A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, IMPOSING A SIX-MONTH MORATORIUM, UNTIL
DECEMBER 6, 2018, ON THE CITY COMMISSION'S CREATION OF NEW
STANDING COMMITTEES; PROVIDING FOR AN EXCEPTION FOR THE MIAMI
BEACH ANIMAL WELFARE COMMITTEE.
WHEREAS, the City Commission has experienced a recent increase in the number of
standing committees, which may impact staff resources and budget priorities; and
WHEREAS, on June 6, 2018, the City Commission discussed the creation of additional
standing committees and considered measures to manage staff workload during the budget cycle;
and
WHEREAS, during that meeting the City Commission expressed support for a temporary
pause on forming new standing committees, while specifically exempting the creation of the Miami
Beach Animal Welfare Committee; and
WHEREAS, the City Administration has advised that the proliferation of standing
committees requires the attendance and preparation of multiple departments, thereby diverting
limited staff resources from operational, public safety, and capital initiatives; and
WHEREAS, a temporary moratorium will allow the City Commission to evaluate existing
committee structures, identify redundancies, and ensure that each standing committee serves a
clear legislative and policy -making purpose; and
WHEREAS, the Commission finds it prudent to undertake a comprehensive review of
committee workload, frequency of meetings, and the staff time associated with agenda
preparation, research, minutes, and follow-up actions; and
WHEREAS, establishing a defined pause will also provide time to develop uniform criteria
and guidelines for the creation of future standing committees, ensuring consistency, transparency,
and efficient governance; and
WHEREAS, the Commission recognizes that certain policy areas —such as animal
welfare —require prompt and focused attention, and thus the creation of the Miami Beach Animal
Welfare Committee is expressly excluded from this moratorium.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby impose a six-month moratorium, until December 6, 2018, on the City
Commission's creation of new standing committees; providing for an exception for the Miami
Beach Animal Welfare Committee
