the area; and
WHEREAS, Alton Road is a State roadway owned by the Florida Department of
Transportation ("FDOT" ), and prior to the installation of any traffic delineators within the right-
of-way, the City must obtain all required approvals and permits from FDOT and enter into, or
amend as necessary, a maintenance memorandum of agreement with FDOT to provide for the
City's ongoing maintenance of the traffic delineators; and
WHEREAS, the Mayor and City Commission desire that the City Administration promptly
proceed with this important public safety measure utilizing funding from the City Administration's
existing budget.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, hereby direct the City Administration to enter
into and/or obtain, from the Florida Department of Transportation ("FDOT"), any permits,
agreements, or other prerequisites necessary for the prompt installation of traffic delineators,
with funding from the City Administration's existing budget, around the designated "No Parking"
areas situated along the west side of the southbound lanes of Alton Road between Fifth Street
and Sixth Street, in order to provide visual and physical deterrents that will serve to prevent the
continued illegal stopping, parking and loading/unloading along Alton Road, enhance public
safety by maintaining the Fire Department's unobstructed access to fire hydrants, and improve
overall traffic flow along Alton Road and the surrounding side streets.
