HomeMy WebLinkAboutResolution 2026-34192RESOLUTION NO. 2026-34192 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE MOTION OF THE AUDIT COMMITTEE, PURSUANT TO LTC #340.2025, RECOMMENDING THAT THE CITY PROVIDE ENHANCED ETHICS TRAINING FOR THE CITY'S REGULATORY EMPLOYEES AND ALLOCATE FUNDING IN THE BUDGET FOR SUCH TRAINING IF NECESSARY. WHEREAS, at its August 15, 2025 meeting, the Audit Committee received and discussed a presentation from the Office of the Inspector General regarding issued report OIG No. 25-14, Results of Ethics Survey of City Regulatory Employees; and WHEREAS, the purpose of the survey was to solicit and gauge input from City employees on matters of corruption and unethical conduct in areas where interactions between public employees and regulated private parties are most susceptible to ethical compromise; and WHEREAS, as part of the City's prior ethics initiatives, regulatory personnel participated in two separate training programs on ethics: one provided by the County Commission on Ethics entitled "Ethics Regulatory" (a 1 hour and 22 minute training), and the other an in-house produced program focused on general ethical decision -making; and WHEREAS, the survey results demonstrated substantial across-the-board improvements between 2013 and 2016, which were attributed, at least in part, to extensive ethics training for regulatory personnel; and WHEREAS, this enhanced ethics training program was suspended in 2020 during the COVID-19 pandemic and has not been reinstated since that time; and WHEREAS, following its discussion of the OIG report and survey results, the Audit Committee passed a motion strongly recommending that the City provide enhanced ethics training for the City's regulatory employees, and also provide funds in the budget if necessary; and WHEREAS, the Mayor and City Commission desire to accept the Audit Committee's motion and direct the Administration to take the necessary steps to evaluate, develop, and implement enhanced ethics training for the City's regulatory employees, and to identify and include any necessary funding in the appropriate budget process. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the motion of the Audit Committee, pursuant to LTC #340-2025, recommending that the City provide enhanced ethics training for the City's regulatory employees and allocate funding in the budget for such training if necessary.
