Legacy Real Estate Development
The Royal Palm
In the mid-1990s, the City of Miami Beach entered
into a landmark public-private partnership (PPP)
with The Peebles Corporation to redevelop the
dilapidated, city-acquired Royal Palm Hotel into
the Royal Palm Crowne Plaza Resort. The City
invested $10 million in incentives, while Peebles
secured control of the adjacent Shorecrest Hotel
to assemble the full development site. Designed
by Arquitectonica, the redevelopment preserved
key historic elements, meticulously recreated the
original historic structures (which were structurally
unsound), and introduced two new 17-story towers
plus a three-story lanai suite complex—resulting in a
252-room, 350,000 SF oceanside resort. It became
Miami Beach’s first major African-American–owned
hotel and was awarded “Hotel of the Year” within its
franchise.
While the project navigated significant challenges—
including structural surprises and political scrutiny—
the Peebles team demonstrated resilience and
deep public-sector collaboration. The resort opened
in 1999 following complex financial negotiations
including construction loans, a city-backed loan, and
eventual long-term financing by GMAC.
The Royal Palm PPP showcased Peebles’ ability to
execute large-scale, design-sensitive, civic-oriented
projects under demanding constraints—making it
a direct precedent for the proposed approach to
redeveloping the Byron Carlyle site in partnership
with the City of Miami Beach.

The Barclay
The Barclay, located at 1940 Park Avenue in Miami
Beach’s Collins Park neighborhood, is a Legacy-
led redevelopment of a historically significant city-
owned site that mirrors the Byron Carlyle project in
both ambition and civic alignment. The proposal
reimagines the long-vacant Barclay Plaza Hotel—a
contributing structure in the Museum Historic
District—into a 105-unit mixed-income residential
building that blends historic preservation, urban
revitalization, and affordability. Legacy’s updated
plan includes the adaptive reuse or reconstruction
of historic façades, integration with the surrounding
cultural district, and a unit mix that balances
market-rate rentals with a reserved tranche of
senior-affordable units for Housing Choice Voucher
recipients earning below 80% AMI. The project fulfills
critical municipal goals by restoring architectural
heritage, adding much-needed rental housing stock,
and relieving the City of costly site maintenance—all
without requesting City subsidy.
The Barclay exemplifies Legacy’s ability to navigate
complex public-private partnerships, historic
contexts, and long-term land lease structures
to deliver context-sensitive, community-serving
development—making it a strong comparable to the
Byron Carlyle initiative.
