HomeMy WebLinkAboutCRA Resolution 043-2026RESOLUTION NO. 043-2026 A RESOLUTION OF THE CHAIRPERSON AND BOARD OF DIRECTORS OF THE NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY, ACCEPTING THE RECOMMENDATION OF THE EXECUTIVE DIRECTOR TO (1) APPROVE THE AWARD OF A GRANT UNDER THE COMMERCIAL FACADE IMPROVEMENT PROGRAM TO MIAMI BEACH EXPRESS INC., IN AN AMOUNT NOT TO EXCEED $20,000, AND (II) AUTHORIZE THE EXECUTIVE DIRECTOR TO EXECUTE A CORRESPONDING GRANT AGREEMENT WITH MIAMI BEACH EXPRESS INC. WHEREAS, the North Beach Community Redevelopment Agency ("North Beach CRA") Redevelopment Plan, adopted by North Beach CRA Resolution No. 003-2021 and City of Miami Beach Resolution No. 2021-31709, encourages the funding of improvements and beautification projects in the public realm, because an attractive streetscape contributes to a walkable community, improves resident and visitor quality of life, and benefits businesses by increasing foot traffic; and WHEREAS, on April 12, 2022, the Ad Hoc North Beach CRA Advisory Committee (the "NBCRA Advisory Committee") unanimously passed a motion to recommend that the City explore an architectural design or facade improvement program for the Normandy Fountain/Place Vendome business district; and WHEREAS, on December 14, 2022, the City Commission referred a discussion of the Commercial Facade Improvement Program (the 'Program") to the Finance and Economic Resiliency Committee ("FERC'); and WHEREAS, on May 24, 2023, FERC recommended approval of the Program; and WHEREAS, on June 28, 2023, via North Beach CRA Resolution No. 009-2023, the North Beach CRA Board of Directors approved the Program to enhance and improve the existing building stock in the vicinity of Normandy Fountain/Rue Vendome Plaza, by helping subsidize private property beautification, maintenance, and resiliency upgrades for commercial properties; and WHEREAS, on December 17, 2025, via North Beach CRA Resolution No. 441-2025, the North Beach CRA Board of Directors approved an expansion of the Program to enhance and improve the existing building stock in the entire North Beach CRA area, by helping subsidize private property beautification, maintenance, and resiliency upgrades for commercial properties; and WHEREAS, Program Guidelines (framework, design guidelines, eligibility criteria, and application process), as approved by the North Beach CRA Board via Resolution No. 009-2023, includes applicant requirements, improvement- eligibility criteria, program cycle, evaluation criteria, and grant award amounts; and WHEREAS, the North Beach CRNs FY 2026 adopted budget includes beautification programming for the North Beach CRA area in the amount of $301,000 for the Program; and WHEREAS, the Program is offered via a matching reimbursement grant concept, requiring applicants to invest their own money into the improvement project; and WHEREAS, the grants may enhance overall project scope, allowing for more impactful improvements; and WHEREAS, Miami Beach Express Inc. (the "Applicant'), a 14-year local business in the 71" Street corridor, has applied to the Program, seeking funds to install an LED illuminated regular channel letter mounted on raceway and attached to the front wall sign; and WHEREAS, the NBCRA Advisory Committee has reviewed and discussed the application materials and expressed an overall favorable opinion of the project; and WHEREAS, the Administration has evaluated the Program application and found the Applicant and project to be within Program guidelines and in the interest of the North Beach CRA; and WHEREAS, the Executive Director recommends that the Chairperson and Board of Directors of the North Beach CRA (i) approve the award of a grant under the Commercial Facade Improvement Program to Miami Beach Express Inc., in an amount not to exceed $20,000, and (ii) authorize the Executive Director to execute a corresponding Grant Agreement with Miami Beach Express Inc. RECOMMENDATION The Administration recommends that the Chairperson and Board of Directors of the North Beach Community Redevelopment Agency (North Beach CRA) approve and authorize the Executive Director to execute an agreement with Miami Beach Express Inc., for participation in the North Beach CRA Commercial Fagade Improvement Program (Program). The North Beach CRA Redevelopment Plan (Redevelopment Plan), adopted by North Beach CRA Resolution No. 003-2021 and City Commission Resolution No. 2021-31709, emphasizes funding improvements and beautification projects in the public realm. Attractive streetscapes foster