having its principal offices at 1700 Convention Center Drive, Miami Beach, Florida 33139, and

ability company (formerly

"Consultant") having its principal office at 132 Mirror Lake Drive North, Unit 301, Saint Petersburg,
Florida 33701.
RECITALS
WHEREAS, on October 24, 2019, the City and Consultant entered into that certain
Agreement (the "Agreement") pursuant to the Request for Qualifications (RFQ) No. 2019-208-ND
for Architectural and Engineering Design Services, for the new Fire Station 1 facility (the "Fire
Station"), to be located at the South Shore Community Center site, 833 6' Street ("SSCM, in the
Flamingo Park Neighborhood, in the amount of $999,917.00;
WHEREAS, the new 29,369 square feet facility for the Fire Station will provide four drive-
thru apparatus bays, living spaces, offices, a kitchen, a gym, support facilities and parking spaces;
WHEREAS, as approved by the Mayor and City Commission (collectively, the "City
Commission) via Resolution No. 2022-32345, on October 26, 2022, the City and Consultant
entered into Amendment No. 1 to the Agreement, in the amount of $571,037.00, to include
additional services related to offsite improvements, surveying services, additional services as
required for Historic Preservation Board (HPB) approval, and coordination with the franchise
utilities;
WHEREAS, as approved by the City Commission via Resolution No. 2023-32520, on
March 31, 2023, the City and Consultant entered into Amendment No. 2 to the Agreement, in the
amount of $93,669.00, for additional architectural design, structural engineering, lighting design
and mapping services required to integrate the Apollo Mural into the east facade of the Fire
Station;
WHEREAS, on February 21, 2024the City Commission adopted Resolution No. 2024-
32927, item C7 W, directing the City Administration to study the possible relocation of the new
Fire Station project to a City -owned site located at the western boundary of Flamingo Park at
Alton Road between 11th and 12th Streets (the "Flamingo Park Site");
WHEREAS, on June 26, 2024, the City Commission adopted Resolution No. 2024-33157,
directing the Administration to proceed with the relocation of the Fire Station to the Flamingo Park
Site, if a county -wide referendum is approved by a majority of Miami -Dade County voters and
more specifically, a majority of the City of Miami Beach's voters in the aggregate;
WHEREAS, when the county -wide referendum was held on August 20, 2024, an
overwhelming majority of Miami -Dade County voters voted in favor of the measure, with 75.71 %
voting in favor and 24.29% opposed, placing the new Fire Station at the Flamingo Park Site,
indicating strong support from City residents, with every Miami Beach precinct voting in favor of
the new location;
WHEREAS, on September 11, 2024, the City Commission adopted Resolution No. 2024-
33259, directing the Administration to collaborate with the design consultant to explore
modifications to the concept plans that could prevent shifting the running track and field, provided
these changes did not significantly affect cost or duration of the Fire Station construction;
WHEREAS, on October 30, 2024, the City Commission adopted Resolution No. 2024-
33345, establishing policy that the Fire Station construction at the Flamingo Park Site shall not
result in the relocation of any portion of the running track and field, or extended interruption of its
use;
WHEREAS, on October 30, 2024, the City Commission also directed the Administration
to prepare the necessary amendment to the Agreement to incorporate the additional design
services;
WHEREAS, as approved by the City Commission via Resolution No. 2024-33411, on
December 19, 2024, the City and Consultant entered into Amendment No. 3 to the Agreement,
for additional Architectural & Engineering services for the design, permitting, bidding and
