A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HALLANDALE BEACH,BROWARD COUNTY,FLORIDA,EXPRESSING SUPPORT FOR FLORIDA SENATE BILL 1072 CREATING A STATEWIDE ANTISEMITISM TASK FORCE;RECOGNIZING THE NEED FOR COORDINATED ACTION TO COMBAT ANTISEMITISM IN FLORIDA;URGING THE FLORIDA LEGISLATURE TO ENACT THE LEGISLATION;AND PROVIDING FOR AN EFFECTIVE DATE. REG/le Attachment F:\CLER\$ALL\LILIA\LTC's -Transmittal's\Hallandale Beach\Hallandale Beach Resolution 2026-026.d0cx \ \ 1 2 3 4 5 6 7 8 9 10 11 12 13 WHEREAS,the City of Hallandale Beach is home to a diverse and vibrant community, 14 including a significant Jewish population that contributes to the cultural,civic,and economic 15 vitality of South Florida;and 16 WHEREAS,on October 7,2023,the terrorist organization Hamas carried out a brutal 17 attack in Israel that resulted in the murder of civilians and the kidnapping of hostages,an 18 event widely condemned by democratic governments around the world;and 19 WHEREAS,following the October 7 attacks,Jewish communities in the United States 20 and in Florida have reported a significant increase in antisemitic threats,harassment, 21 intimidation,and acts of vandalism targeting Jewish individuals,synagogues,schools,and 22 community institutions;and 23 WHEREAS,South Florida is home to one of the largest Jewish populations in the 24 United States,and protecting Jewish residents,houses of worship,schools,and community 25 centers is essential to maintaining public safety,religious freedom,and community stability; 26 and 27 WHEREAS,communities across South Florida,including Hallandale Beach and 28 neighboring cities in Broward and Miami-Dade counties,have experienced incidents involving 29 antisemitic vandalism,intimidation,and the distribution of antisemitic propaganda targeting 30 Jewish residents and institutions;and 31 WHEREAS,in 2025 the Hallandale Beach Police Department investigated antisemitic 32 graffiti spray-painted near a synagogue in the city,an incident that deeply disturbed residents 33 and underscored the need for continued vigilance against hate-motivated acts;and Page 1 of4 File N o.26-0 8 5 RESOLUTION NO.2026-026 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF HALLANDALE BEACH,BROWARD COUNTY,FLORIDA, EXPRESSING SUPPORT FOR FLORIDA SENATE BILL 1072 CREATING A STATEWIDE ANTISEMITISM TASK FORCE; RECOGNIZING THE NEED FOR COORDINATED ACTION TO COMBAT ANTISEMITISM IN FLORIDA;URGING THE FLORIDA LEGISLATURE TO ENACT THE LEGISLATION; AND PROVIDING FOR AN EFFECTIVE DATE. 34 WHEREAS,additional incidents reported in nearby South Florida communities have 35 included antisemitic propaganda distributed in residential neighborhoods and antisemitic 36 intimidation directed toward Jewish residents and institutions,incidents which have been 37 investigated by local law-enforcement agencies;and 38 WHEREAS,law-enforcement agencies including local police departments,the Florida 39 Department of Law Enforcement (FDLE),the Federal Bureau of Investigation (FBI),and the 40 United States Department of Justice Civil Rights Division play critical roles in investigating 41 and prosecuting hate crimes targeting religious communities;and 42 WHEREAS,the Florida Legislature is currently considering Senate Bill 1072, 43 sponsored by Senator Alexis Calatayud and co-introduced by Senator Jason Pizzo,which 44 proposes the creation of a statewide Antisemitism Task Force within the Office of Civil Rights 45 of the Florida Department of Legal Affairs;and 46 WHEREAS,Senate Bill 1072 provides that the task force will conduct a 47 comprehensive review of antisemitism in Florida,identify the threat it poses to Floridians, 48 strengthen coordination between state and local governments and Jewish communities, 49 evaluate existing hate-crime laws,assess antisemitism in schools and universities,and 50 recommend policies and strategies to combat antisemitism;and 51 WHEREAS,the proposed task force will bring together representatives from law 52 enforcement,education,civil-rights experts,Jewish community organizations,and 53 representatives of cities and counties across Florida in order to provide coordinated policy 54 recommendations to the Governor and Legislature;and 55 HEREAS,the City Commission recognizes the leadership of Senator Alexis 56 Calatayud,sponsor of Senate Bill 1072,and Senator Jason Pizzo,co-introducer of the 57 legislation,for advancing a proposal that seeks to strengthen coordination among state 58 agencies,local governments,law-enforcement partners,educators,and Jewish community 59 organizations to combat antisemitism across the State of Florida;and 60 WHEREAS,the City Commission finds that the establishment of a statewide 61 Antisemitism Task Force will enhance coordination among state agencies,local 62 governments,law-enforcement partners,educators,and community organizations in 63 identifying and responding to antisemitic threats and incidents;and Page 2 of4 File No.26-0 85 64 WHEREAS,the City Commission of the City of Hallandale Beach recognizes the 65 importance of cooperation between local governments and the State of Florida in protecting 66 residents from hate-motivated crimes and ensuring the safety and civil rights of all 67 communities;and 68 WHEREAS,the City of Hallandale Beach stands firmly against antisemitism and all 69 forms of hatred and discrimination and remains committed to protecting the safety and dignity 70 of all residents;and 71 72 NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND THE CITY 73 COMMISSION OF THE CITY OF HALLANDALE BEACH,FLORIDA: 74 75 SECTION 1.The Mayor and City Commission hereby express their support for 76 Florida Senate Bill 1072,which establishes a statewide Antisemitism Task Force to examine 77 antisemitism in Florida and recommend policies to strengthen prevention,education,and law- 78 enforcement coordination. 79 80 SECTION 2.The City Commission respectfully urges the Florida Legislature to enact 81 Senate Bill 1072 in order to strengthen statewide coordination among state agencies,local 82 governments,law-enforcement partners,and community organizations and to improve 83 strategies to combat antisemitism and protect the safety and civil rights of Florida residents. 84 85 SECTION 3.The City Clerk is directed to transmit a copy of this Resolution to the 86 Governor of Florida,the President of the Florida Senate,the Speaker of the Florida House of 87 Representatives,Senator Alexis Calatayud,Senator Jason Pizzo,and the members of the 88 Broward County Legislative Delegation. 89 90 SECTION 4.Effective Date.This Resolution shall take effect immediately upon its 91 passage and adoption. 92 APPROVED AND ADOPTED this 18%day of 93 94 95 96 Page 3 o f4 File No.26-0 85 97 98 99 10 0 10 1 10 2 10 3 104 10 5 10 6 APPRO VED AS TO LEGAL SUFFICIENCY 107 AND FO RM 10 8 10 9 110 111 112 113 114 115 116 FINAL VOTE ON ADOPTION SPO NSO RED BY:COMMISSIONER ANABELLE LIMA-TAUB ATTEST~ JENORG~N CITY CLERK 117 Mayor Cooper Vice Mayor Lazaro w Com m issioner Adam s Com m issioner Butler Com m issioner Lima-Taub File No.26-085 Yes Yes Yes Yes Yes Page 4 of 4
