RESTATED RULES AND REGULATIONS FOR BEACHFRONT
CONCESSION OPERATIONS TO AUTHORIZE THE SALE AND
CONSUMPTION OF ALCOHOLIC BEVERAGES AT BEACHFRONT
CONCESSION AREAS PURSUANT TO A VALID CONCESSION
AGREEMENT,LICENSE AGREEMENT,SPECIAL EVENT PERMIT,OR
OTHER VALID PERMIT,AUTHORIZATION OR AGREEMENT WITH THE
CITY.
Miami Beach United OPPOSES this item as it stands in contradiction to the
Commission's prior stated aims to turn Miami Beach away from an
alcohol-hazed beach party toward an environment centered on health and
fitness.The restated rules would effectively permit a string of open-air bars
the length of the beach,eligible for special events.

AMENDING THE CITY'S STATE LEGISLATIVE PRIORITIES TO
REQUEST THAT THE FLORIDA LEGISLATURE AMEND APPLICABLE
PROVISIONS OF THE COMMUNITY PLANNING ACT TO GRANT LOCAL
GOVERNMENTS GREATER AUTHORITY TO REVIEW DEVELOPMENT
APPLICATIONS FOR IMPACTS ON TRAFFIC AND TRANSPORTATION
INFRASTRUCTURE AND IMPOSE REASONABLE CONDITIONS AND
MITIGATION REQUIREMENTS.

leeway to local governments to better review development applications.

RESIDENTS'VEHICLES,IMPROVE FAIRNESS IN PARKING
ENFORCEMENT,AND INCREASE ENFORCEMENT AGAINST
NON-RESIDENT PARKING ABUSE,LOADING ZONE VIOLATIONS,AND
OTHER PUBLIC SAFETY OFFENSES;ESTABLISHING A 12-MONTH,

Miami Beach United SUPPORTS this reform because it protects residents
from unnecessary vehicle towing while maintaining strong and effective
parking enforcement throughout the City The program creates a more
balanced,fair,and resident-focused approach by prioritizing accessibility,
reducing obstruction and illegal parking,improving freight loading and
emergency access enforcement,preserving residential parking availability,
and addressing non-resident abuse ofresidential parking zones.The
IreformalsoadoptsMiamiBeachUnited's suggestion to limit no-tow
exceptions to violations which don't extend past 24 hours and ensures that
enforcement resources are focused on violations that most directly impact
public safety and neighborhood quality of life.

FT FOR VESSELS,FLOATING STRUCTURES OR VEHICLES
Miami Beach United SUPPORTS this ordinance amending existing
regulations on excessive noise between the hours of 11 PM and 7 AM by
reducing the distance from which a noise can be heard.

BUILDING PERMIT FORGIVENESS AND ASSISTANCE ORDINANCE
ORDINANCE AMENDMENT TO EXTEND THE DURATION OF THE
BUILDING PERMIT REPRIEVE PROGRAM FOR OWNERS OF
SINGLE-FAMILY RESIDENTIAL,MULTI-FAMILY RESIDENTIAL,
MIXED-USE OR COMMERCIAL PROPERTIES WHO HAVE FAILED TO
OBTAIN A BUILDING PERMIT,OR WHO HOLD EXPIRED PERMITS,
THROUGH DECEMBER 31,2028.CURRENT PROGRAM WAS
ENACTED IN 2017 AND HAS BEEN RENEWED CONTINUOUSLY FOR
1-2 YEARS.THE PURPOSE WAS TO ENCOURAGE PROPERTY
OWNERS WHO PERFORMED WORK WITHOUT A PERMIT TO
VOLUNTARILY COMPLY WITH PERMIT REQUIREMENTS AND NOT
INCUR A PENALTY.THIS AMENDMENT WOULD APPLY ONLY TO
PROPERTIES WHERE UNAUTHORIED WORK WAS PERFORMED ON
OR BEFORE DECEMBER 31,2022.
Miami Beach United SUPPORTS this ordinance to encourage people who
did work without a permit prior to 2023 to bring their properties into
conformance without penalty We believe that this should be the last
extension of this program as plenty of time will have occurred for people to
utilize it.