construction administration services associated with the redesign and relocation of the Fire
Station to the Flamingo Park Site, in the amount of $ 2,611,752.34 inclusive of a credit for work
not performed under the original scope of work, with an allowance for the design of the 911 call
center, if so directed to proceed with its inclusion as part of the Fire Station design;
WHEREAS, on May 23, 2025, Consultant completed its Final Conceptual Design
Package, with cost estimates aligned with previously established construction budgets prepared
by Consultant and the construction manager at risk, Kaufman Lynn, received on June 13, 2025
and June 26, 2025 respectively;
WHEREAS, on July 23, 2025, the City Commission adopted Resolution No. 2025-33840
directing staff to:
1. Prepare a Request for Letters of Interest (RFLI) to determine whether private
property owners are interested in partnering with the City, and including a Fire Station
as part of their development process.
2. Exclude Flamingo Park and the SSCC from further consideration as potential sites
for the Fire Station.
3. Allow 60 days for receiving ideas from the community, elected officials, and the
Administration.
4. Following the foregoing, explore and evaluate the feasibility of the ideas received
for an additional 60 days.
5. Bring all viable options back to the City Commission for review and a vote,
excluding Flamingo Park and SSCC;
WHEREAS, on December 17, 2025, the City Commission discussed several items related
to the Fire Station 1 project and adopted Resolution No. 2025-34057, directing the Administration
to take all steps necessary to proceed with the construction of the new Fire Station No.1 at the
SSCC site, located at 833 6th St.;
WHEREAS, this Amendment No. 4 to the Agreement allows for the continuation of
professional and engineering services for the completion of Fire Station No. 1 at the SSCC site
for a not -to -exceed amount of $1,163,826.00;
WHEREAS, this Amendment No. 4 includes an 18% increase to Consultant's hourly
wages, corresponding to the maximum annual 3% increase per year, as stipulated in the
Agreement, given that the Consumer Price Index (CPI) increase from the contract issuance in
2019 to December 2025 was 26.1%; and
WHEREAS, this Amendment No. 4 results in a credit of $1,522,025.45 for work not
performed under Amendment No. 3, revising the total contract amount from $4,276,375.34 to
$2,754,349.89.
NOW, THEREFORE, in consideration of the mutual promises, covenants, agreements,
terms, and conditions herein contained, and other good and valuable consideration, the respect
and adequacy are hereby acknowledged, the City and Consultant agree as follows:
1. ABOVE RECITALS. The above recitals are true and correct and are incorporated
as a part of this Amendment.
2. MODIFICATIONS. The Agreement is hereby amended (deleted items etrask
threugh and inserted items underlined) as follows:
(a) Schedule A-4, attached to this Amendment, is hereby incorporated into and
made part of the Agreement. Schedule A-4 supplements, and shall be deemed a part of,
Schedule A. In the event of any conflict between the existing Schedule A and Schedule
A-4, Schedule A-4 shall govern.
(b) In consideration for the services to be performed under this Amendment,
the City shall pay Consultant the not -to -exceed amount of $1,163,826, as more particularly
provided in Schedule B-4, attached hereto and incorporated herein.
3. RATIFICATION. Except as amended herein, all other terms and conditions of the
Agreement shall remain unchanged and in full force and effect. In the event there is a conflict
between the provisions of this Amendment and the Agreement, the provisions of this Amendment
shall govern.
IN WITNESS WHEREOF, the parties hereto have caused this Amendment No. 4 to be
executed in their names by their duly authorized officials as of the date first set forth above.

