Evaluation Committee Relative to Request for Qualifications (RFQ) No.
2026-328-DF for Constructability, Cost and Value Engineering Review
Services
The purpose of this Letter to Commission (L TC) is to update the Mayor and City
Commission on the status of Request for Qualifications (RFQ) No. 2026-328-DF. The RFQ
seeks to contract with qualified vendors to provide the City with constructability reviews,
value engineering analysis to identify potential cost savings, technical specification
reviews (project specifications for conformance with contract drawings, constructability,
compliance with City Standards, and any potential conflicts), identify alternate construction
means and methods, establish accurate project scheduling, and establishing quality
assurance/quality control (QA/QC) guidelines.
The City received proposals pursuant to this RFQ on June 8, 2026. The responsive
proposals will be reviewed by the Evaluation Committee in accordance with the criteria
established in the RFQ.
I have appointed the following individuals to serve on the Evaluation Committee:
•Predrag Kosova, Senior Project Manager, Office of Capital improvement Projects•Samuelle Legrand, Capital Projects Coordinator, Parks, Facilities, Fleet, and
Beaches Department•Christopher Lopez, Facilities Capital Projects Coordinator, Parks, Facilities, Fleet,
and Beaches Department•Aaron Osborne, Project Engineer, Public Works Department
•Thais Viera, GO Bond Program Director, Office of the City Manager
I have also appointed the following individuals as alternates:
•Eugene Egemba, Principal Engineer, Public Works Department
•Mohsen Abu Shabaan, Senior Project Manager, Office of Capital improvement
