PLANNING BOARD AFTER ACTION
Special Meeting – Discussion Items
Monday, July 1, 2013

CITY COMMISSION CHAMBERS
ATTENDANCE:
Board: Four (4) of seven (7) members were present - Jack Johnson, Charles Urstadt, Henry
Stolar, & Jean-Francois Lejeune.
Jonathon Beloff, Robert Wolfarth, and Frank Kruszewski were absent.
Staff: Richard Lorber, Thomas Mooney, Michael Belush, Katia Hirsh and Gary Held
The Chair has a brief discussion regarding attendance in general, as well as attendance at this
special meeting.

Assistant City Manager Joe Jimenez provided an introduction and overview of the Code
process. The Commander of the Code Compliance Division, Hernan Cardeno was present to
answer questions.
After Board discussion, it was concluded that the staff for Code Compliance and Planning will
meet internally to finalize a revised reporting system for Planning Board meetings.
It was agreed generally among the Planning Board, Planning Department staff, and the
Assistant City Manager that (1) a separate Report needs to be prepared for each property; (2)
each Report needs to be less fragmented and more integrated, consolidated, and unified; and
(3) during the period that the above joint staff task force is working, monthly reports will continue
without interruption, but with an effort to incorporate into those reports the described features.

Changes proposed by the Board are to be incorporated into revised By-Laws, which will be
drafted by staff and ratified by the Board at the next regular Planning Board meeting of July 23,
2013.
DISCUSSED – 12:46 PM – 1:13 PM.
A special meeting of the Planning Board will be held on either September 30, 2013 or October
30, 2013, to discuss the matter in more detail. Staff will poll the Planning Board members to
determine the preferred date, and will reach out to all applicable Departments for their
participation.
