LTC# LETTER TO COMMISSION TO: Mayor Steven Meiner and Members of the City Co FROM: Eric Carpenter, City Manager� DATE: April 27, 2026 SUBJECT:•fire Department's New Quick Response Vehicle (QRV) The purpose of this L TC is to announce the deployment of the Fire Department's Quick Response Vehicle (QRV), a 2024 Medstat MS 500 tactical medical unit that represents our commitment to providing world-class emergency service to the residents and visitors of Miami Beach. The QRV is a mission-specific asset designed to augment the Fire Department's special event staffing rather than replace its standard Rescue units. While the Department's primary Rescues remain equipped with full bunker gear for fire suppression, the QRV is engineered for extreme maneuverability in congested areas like Ocean Drive and across sandy beach terrain. This vehicle marks a significant evolution in the Fire Department's service delivery, offering a fully enclosed, climate-controlled patient compartment that ensures HIPAA-compliant dignity and privacy. While the open-platform Gators remain in use, this new unit features a high-visibility professional wrap to project a command presence aligned with elite tactical models in other global destinations. Its specialized infrastructure-including all-aluminum welded construction, a compact 167" x 58" footprint, a dedicated cot mounting system, and integrated ALS cabinets­ allows for Paramedics to provide advanced life support and efficiently navigate high-impact events with large crowds. Future-Ready Response Equipped with off-road tires and a compact footprint, the QRV is a vital investment that ensures Miami Beach remains prepared to deliver an elite emergency response for Memorial Day Weekend and the 2026 World Cup. This strategic deployment allows our primary Rescues to remain available for emergency transports while the QRV manages specialized medical staffing in pedestrian-dense areas, maintaining our standard of excellence in the city r:- t challenging conditions.
