Parking Enforcement Update - Residential Zone 26 (North Beach)
The purpose of this Letter to Commission (L TC) is to provide the Mayor and City Commission ("City
Commission") with an update on the implementation and ongoing operations of Residential Parking Zone 26
(North Beach) at the request of Commissioner David Suarez.
Residential Parking Zone 26 was initially launched in November of 2024 as a pilot program aimed at improving parking availability and reducing non-resident parking impacts within the neighborhood. On December 17,
2025, The City Commission adopted Resolution 2025-33990 approving an extension of the Zone 26 Residential Parking Pilot Program, along with modifications to the program boundaries and implementation parameters intended to further enhance enforcement efforts and improve overall effectiveness.
To date, there are approximately 7,500 residential permits within Zone 26, reflecting strong community
participation and demand for regulated residential parking. The Department has implemented enhanced enforcement measures, including the installation of "Tow Away Zone" warning signage throughout the area to
clearly communicate parking restrictions and consequences. In addition, a progressive enforcement approach
has been adopted whereby vehicles found in violation of permit requirements are subject to towing upon the
issuance of a third citation, allowing an opportunity for compliance prior to enforcement escalation.
To further strengthen operations, two dedicated Parking Enforcement Officers have been assigned to Zone 26
during residential enforcement hours. These officers are equipped with vehicle-mounted License Plate
Recognition (LPR) technology, which has significantly improved enforcement efficiency and compliance monitoring throughout the zone. In addition to the dedicated staffing assignment, the Department has also utilized overtime resources to periodically increr1se enforcement coverage levels within the zone, at times
tripling the initial enforcement presence during evening hours.
The increased enforcement presence has resulted in a significant rise in compliance activity throughout the area. During the two-week period prior to the enhanced enforcement initiative, the Department averaged
approximately 21 citations per evening specifically within Zone 26. During the two weeks following the increase
in staffing and enforcement resources, citation activity increased to approximately 64 citations per evening, reflecting the direct operational impact of the Department's targeted reallocation of enforcement resources.
As an additional response to concerns regarding the lack of parking along 73rd Street, the Department has
implemented mitigation measures to offset impacts and increase residential parking supply. Specifically, approximately 15 parking spaces along Dickens Avenue have been converted into residential parking. Additionally, Parking Lot 91 has been designated as resident-only parking during overnight hours, from 9:30
PM to 8:00 AM daily. These efforts have resulted in a net gain of approximately 50 additional residential
parking spaces as we look to continue to support the needs of Zone 26 residents.
