NORTH BEACH COMMUNITY REDEVELOPMENT AGENCY (NBCRA) ADVISORY COMMITTEE MEETING MINUTES

1. Call to Order & Attendance
NBCRA Advisory Committee (“Committee”) Chair Ronnie Issenberg called the meeting to order
at 4:38 p.m.
Committee Business
2. Approval of March 2026 Meeting Minutes
Committee member Sam Latone made a motion to approve the minutes for the March 10, 2026
meeting, and Committee member Laura Veitia seconded the motion. The minutes were approved
by acclamation.
3. Legislative Update
• Presenter: Catalina Rodriguez, Assistant City Attorney
Assistant City Attorney Rodriguez informed the Committee that the State legislative session
ended without any changes affecting CRAs. She also provided a brief update on the Commercial
Façade Program application for Miami Beach Express, Inc. approved at the March 18, 2026
Commission/CRA Board meeting.
4. City Liaison Updates
• Economic Development Department / NBCRA Staff
Staff shared that North Beach is not included in IKE's current digital kiosk implementation plan.
Furthermore, Public Works indicated that placement at Normandy Fountain Plaza is restricted

due to 250-foot advertising radius restrictions around existing bus shelters. All viable locations fall
within overlapping restricted zones. Public Works will review alternative sites.
Regarding the 71st Bridge Lighting Upgrade Project, Mr. Francisco Brignoni, Redevelopment
Specialist, reminded the Committee that Public Works previously presented two lighting concepts,
and the Committee passed a motion recommending preference for one option. A Letter to
Commission (LTC) reporting the Committee’s motion has been transmitted and now requires
sponsored Commission action to move forward. Staff will recirculate the LTC so that Committee
members may reach out to Commissioners if desired.
• Presenter: David Gomez, Director of Capital Improvement Projects (CIP) Department
Mr. Gomez informed the Committee about ongoing discussions relating to relocating the Log
Cabin to the West Lots. He noted that a location change at this stage would add approximately
$1.2 million in costs and could raise questions about eligible CRA funding. A brief discussion
ensued regarding future plans for the West Lots and the Log Cabin.
New Business
5. Good and Welfare
Chair Issenberg continued the previous discussion on activating underused City-owned spaces,
highlighting the former domino pavilion in Bandshell Park, which is currently used for bicycle
storage. The group briefly discussed its location.
Mr. Sam Latone shared information he received regarding sidewalk improvements and
agreements between the City and FDOT, prompting Committee discussion about developer
responsibilities for repairs and maintenance.
Mr. David Sexton updated the members on discussions with the City about Art in Public Places,
highlighting a plan to create a mural at Bay Market, 909 Normandy Drive.
Mr. David Cohen raised concerns about the condition and cleanliness of the North Beach
boardwalk. City staff noted that the NBCRA allocated $189,000 for enhanced sanitation services
in FY 2026, and Mr. Gomez mentioned that follow-up is already underway.
Ms. Laura Veitia shared about her neighbor's initiative to install a sign for Normandy Isles signage
,.
The Committee discussed beach erosion concerns in North Beach, and were reminded about an
upcoming public meeting concerning updates to City regulations for beachfront concessionaires
and updates to the Beachfront Management Plan.

Member Veitia referenced incentives offered by other CRAs to support business owners. City staff
noted ongoing internal discussions about developing a commercial subsidy or assistance
program, similar to an existing program in South Beach, the Commercial Lease Subsidy Program.
Members requested a status update on the Byron Carlyle Project. Staff explained that the subject
matter is currently under the cone of silence associated with the pending competitive solicitation
on the April 20 Commission agenda.
Action Item
• Staff to provide update on a potential commercial lease subsidy program.
• Staff to follow up about responsibility for Beachwalk upkeep.
• Staff to follow up with the Public Works Department in regard to the City’s vendor contract
for IKE digital kiosks and report back to the Committee.
6. Adjournment
A motion to adjourn was approved, and the meeting concluded at 5:38 p.m.
