SUBJECT: Evaluation Committee Relative to Request for Qualifications (RFQ) No. 2026-174-WG Artificial Intelligence (Al) for Permit and Plan Review.
The purpose of this Letter to Commission (L TC) is to update the Mayor and City Commission on the status of Request for Qualifications (RFQ) No. 2026-174-WG. Through this Request for Qualifications process, the City of Miami Beach seeks to identify qualified providers capable of delivering a
production-ready, self-service Citizen Portal and Automated Permit Completeness Check solution.
The City received proposals pursuant to this RFQ on April 3, 2026. The responsive proposals will be reviewed by the Evaluation Committee in accordance with the criteria established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
•Carlos Diaz, Assistant Director. Building Department•Alex Garcia, Division Director, Building Department•Jose Lopez, Assistant Director, Information Technology Department, Miami-Dade County•Frank Quintana, Chief Information Officer, Information Technology Department•Carmen Sanchez, Deputy Director, Planning Department
I have also appointed the following individuals as alternates:
•Alexander Alvarez, Right of Way Manager, Public Works Department•Lindsey Precht, Deputy Resiliency Officer, Environment and Sustainability Department•Sasha Gonzalez, Customer Service Manager, Finance Department
