A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING A DONATION OF LANDSCAPING, AS A GIFT FROM
KOMAR INVESTMENTS, TO BE PLANTED IN OCEAN BEACH PARK, SAID DONATION
HAVING AN ESTIMATED VALUE OF $95,200, INCLUDING LANDSCAPE DESIGN,
PLANT MATERIALS, IRRIGATION AND INSTALLATION.
WHEREAS, Komar Investments has proposed to rehabilitate and expand the
existing Century Beach Club Hotel (formerly the Stanton Hotel), at 161 Ocean
Drive to include a ten story addition comprised of 242 hotel rooms, 244 parking
spaces, and other related amenities; and
WHEREAS, the project has received design approval from the Joint Design
Review/Historic Preservation Board, as well as a Certificate of Appropriateness
for Demolition for the partial demolition of the existing structure; and
WHEREAS, the project received variances from this Board of Adjustment on
February 7 and March 7, 1997, with one of the conditions of approval being the
developer contribute $95,000 to the City of Miami Beach for landscape
improvements to Ocean Beach Park located to the immediate north of the subject
property; and
WHEREAS, staff of the Recreation, Culture and Parks Department and the
Planning, Design and Historic Preservation Division have reviewed the Landscape
plans prepared by O'Leary Design Associates, P.A., and have concluded they are
satisfactory in terms of a design perspective and that the dollar value
attributed to the proposed improvements is estimated at $95,200 including
landscape design, plant materials, irrigation and installation ; and
WHEREAS, acceptance of this donation will substantially enhance the
tropical beauty and appearance of the park.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
donation of landscaping, as a gift from Komar Investments, to be planted in Ocean
Beach Park, said donation having an estimated value of $95,200, including
landscape design, plant materials, irrigatio and installation.

Acceptance of La scaping for Ocean Beach Park as a Gift from Komar
Investments to the ity of Miami Beach
RECOMMENDATION
The Administration recommends that the City Commission accept the gift from Komar Investments
to landscape Ocean Beach Park.
BACKGROUND
Komar Investments has proposed to rehabilitate and expand the existing Century Beach Club Hotel
(formerly the Stanton Hotel) at 161 Ocean Drive. The property would be expanded to include a ten
story addition, with two levels of parking. Once completed, the project would comprise 242 hotel
rooms, 244 parking spaces, a restaurant, a lounge, meeting and banquet rooms, exercise and game
rooms and a pool (with a pool bar).
The project has received design approval from the Joint Design ReviewIHistoric Preservation Board,
as well as a Certificate of Appropriateness for Demolition for the partial demolition of the existing
hotel structure necessary to allow for the attachment of the new addition to said structure.
The project also received variances from this Board of Adjustment on February 7 and March 7,
1997. One of the conditions of approval from this board (see Condition #5 of the Order issued by
the Board for File No. 2545, attached, hereto) was that the developer contribute $95,000 to the City
of Miami Beach for landscape improvements to Ocean Beach Park located to the immediate north
of the subject property. The condition was imposed as a measure to offset any potential negative
impacts on the park from the variances granted.
ANALYSIS
Staff of the Parks, Recreation and Culture Department, as well as from the Planning, Design and
Historic Preservation Division, have reviewed the Landscape plans prepared by O'Leary Design
Associates, P.A. for this project and have concluded that they are satisfactory in terms of a landscape
design perspective and the dollar value attributed to the proposed improvements.
The proposed tree plantings are expected to substantially enhance the tropical landscape appearance
of the subject park, with virtually no additional maintenance costs to the City once the materials are
established in place for ninety days. The budget for the plantings also demonstrates that the

materials are being provided at a very competitive price (substantially less than what the City would
likely have to pay ifit were bidding such a project), inclusive of the post-installation maintenance
guarantee and the landscape architect fees. The developer is apparently able to pass on these savings
to the City due to an established relationship with a local landscape contractor and the fact this
proposed landscaping would be supplemental to the extensive landscaping contemplated for the
adjacent hotel project.
CONCLUSION
The Administration has concluded that the City Commission should accept the proposed gift of
landscaping for Ocean Beach Park valued at $95,200.00, from Komar Investments..