Ref: Additional Services Proposal for A New Fire Station 1 Facility
Wannemacher Jensen Architects, LLC (WJA) is pleased to submit this proposal to provide Additional
Services for a New Fire Station 1 Facility. This proposal is based upon the following assumptions.
Project Description/Information
Location:
833 61^ Street, Miami Beach FL 33139
Project Information, Program and Physical Characteristics:
The City of Miami Beach aims to continue with the original design completed by WJA for the new Fire
Station #1 at the a Street location. It is assumed that WJA will continue where the project left off
with no changes to the previous design.

Scope of Basic Services
The Basic Services below consist of Construction Documents, Permitting/Bidding, and Construction
Administration for architectural, structural, mechanical, electrical, and plumbing engineering
services. Services not set forth in the Scope of Basic Services are considered Supplemental Services.
Task 1: 100%Construction Documents
Based upon the Architect's previously completed 90% Construction Documents, the Architect will
prepare 100%Construction Documents.
The Architect will:
1. Coordinate and attend up to three (3) progress meeting(s).
2. Update project design schedule.

3. Prepare a set of 100%Construction Documents including detailed design plans, detailed
building system plans, specifications identifying materials, systems and their respective
standard of quality.
4. Provide 100%CAD Base Plans to Client.
Task 2: Assistance with Permitting/Bidding
The Architect will assist the Client/Contractor with permitting and rebidding from subcontractors.
The Architect will:
1. Review comments from the City and/or HPB in regard to previously submitted and/or
resubmitted documents. This scope/fee includes one presentation to the HPB on Tuesday
02.10.2026. This scope/fee does not include new submissions or presentations past the
02.10.2026 presentation.
2. Meet with DERM to confirm if our permits are still active and that we do not need a Class II
permit. This scope/fee does not include re -permitting for DERM. Coordination for a Class II
permit is included as an option under the Civil Engineering task.
3. Restart or continue with DTPW permitting.
4. Respond to questions and provide clarifications and interpretations of the Construction
Documents already submitted to City/Client/Contractor and prospective subcontractors.
S. Review and provide opinion on GMP with subcontracts.
If the scope items excluded above are required, a Design Contingency has been included in this
proposal to aid in covering these unplanned costs. A detailed additional services proposal and fee will
be provided at time of request to cover the required scope deemed necessary.
Task 3: Construction Administration
The Architect will provide construction oversight to ensure the project is built according to the
Construction Documents. The Architect will assist the Contractor when conflicts or clarifications are
needed. The Architect and Engineers will make periodic site visits to observe construction and follow
the progress.
The Architect will:
1. Attend Preconstruction Meeting
2. Review Contractor's pay applications.
3. Attend meetings at the project site.
a. 1 meeting per week for a total of 18 months (72 visits) is anticipated.
b. Taking meeting minutes and distributing to the team.
4. Review of and respond to the contractor's submittals and shop drawings.
S. Provide telephone and email correspondence as necessary.
6. Respond to the contractor's questions and request for clarifications.
7. Attend the Substantial Completion walk-through.
8. Attend the Final Completion Walk -Through.
9. Review change orders.
10. Special Inspections as required by AHJ.
11. Architect will provide a set of architectural as -built drawings to the City based upon
information provided by the Contractor.

Construction Site Visits and Meetings for Engineering Consultants
Structural Engineer —12 Site Visits/Meetings
MEPFP Engineer —18 Site Visits/Meetings
SMEPFP Engineers CA services include shop drawing review, response to RFIs, response to
submittals, review of change orders, and special inspections as required by AHJ.
Scope of Supplemental Services
Task 4: Survey Update
Consultant will update and revise the previous survey performed to accurately reflect any changes or
removal of significant above -ground improvements within the survey limits. The survey will be geo-
referenced to the Florida State Plane Coordinate System based on the North American Datum of
1983 (NAD83), 2011 adjustment, and Elevations will be referenced to the North American Vertical
Datum of 1988 (NAVD88).
Task 5: Civil Engineering
Miami Dade DERM Class II Permit Coordination and Resolution
Please recall that earlier in February and March 2024, Miami Dade DERM mandated that a Class II
Permit is required by County due to the modifying of the existing drainage system along Meridian
and Jefferson Avenue. According to DERM, a Class II Permit is required when the construction of
drainage system includes an overflow into or direct connection of an outfall in, on or upon any water
body. As a result of this mandate, EAC was tasked with coordinating with DERM and the City's
Public Works department, to implement revisions to the plans to demonstrate to Miami Dade DERM
that the Class It permit was not necessitated as part of this project. To secure a Class II Permit, the
city, on its part, will provide necessary assurances to Miami Dade DERM that the overall system
complies with the County's regulatory requirements. EAC shall forward applicable documentation to
DERM, respond to DERM RFIs and coordinate with the City to ensure that the required assurance
letter is provided to the County
Update Plans to 100% Plans Set
Due to the extended duration of time between the 90% Plans set completion and now, EAC requires
an updated survey for this scope of work. If no variations are observed in the updated survey, this
scope covers EAC's efforts to progress the 90% Set to 100% Level Completion drawings. EAC shall
finalize the design based on all feedback received ensuring that the construction documents are fully
compliant with the required regulatory requirements. The Final deliverable will include signed and
sealed construction drawings shall represent 100% Design and serve as the Issue for Construction Set
(IFC). If variations are observed in the updated survey, this scope covers EAC's efforts to redesign the
90% Plans and Calculations, update any related permitting and then update to 100% Level
Completion drawings. EAC shall finalize the design based on all feedback received ensuring that the
construction documents are fully compliant with the required regulatory requirements. The Final
deliverable will include signed and sealed construction drawings shall represent 100% Design and
serve as the Issue for Construction Set (IFC).
Coordination with CM At Risk
This scope covers EAC's efforts to ensure adequate coordination and communication with CMAR
ensuring that all parties are aligned on the project's civil site work scope, needs and design
expectations.

