A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING THE MODEL VOLLEYBALL 2026
ACTIVATION TO INCLUDE TWO ELECTRONIC MUSIC CONCERTS TO BE
HELD ON APRIL 18-19, 2026, BETWEEN 8TH AND 9TH STREETS ON THE
LUMMUS PARK BEACHFRONT.
WHEREAS, the City of Miami Beach ("City') hosts a wide variety of special events that
enrich the community for both residents and visitors; and
WHEREAS, applicants are required to present proposed event activities to neighborhood
associations and relevant City departments to ensure compatibility with surrounding
neighborhoods and protect public safety, health, and welfare; and
WHEREAS, special events in the City are also subject to review and recommendation by
neighborhood and business associations and through the monthly Special Events Community
Review process, which evaluates resource needs, public property impacts, and overall event
feasibility; and
WHEREAS, the Model Volleyball event has been held in Miami Beach since 2010 and is
a long-standing, grandfathered daytime activation that has historically been well -received by the
community; and
WHEREAS, the 2026 proposal includes significant changes to prior years, including the
addition of nighttime concerts, a fenced event footprint, and ticket sales, with programming
proposed in partnership with Club Space; and
WHEREAS, the Administration has met with the event producers and has identified
operational, safety, and environmental concerns associated with the proposed nighttime concerts;
and
WHEREAS, the proposed concerts would take place during sea turtle nesting season and
would require review by various City departments and the Florida Department of Environmental
Protection; and
WHEREAS, concerns have been raised regarding neighborhood impacts, public safety,
the introduction of new nighttime entertainment elements on the beachfront, and past operational
issues associated with the event partner; and
WHEREAS, the event producers have proposed a resident benefit in the form of a beach
cleanup to be held following the event, consistent with City requirements for activations on public
property; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby amend the Model Volleyball 2026 activation to include two electronic music
concerts to be held on April 18-19, 2026, between 8th and 9th Streets on the Lummus Park
Beachfront.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AMENDING THE MODEL VOLLEYBALL 2026
ACTIVATION TO INCLUDE THE ADDITION OF TWO ELECTRONIC MUSIC
CONCERTS TO TAKE PLACE ON APRIL 18-19, 2026, BETWEEN 8TH AND 9TH
STREETS ON THE LUMMUS PARK BEACHFRONT.
The Administration recommends that the Mayor and City Commission discuss the Resolution
amending the Model Volleyball 2026 activation, to include the addition of two electronic music
concerts, to take place on April 18-19, 2026, between 8th and 9th streets on the Lummus Park
beachfront. The Administration has some concerns regarding adding the ancillary concerts to the
existing event.
The City of Miami Beach hosts a wide variety of special events that enrich the community for
both visitors and residents. To mitigate the ever-increasing demands made upon City resources
and infrastructure, applicants are required to present proposed special event activities to
potentially impacted neighborhood associations and appropriate City Departments to ensure that
these events are compatible with the surrounding neighborhoods. This process assists in
evaluating and assessing the City's resources, both in terms of personnel and use of
public property and rights -of -way to adequately protect the public safety, health, and welfare of
the community.
Special events in the City of Miami Beach are also subject to review and recommendation by the
corresponding neighborhood or business association(s) and/or as part of a monthly Special
Events Community Review.
The Model Volleyball tournament has taken place in Miami Beach since 2010 and has become a
globally renowned event. Unlike years past, the 2026 event will be ticketed and includes two
potential night-time DJ/Concert activations.
The event will feature top model agencies competing in a co-ed beach volleyball tournament.
These top agencies include Next, CGM, Elite, Ford, and Select. After completing its 14th
consecutive year, Model Volleyball has grown to see nearly 15,000 attendees, over 300
participating models and over 500 million in media impressions per tournament. Media partners
have included iHeartMedia, Snapchat & Shape Magazine.
On February 25, 2026, an item granting Model Volleyball's request to waive city fees up to and
including $25,000 for the use of Lummus Park in support of the event was not reached at City
Commission.

For 2026, the Model Volleyball event producers have proposed hosting their event in partnership
with Club Space to feature a two-day parry in the sand with volleyball matches, DJ sets and dance
parties. Through their partnership with Club Space, they have secured CamelPhat and Prospa as
part of the weekend programming.
Model Volleyball has stated they would remain the event operator and primary point of contact,
and remain fully focused on delivering a safe, well -organized, and community -conscious event.
Major differences from previous activation include the addition of music/nighttime concert, fenced
footprint, and ticket sales for the event. This activation is scheduled to be discussed at the Monthly
Special Event Community Review meeting taking place on Thursday, March 19th at 2pm.
Below are the event details as proposed:
Model Volleyball 2026
Lummus Park Beachfront 8th to 9th Street
Saturday, April 18th 12PM — 6PM (Volleyball), 8PM — 11 PM Concert
Sunday, April 19th 12PM — 6PM (Volleyball), 8PM — 10PM Concert
Tiered ticket pricing (Before tpm, Before 5pm, and After 8pm)
The event producer stated that a tent will not be used for the activation. (Refer to Attachment 1-
Site Plan Event Area).
The Administration has met with the event producers to discuss the impact to the neighborhood
resulting from the new entertainment element. It has also come to my attention that the partner
for the concert portion of the event was involved in a concert in Miami Beach in 2023 that
experienced several challenges including a crowd breach of the fencing.
Additionally, concerns were raised regarding impacts during turtle nesting season which
commences on April 1. The activation would need to be reviewed by various City departments,
along with the Department of Environmental Protection (DEP).
RESIDENT BENEFIT
All special events on public property require a resident benefit, defined as a quantitative, tangible
benefit to the residents and local community. Examples of Resident Benefits may include, but is
not limited to:
• Discounted tickets (Miami Beach residents, seniors, youth, military, veterans, disabled and
special needs)
• Free or reduced special programming or standalone public performance
• Free or reduced educational and/or cultural component/ programming
• Senior benefit or food drive - in partnership with Housing and Community Services
• Monetary Donation to a City's Public Benefit Fund
o Events occupying more than 40,000 square feet of public space have a suggested
$5,000 minimum donation.
• Beach cleanup or dune restoration - monetary equivalent based on footprint and impact
of event
In the past the event was free and open to the public which served as the resident benefit. Now
that they are going to be a ticketed event, Model Volleyball has advised the event's resident
benefit will be an official beach clean-up a few days after the event. They will be organizing it with
participating models and promoting it across our social media channels to encourage everyone
to take part.
They will also share the content with the City so it can be amplified. Model Volleyball has stated
that keeping the beach clean is something they are committed to as part of the event.

FINANCIAL INFORMATION
CONCLUSION
The Model Volleyball event is a grandfathered beachfront daytime activation in good standing that
has been well -received by the community over the past fifteen years. However, the Administration
has concerns with introducing two new evening concerts in collaboration with Club Space, given
a previous beachfront activation in 2023 that experienced challenges.
