Dear Honorable Mayor and City Commission:
At its June 9,2026 meeting,the Transportation,Parking and Bicycle-Pedestrian Facilities
Committee unanimously approved a motion regarding proposed advertisement wrapping
for the City's trolley fleet.The Committee is concerned with any expansion of trolley
advertisement wraps that would allow the wrapping or substantial obstruction of
passenger windows and asks that this issue be carefully considered before any such
standard is approved or expanded.The ability to see into a transit vehicle before boarding,
especially during evening hours,is an important safety and passenger-comfort issue.
Riders should be able to see inside the vehicle,and drivers,police,security personnel,and
the public should be able to see into and out of the vehicle.Obscuring trolley windows
could create a safety concern that may not have been fully evaluated.
Miami-Dade's own transit planning guidance supports this concern.In its Technical
Memorandum on Bus Rapid Transit design elements,the Miami-Dade Transportation
Planning Organization identifies openness,high visibility,unobstructed sightlines,larger
windows,and interior illumination as features that improve both the perception and
reality of passenger security.Although that memorandum was prepared in the context of
bus rapid transit,the same safety principle applies to the City's trolley fleet.Public transit
vehicles should preserve clear visibility into and out of passenger areas.The Committee
therefore recommends that the City adopt trolley advertisement wrap standards that
preserve meaningful two-way visibility,prohibit full or substantially opaque window
wraps,and require any permitted window advertising material to maintain clear sightlines,
particularly during nighttime operating conditions.
The Committee also expresses concern with allowing advertisements for vaping,tobacco,
cannabis,or similar products,given the City's efforts to establish itself as a health and
wellness destination.
As an advisory Committee,we urge the Mayor and City Commission to review this issue
carefully and adopt standards that protect passenger safety,preserve public confidence in
the trolley system,and ensure that advertising revenue does not come at the expense of
visibility or rider comfort.