Construction Support Services
EAC shall provide construction support administration services consistent with the construction
documents produced by us. Our role during construction will not be to observe the day-to-day
progress of the work, but to undertake periodic, scheduled and unscheduled site visits to ensure that
work is constructed in adherence with applicable jurisdictional regulations and construction
drawings.
Miami Dade DTPW Reviews and Approval
Miami Dade DTPW maintains jurisdiction for all roadway markings improvements. All roadway
improvements, including new signage and markings shall be coordinated and reviewed through the
County's DTPW. EAC shall coordinate with the County to submit and receive approval on proposed
roadway improvements slated for the project.
Attend & Participate at Weekly Meetings (January 2026-December 2026)
EAC shall attend and participate at weekly meetings providing updates regarding civil engineering
design status, address any ongoing Items requiring resolution, and to make necessary decisions to
prevent delays. These meetings will also serve to track schedule adherence and deliverable
coordination, enabling the City and the design team to address and resolve any emerging challenges
ef0ciently.
Task 6: landscape Architecture
Design Services to Advance 90% Plans
1. Conduct a 90% Quality Control of the current plans 'state' to identify required modifications to
advance them to 100% completion.
2. Engage in final coordination meetings with the Parks and Urban Forestry City Departments to
identify off -site receptor locations for trees previously identified for relocation.
3. Conduct a she visit with City Staff to identify appropriate locations for identified receptor site
locations.
4. Update 90% plans to 100% level, reflecting the results of City -determined receptor sites.
S. Attend up to 4 bi-weekly coordination meetings.
Services during Bidding.
1. Assist in the preparation of bid tab elements for landscape planting and irrigation.
2. Respond to Request for Information during bidding.
3. Assist with the preparation of Addendums during bidding.
4. Update plans to reflect revisions resulting from RFI responses.
5. Assist with City questions during bidding and bidders' evaluations for award recommendations.
6. Attend 2 coordination meetings.
Services during Construction.
1. Attend preconstruction meeting.
2. Attend biweekly construction progress meetings, assumed at 1 hour each for a duration limited to
18 months.
3. Provide responses to Requests for Information (RFIs) issued by the contractor.
4. Review and make determinations on the acceptance of Shop Drawing submittals by the
Contractor.
5. Conduct construction observation site visits as noted below:
• 2 visits during initial site preparation to verify adherence to tree preservation code

• 3 visits during site improvements
• 2 visits during installation of irrigation system
• 4 visits during landscape planting installation
6. Attendance and participation in 1 substantial completion walkthrough.
7. Preparation of punch -list items.
8. Attendance and participation in 1 final completion walkthrough.
9. Review of landscape and irrigation as-builts.
10. Provide final landscape certification for conformance to permit plans and satisfaction of any
planting -related HPB requirements.
Task 7: Trip Generation Study
1. Trip Generation analysis will be determined for the AM & PM peak hour during a typical weekday
and consistent with the land use(s) described above. All trip generation information will be based
on the latest edition of the ITE Trip Generation Manual (12th Edition). The Trip Generation
analysis will be performed using both Rates and Equations. The trip generation calculations will
include the appropriate implementation of any applicable trip adjustment factor such as internal
capture, pass -by, transit, and etc. The trip reductions will be supported with available published
data.
2. Trip Distribution and Assignment shall be based on the Traffic Analysis Zone (TAZ) for the project
location. Trips will be distributed using the current adopted Miami Dade MPO Long Range
Transportation Plan (SERPM). Moreover, the trips will be distributed and assigned to the project's
driveways.
3. RGA will prepare a report to document the results of the analyses and will include all the
supporting documentation.
4. RGA will provide a response to comments as Additional Services. Such comments may be
addressed by a Technical Memorandum or a Revised Traffic Report at the discretion of RGA.
S. RGA will deliver a Signed and Sealed digital copy of the Traffic Study in PDF to the Client.
Task 8: LEED Consulting, Management and Commissioning
The scope of work described in this proposal is a continuation of the work completed and suspended
in 2023 as part of the LEED certification management for the project. At the time the project design
was completed to 90% Permit set and the LEED Design Review was submitted and approved by the
GBCI. This proposal assumes no significant changes to the design will be generated which will impact
the LEED credits already approved by the GBCI, inclusive of the energy model.
LEED BD+C—PROGRAM MANAGEMENT
Overview & Process
CodeGreen will lead the Ownership, AJE team, and contractor to select and implement cost-effective
sustainability and performance strategies that encompass Ownership goals and that are conducive to
developing a high-performance space that meets the ambitious sustainability goals of the LEED
certification program.
Approach
CodeGreen will provide analysis, consulting, and certification administration services to facilitate the
project's achievement of LEED certification. CodeGreen's project management services shall include:
• Appoint a project manager who will be the primary point of contact.
• Coordinate the planning, execution, and documentation of all LEED-related criteria among the
Ownership and project team members.

