OFFICE OF THE CITY CLERK LTC # LETTER TO COMMISSION TO: Honorable Mayor Steven Meiner and Members of the City Commission FROM: Rafael E. Granado, City Clerk DATE: April 22, 2026 SUBJECT: Art in Public Places Committee Motions – April 21, 2026 The purpose of this Letter to Commission (LTC) is to provide an update regarding motions made during the April 21, 2026, Art in Public Places (AiPP) Committee meeting. Silvia Cubiñá, Executive Director and Chief Curator of The Bass in Miami Beach, was in attendance to share a public art proposal for Collins Park. The proposal presented included works by artists Lawrence Weiner, Susan Philipsz, and Adrián Villar Rojas. It was stated that only private funds will be utilized. These works will, in turn, be considered part of the City of Miami Beach permanent public art collection. Motion #1: The Art in Public Places Committee motions to approve the Collins Park public art proposal presented by The Friends of the Bass including works by artists Lawrence Weiner, Susan Philipsz, Adrián Villar Rojas. The above motion was made by Member Marcela Novella, seconded by Member Direlia Lazo, and passed unanimously. As approved at the March 17, 2026, AiPP Committee meeting, and communicated via LTC#118- 2026, artists Jessy Nite, Michelle Weinberg, We Are Nice’n Easy, and Gabriel Alcala were engaged in a limited entry competition to develop proposals for an AiPP mural commission on the exterior wall of Bay Supermarket (909 Normandy Dr). Final presentations were made to the Committee by Jessy Nite, Michelle Weinberg, and We Are Nice’n Easy. Prior to the meeting, TCD staff shared proposals with David Sexton, President of the Normandy Business Association, for awareness.. Motion #2: The Art in Public Places Committee motions to approve the “Flying Colors” mural proposal by artist Michelle Weinberg. The above motion was made by Vice Chair O. Gustavo Plascencia, seconded by Member Sara de los Reyes and passed by a 4-2 vote in its favor. As part of the City of Miami Beach Artist Vendor program, applicants must undergo review with the AiPP Committee after presenting their work to Tourism & Culture staff. This review is conducted to verify the artisanal nature of the items they wish to sell. Cultural Affairs staff relayed this information along with images to the AiPP Committee. Motion #3: The Art in Public Places Committee motions to approve the following applicants to the City of Miami Beach Artist Vendor program: Claubely Gil (BLPL2025- 09708), Alcibiades Cerrud (BLPL2026-09806), Maria Marchese (BLPL2025-09676), Angel Howsky (BLPL2025-09700), Sandra Morales (BLPL2026-09808). The above motion was made by Member Sara de los Reyes, seconded by Vice Chair O. Gustavo Plascencia, and passed unanimously. Members in attendance: Chair Colette Mello, Vice Chair O. Gustavo Plascencia, Silvia Barisione, Steve Berke, Sara de los Reyes, Direlia Lazo, and Marcela Novella.
