Summary Period: January 1, 2026, through June 30, 2026 OIG No.: 26-10 The Office of the Inspector General monitors the City’s procurement process to provide a Risk Assessment of each City contract with a dollar amount greater than $1,000,000 or
that involves a project that is likely to be the subject of public attention. The Risk Assessments are produced by the OIG Contract Oversight Specialist, Jill Klaskin Press, with the cooperation of the City’s Procurement Department, using a Risk Assessment tool that provides pertinent information related to nine risk factors based on the nature and conditions of each project or program in question. The OIG calculates and applies
assessment scores to rate each selected contract as having a high, medium, or low risk level. When a contract is given a high-risk score of 23 points or higher, the Contract Oversight Specialist notifies the Inspector General, the Procurement Director, and the Contracting
Officer. The OIG follows these procurements through the procurement process and alerts the City Administration to them for special managerial oversight in the prevention of process deficiencies, unfairness, or corruption.
The Contract Oversight Specialist follows high-risk contracts through the procurement
process by attending evaluation meetings and reviewing procurement documents. The same scrutiny may also be applied to medium or low-risk procurements in the event of a bid protest or other complaint received by the OIG.
During the period of January 1, 2026, through June 30, 2026, the Procurement
Department had 159 solicitation requests of which 28 were determined to have a value greater than $1,000,000. Of the 28 solicitation requests, 5 indicated a low-risk score, 15 indicated a medium risk score, and 8 indicated a high-risk score.
The solicitations identified as high-risk during the six-month period, and their current
statuses are as follows:

1) (PW) 2026-006-JP - Star Island FM Subaqueous Lining STATUS: Awarded to Amici Engineering Contractors, LLC.
2) (CI)P 2026-106-JP - North Beach Entrance Signs STATUS: Rejected. Responses exceeded budget. Pending re-issuance.
3) (FAC) 2026-119-WG - Architectural Design Services for the Byron Carlyle Cultural
Center with Workforce Housing STATUS: The Commission received presentations from the top 3 firms on 6/24/2026 and selected the second-ranked firm, Brooks Scarpa Hubber Architects, with which to begin negotiations, and if unsuccessful, to negotiate with Stantec, and further, if unsuccessful, to negotiate with Kaller Architecture.
4) (CIP) 2026-147-DF - Chase A venue Shared Use Path STATUS: Cancelled by the requesting department. 5) CIP) 2026-195-JP - Flamingo Park Master Plan Baseball Field Facilities
Renovation STATUS: Rejected. Responses exceeded budget. Pending re-issuance. 6) (CIP) 2026-409-ND - Lincoln Road Improvements STATUS: Solicitation is currently out for bids.
7) (CIP) 2026-445-DF - A&E Services STATUS: Awarded May 20, 2026, to multiple vendors.
8) (PW) 2026-414 -JP - North Beach Stormwater Quality Improvements STATUS: Solicitation is currently out for bids. Update on Prior High-Risk Procurement Assessments An update on the status of high-risk solicitations identified in the OIG’s previous summary report, covering activity between February 1, 2025, through November 30, 2025.
1) 2025-402-DF The BASS Museum Expansion STATUS: Awarded to Johnston Marklee Architects. 2) 2025-487-ND Dade Blvd WM Replacement - Gravity Sewer and WM on 19th Street
STATUS: The contract was awarded to Enterprises USA, Inc.
3) 2026-106-JP North Beach Entrance Signs STATUS: All bids were rejected and a revised solicitation is being developed.
4) 2026 - 113-MP Routine and Emergency Services STATUS: The contract was awarded to multiple vendors on February 5, 2026.