• Complete most LEED templates for submittal for LEED review and certification, except those
required to be signed by the specialty engineers (IAQpl, IAQc6, Thermal Comfort calculations,
stormwater calculations, MEP calculations, interior lighting, surface reflectivity, calculations).
• In depth materials vetting consulting during the design phase and additional materials tracking
during construction.
• LEED design update and construction kickoff meetings.
• LEED-design meetings with individual trades from A/E to address specific design credits deferred to
the LEED Construction and Final submittal.
• Regular attendance for bi-weekly or monthly OAC meetings and preparation of LEED construction
submittal documents.
• Up to four (4) construction -phase she visits, as required.
• Monthly review of construction progress reports, materials submittals, waste management
reports, and implementation of the IAQ plan as implemented by the contractor.
• Monthly LEED progress meetings with the construction team throughout the construction phase.
• Coordinate with the LEED Commissioning team.
• Following the project construction closeout process, compile construction credit documentation
obtained from the construction team to document the LEED construction phase submittal.
• Submit for LEED final review and coordinate with the required project team members to address
LEED reviewer comments if presented.
• Coordinate with the USGBC once the LEED certification has been achieved.
Methodology
LEED Design Update
• As the LEED Design submittal has been approved by the GBCI, CodeGreen will proceed with a single
review of the Issue for Construction set to ensure that all initially approved LEED design strategies
have been incorporated as required in the final design and in preparation to construction
administration.
• Should there be any unexpected changes to design that would impact the approved LEED design
credits, CodeGreen will provide the Client a summary and action list of items that would negatively
impact the LEED certification.
• Following the final design review, CodeGreen will host a final LEED design update meeting with
0/A/E prior to the LEED kickoff meeting. During this meeting, CodeGreen will go over the final LEED
scorecard and strategies for construction.
LEED Construction Administration & Closeout Phases
• LEED Construction Administration
o CodeGreen will provide ongoing consulting and guidance to verify that the project is on track for
the target certification level as outlined in the LEED scorecard.
o The construction credits to be pursued during construction will be determined based upon the
approved LEED Design Submittal and the project's certification goals. The LEED Construction
Administration action plan will be discussed during a LEED Construction Kickoff meeting held at the
onset of the CA phase.
o CodeGreen will host the LEED construction kickoff meeting with the construction team to educate
the team on the LEED requirements for the construction phase. CodeGreen will issue a construction -
specific LEED action hem list to the team at the kickoff meeting, which will be updated throughout
the construction process.
o Throughout the construction phase, CodeGreen will review select construction submittals (product
selection, shop drawings, and RFIs) that are relevant for LEED certification. CodeGreen will provide