ORDINANCE AMENDMENT TO MODIFY THE MINIMUM DISTANCE
SEPARATION REQUIREMENTS FOR TOBACCO AND VAPE DEALERS
IN NORTH BEACH.THIS AMENDMENT BENEFITS A SINGLE
PROPRIETER AND WAS UNANIMOUSLY OPPOSED BY THE
PLANNING BOARD.
Miami Beach United OPPOSES the proposed ordinance,which would
weaken existing safeguards intended to restrain access to tobacco and
vaping products,particularly for children and adolescents.The ordinance
also undermines ongoing efforts by the Commission to address the
over-concentration of these businesses,which are already prevalent
throughout the city There is a strong potential for a precedent that could
encourage future requests for additional exceptions and other special
favors.

and accountability in the procurement process and awarding of contracts.

"MICROMOBILITY DEVICE"AND DECRIBING RESPONSIBILITES FOR
THEIR OPERATION,REQUIRED SAFETY EQUIPMENT AND
ENFORCEMENT OF VIOLATIONS.
Miami Beach United SUPPORTS this ordinance regarding micromobility
devices because it promotes safety for operators,pedestrians and
motorists.The ordinance would state a definition for micromobility devices,
provide regulations,and set penalties for violations for micromobility
devices in the public rights-of-way

ORDINANCE AMENDMENT WHICH WOULD EXEMPT FLAMINGO
PARK,COLLINS PARK AND COLLINS CANAL PARK FROM THE
PROHIBITION OF MOTORIZED MEANS OF TRANSPORTATION IN CITY
PARKS
MBU OPPOSES this amendment.We firmly supported the ordinance
prohibiting such vehicles in all City Parks which we believe offers important
protection for our residents and visitors,and we believe that protection
must stand without exception.

Miami Beach United SUPPORTS this amendment which enhances the
City's ability to identify and address repeat habitual violators by lowering
the number of violations required and extending the review period.The
change promotes accountability,improves enforcement consistency,and
supports the protection ofpublic safety,neighborhood integrity,and
community welfare through earlier intervention with chronic offenders.

Miami Beach United SUPPORTS reducing transient uses,but we are
concerned with the reduction ofparking requirements in this proposal.We
are not taking a position at this time and will be waiting to see if there are
further changes ahead of second reading.

ordinance.Expanding the required information in this way provides more
transparency,protects Residents Right To Know,and helps to mitigate
miscommunication or confusion.

COMMISSIONER TO IDENTIFY UP TO THREE PRIORITY ITEMS ON
EACH REGULAR CITY COMMISSION MEETING AGENDA THAT THE
COMMISSIONER WISHES TO PRESENT;PROVIDING THAT EACH
COMMISSIONER MAY PROVIDE A RANKED LIST OF PRIORITY ITEMS
IN WRITING TO THE OFFICE OF THE MAYOR NO LATER THAN 5:00
P.M.ON THE LAST BUSINESS DAY BEFORE THE CITY COMMISSION
MEETING;PROVIDING THAT THE MAYOR SHALL USE REASONABLE
EFFORTS TO CALL EACH COMMISSIONER'S PRIORITY ITEMS,
SUBJECT TO APPLICABLE TIME LIMITS IN THE CITY CODE;AND
PROVIDING FOR THE ORDER IN WHICH PRIORITY ITEMS SHALL BE
CALLED.
Miami Beach United OPPOSES this resolution,although we agree with the
intent of this resolution to ensure that every commissioner's items get a fair
chance to be heard.Nonetheless,we do not think this requires codification
or a specific number of items from each commissioner.

RESOLUTION ENDORSING THE CREATION BY MIAMI-DADE COUNTY
OF A SPECIAL TAXING DISTRICT TO FUND THE CONSTRUCTION AND
MAINTENANCE OF A SECURITY GUARD HOUSE AND GUARD GATES,
AS WELL AS SECURITY SERVICES,IN THE MIDDLE OF THE NORTH
BAY ROAD NEIGHBORHOOD.
Miami Beach United OPPOSES this effort to essentially privatize a public
street.We note that Alton Road is already over capacity,and this would
only make it worse,further impeding emergency vehicles and
inconveniencing residents who don't live on North Bay Road.
