HomeMy WebLinkAboutResolution 2026-34195RESOLUTION NO. 2026-34195 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING AN INITIAL DONATION OF $6,776.40 AND ALL FUTURE RECURRING DONATIONS RESULTING FROM EMPLOYEE AND RETIREE ENROLLMENT IN SELECT VOLUNTARY BENEFIT PLANS OFFERED TO BENEFIT ELIGIBLE EMPLOYEES AND RETIREES OF THE CITY AND ADMINISTERED BY PIERCE INSURANCE, INC., THE CITY'S THIRD -PARTY VOLUNTARY BENEFITS ADMINISTRATOR, AT NO COST TO THE CITY OR THE ENROLLEE; AND FURTHER L AS THE RECIPIENT OF THE INITIAL DONATION AND ALL FUTURE ARECURRING DONATIONS RESULTING FROM ENROLLMENT IN SELECT VOLUNTARY BENEFITS THROUGH PIERCE INSURANCE, INC. WHEREAS, the City of Miami Beach partnered with Pierce Insurance, Inc. ("Pierce"), to provide best -in -class voluntary benefits and administer enrollment, recordkeeping, and compliance involving these benefits to the City's benefit -eligible employees; and WHEREAS, part of the voluntary benefits program offerings brokered by Pierce and made available to benefit -eligible city employees include legal risk insurance and insurance protecting against identity theft; and WHEREAS, as part of National Benefits Partners ("NBP"), an independent marketing organization and employee benefits distribution organization, Pierce participates in NBP's cause marketing program Benefits That Benefit Children; and WHEREAS, Benefits That Benefit Children supports children's charitable foundations by providing donations resulting from employee enrollment in benefit programs brokered through NBP at no increased cost to employees; and WHEREAS, as a result of enrollment by employees and retirees in the products protecting legal liability and identity theft during the city's last open enrollment in 2025, the carriers donated $1 per enrollee and $0.90 per enrollee, respectively, on a recurring basis, for a total donation of $6,776.40 to Benefits That Benefit Children; and WHEREAS, the City was asked to identify the local children's charity as the recipient of that donation from among the choices of Nicklaus Children's Hospital, Krisit House, Big Brothers, Big Sisters of Miami, or Voices for Children Foundation, Inc; and WHEREAS, Variety Children's Hospital d/b/a Nicklaus Children's Hospital Nicklaus Children's Hospital is a not -for -profit, 501(c)(3) tax-exempt organization that operates as a freestanding specialty hospital for children; and WHEREAS, the Administration recommends the selection of Nicklaus Children's Hospital as the recipient of the initial donation and all future donations resulting from enrollment in select voluntary benefits programs offered by Pierce; and WHEREAS, Nicklaus Children's Hospital shall remain the recipient of any future donations through the Benefits That Benefit Children program for the length of the City's partnership With Pierce. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City Commission hereby approve and authorize a donation in the amount of $6,776.40 through the Benefits That Benefit Children initiative resulting from enrollment of benefit eligible employees and retirees in select voluntary benefits offered through Pierce Insurance, Inc., by the City, at no cost to the City or enrollee; and further approve Nicklaus Children's Hospital as the recipient of the initial donation and all future recurring donations resulting from enrollment in select voluntary benefits through Pierce Insurance, Inc.. RECOMMENDATION The Administration recommends the selection of Nicklaus Children's Hospital as the recipient of the initial donation and all future recurring donations resulting from enrollment in select voluntary benefits offered by Pierce Insurance, Inc., to City employees and retirees. BACKGROUNDIHISTORY In August 2025, the City contracted with Pierce Insurance, Inc. ("Pierce"), an independent insurance broker and third -party benefit administrator, to identify best -in -class voluntary benefits for the city's benefit -eligible employees, and to administer enrollment, recordkeeping, and compliance with respect to these benefits at no cost to the City. Pierce brokered insurance replacement products through Aflac and Allstate, identity theft protection through Norton Lifelock, pet insurance through Nationwide. and legal risk protection through LegalEase. All products, except pet insurance which is highly individualized and dependent on the age and breed of the pet insured, were offered to employees on better terms and/or rates than the similar products previously offered. Eligible and interested employees enrolled in the plans of their choice during the city's mandatory open enrollment. Independent from its partnership with the City, Pierce participates in an independent marketing organization named National Benefit Providers ("NBP"). NBP is a market maker in the employee benefits space bringing together independent brokers/agents and third -party benefits administrators with insurance carriers to provide best -in - class benefits to employee groups. BNP runs Benefits That Benefit Children, a cause marketing program, that donates to charitable foundations benefiting children operating in the locality of the employer offering voluntary benefits through NBP participating broker/agents like Pierce. The brokers/agents and the carriers fund the donations as part of participating in NBP. ANALYSIS 1123 of 1677 Merely offering select voluntary benefits triggers a donation and enrollment in non -inured products generates recurring donations without affecting rates. As a result of the City's offering legal risk protection through LegalEase and identity theft protection through Norton Lifelock, the carriers are donating $1.00 and $0.90 per enrolled resulting in an initial donation of $6,776.40 to the Benefits That Benefit Children cause marketing program. The City, as the participating employer, is allowed to identity the local children's charitable foundation as the recipient of the donation from among the following choices: Nicklaus Children's Hospital, Kristi House, Big Brothers Big Sisters of Miami, or Voices for Children Foundation. FISCAL IMPACT STATEMENT There is no financial impact to the City. There is no impact to the rates offered to employees or retirees who enroll in these benefits.