feedback on the submittals to support LEED credit achievement. CodeGreen will return submittal
comments within one -week or as requested for any high -priority Items.
o It is the responsibility of the general contractor to provide product documentation and to maintain
ongoing tracking for LEED materials credits being pursued. CodeGreen will coordinate with the
general contractor to ensure criteria are being met and properly tracked and will provide periodic
status updates to the project team.
• LEED Construction Submission
CodeGreen will collaborate with the necessary O/C/A/E team members to finalize the documentation
for the LEED construction submission. CodeGreen will follow up with each team member on their
assigned action items that contribute to the submission. CodeGreen will complete the remainder of
LEED Online documentation. Timely completion of the LEED construction submission will depend on
project team responsiveness and quality of deliverables.
LEED Certification Award Phase
• When the project receives official certification award from GBCI, CodeGreen will notify the Owner
and project team and provide the Owner with digital files of the projects LEED award certificate, final
LEED scorecard, and USGBC congratulatory letter. CodeGreen will also provide the Owner with
instructions for purchasing any additional LEED award plaques desired.
Deliverables
• Division 1 sustainable design requirements.
• 100% Permit+ Issue for Construction drawing set review and updated scorecard updates.
• LEED action items list, issues logs, site visits reports.
• Access to CodeGreen's online Project Management Platform and automations.
• Digital files of LEED certification award, documents, and final LEED Scorecard post certification.
Task 9: Traffic Signalization
EAC Consulting is tasked with preparing signalization plans for the intersection of Meridian Avenue
and SW 6th Street in the City of Miami Beach to support the ongoing Fire Station #6 Project. The
scope includes all design and post -design services necessary to develop a Complete, compliant set of
signalization design plans addressing the impacts associated with the new northeast pedestrian ramp
and any modifications required to the existing signal infrastructure.

Completed signal design plans will be submitted to MDC TSS and the City of Miami Beach for their
review and approval.
Post -Design Support Services
Post -design services will include:
• Assumes responding to 5 Requests for Information (RFIs(.
• Reviewing contractor shop drawings.
• Assumes providing up to 32 hours of construction oversight support related to Signalization
elements.
• Updating plans as needed to reflect field changes.
• Preparing signal ization-related as -built documentation.
Key Signalization Work Elements for Meridian Avenue & 6th Street Intersection:
-New Pedestrian Signal Pedestal Design
Due to the new northeast pedestrian ramp, a new pedestrian signal pedestal will be designed.
Requirements include:
• Compliance with MIJTCD and FDOT Specifications.
• Use of products listed on the FDOT APL and TSS Qualified Products List (QPL).
• Reconnection of the pedestrian push-button wiring to the existing signal cabinet.
• Preparation of updated pedestrian timing calculations.
New Electrical Service Disconnect Design
Review of aerials and as -built plans indicates deficiencies in the existing electrical service. Design
tasks include:
• Providing new electrical infrastructure meeting FPL and MDCTSS criteria.
• Designing a 120V, single-phase AC electrical service assembly for the cabinet.
• Locating the service assembly in the rightof-way near the conductor entry point (typically within
15 feet of the cabinet(.
• Retaining the existing electrical service point used in the field.
• Preparing voltage drop calculations, conductor sizing, and NEC -compliant grounding.
• Providing engineer-signed/sealed documentation.
New Signal Cabinet Design
The addition of a new pedestrian pedestal requires modifications to the signal cabinet. Tasks include:
• Conducting a field visit to document the existing cabinet's age.
• Applying MDC TS&S rules requiring cabinet replacement if the existing cabinet exceeds 15 years of
service.
• Coordinating with MDC TSS to confirm whether cabinet replacement is necessary.
• Meeting MDC TS&S design and installation requirements if a new cabinet is required.
SW 6th Street and Jefferson Avenue Intersection Related Work
In addition to the intersection of Meridian Avenue and SW 6th Street, SW 6th Street and Jefferson
Avenue intersection may also require signalization plans. Per coordination with the City, It was
recommended that similar scope and fee is reserved to address potential impacts. If the actual
design work to be performed at SW 6th Street and Jefferson Avenue intersection is more than the
reserved budget, then additional fees will be requested to complete the design plans.

Design Contingency (Allowance)
During the course of the project, the Client or Architect may identify Additional Services required
which are necessary to either complete or enhance the overall project. If Additional Services are
identified during the course of this project, the Architect will prepare a detailed work scope and fee
to perform the Additional Services. Once the Client and the Architect have agreed on the scope and
fee, the Architect will submit a Request for the Client's approval for the Additional Services under
Design Contingency.
The Design Contingency is an estimate and may not cover all the additional services identified
throughout the project which are necessary to either complete or enhance the overall project. Also,

all funds within Design Contingency may not be required. Unused Design Contingency will not be
billed to the Client.
Potential Design Contingency items not currently determined Include:
1. Value Engineering