walkability, improve quality of life for residents and visitors, and benefit businesses by increasing foot traffic. To maximize the impact of North Beach CRA funding, the Redevelopment Plan Business Attraction & Retention strategy promotes incentive -based programs that encourage property owners to reinvest in their buildings. Fagade improvement programs are identified as resiliency tools to address deterioration caused by age and regional climate. On June 28, 2023, through North Beach CPA Resolution No. 009-2023, the North Beach CRA Board approved the North Beach CRA Commercial Fagade Improvement Program, designed to enhance and upgrade existing building stock near the Normandy Fountain by subsidizing private property beautification, maintenance, and resiliency improvements for commercial properties. On December 17, 2025, via CRA Resolution No. 441-2025, the North Beach CRA Board approved expanding the Program boundaries to include the entire North Beach CRA area. r_er_1Vsll;+ Program Overview Fagade improvements provide a "quick win" for North Beach CRA revitalization, delivering a strong return on investment by building public confidence and creating a desirable environment for living, working, and shopping. The Program aims to: 1612 of 1677 • Improve the visible appearance of commercial properties and adjacent streetscapes; • Enhance functionality and sustainability of businesses; and • Cultivate a stronger sense of place through design enhancements. Applications are processed online via MBbiz.GoSmart.org, with additional Program information available at www.miamibeach0.gov/northbeachcra. FY 2026 Program Funding: $301,000 (North Beach CRA Resolution No. 038-2026) Grant Structure: Reimbursable matching grant covering 70% of eligible project costs, up to $20,000 per award, available to commercial properties in the North Beach CRA district. Eligible Improvements Include: • Restoration of original/historic materials; • Facade and masonry repair; • Stucco restoration and painting; • Impact -rated windows, doors, framing, and glass; • Awnings, exterior lighting, and signage; • Parking and driveway enhancements; • Accessibility upgrades; and • Soft costs (design fees, contractor services, permits, and surveys). Applicant: Miami Beach Express Miami Beach Express Inc. (Applicant), a 14-year business in North Beach, provides shipping and money transfer services, and submitted a complete application with property owner consent and contractor estimates. See Exhibit A (Application Form). Proposed Scope of Work: • Installation of LED illuminated channel letters mounted on raceway and attached to front wall sign; • Permit processing; and • Manufacture, installation, and materials. On January 13, 2026, Applicant presented to the North Beach CRA Advisory Committee, which unanimously recommended funding the project under the Program. See Exhibit B (Existing Facade) and Exhibit C (Proposal Rendering) FISCAL IMPACT STATEMENT • Total project cost: $4,981.50 • North Beach CRA contribution (70%): $3,487.05 • Applicant contribution (30%): $1.494.45 Grants are reimbursed upon completion of work. The FY 2026 North Beach CRA budget includes $301,000 for the Program and it is consistent with the North Beach CRA Redevelopment Plan and Interlocal Agreement. The program aims to (i) assist business and property owners to improve, repair. and preserve older buildings: (ii) stimulate investment in and revitalization of private property: and (iii) highlight historic architecture to foster a sense of place that is attractive and welcoming to the entire community, whether visitor, resident, shopper, or merchant. ELIGIBILITY (see Program Guidelines for more details) The Commercial Fagade Improvement Program will be available to any building owner or commercial tenant of a nonresidential building located within the Pwgram's geographic area. Applications for grants may be submitted by either the legal property owner or the commercial tenant of a nonresidential building situated within the designated geographic area of the Program. All applications from building tenants require the signature and approval of the building owner. Grant recipient will have six (6) months from date of executed agreement to begin project improvements, and twelve (12) months to complete the scope of work following execution of the agreement. The award letter and application agreement will specify the deadline for when the work needs to be completed. All improvements must comply with Miami Beach Municipal Code and Florida Building Code standards.
