Historic Preservation Board would like to have a joint workshop with the Planning Board on these issues; however it was decided the wait scheduling this workshop until after the FDOT meeting on the proposals for Altori Road • Comprehensive Plan Amendments: Informational only at this time. As each amendment comes along or a discussion/workshop is necessary, one will be scheduled. • Parking impact fees - This item to be placed as a discussion item on the April agenda • Threshold projects in residential districts. ■ Expand criteria for "green" structures. Staff will research and obtain more information and schedule a presentation by City's Ad Hoc Green Committee. Staff should contact the Florida League of Cities for information. • Transportation. Added to work plan. Mr, Xavier Falcon, the City's Transportation Manager will attend the April meeting. • Land Development regulations / guidelines for development in zoning districts adjacent to single family districts. Added to work plan. . • Proposal to create a position of Ombudsman in the. City. Added to the Work Plan Administration After Action report — February 26, 2008 meeting Motion: Stoler/Kuperman. Vote: 7-0. Approve. Items for Continuance/Withdrawal File No. 1867 — 2600 Bay Avenue. The applicant, 2500 Bay Avenue, LLC, is requesting approval of a lot split/subdivision of land of one buildable parcel consisting of three platted lots, to be divided into two buildable parcels. Withdrawn by the applicant. According to the Board's by-laws, applications withdrawn following submittal of a notice for publication, but before the opening of the public hearing, shall be as of right but with prejudice. Applications withdrawn with prejudice may only be re -filed after six months of the withdrawal. File No. 1866 — Ordinance — Alcoholic Beverages in Movie Theaters. An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida; amending the Code of the City of Miami Beach, Florida, amending Chapter 6, entitled "Alcoholic Beverages", Section 6-4, entitled "Location and Use Restrictions", by permitting beer and wine to be sold in motion picture theaters subject to conditional use approval; Providing for inclusion in the Code of the City of Miami Beach, Florida; Repealer; Severability; and an Effective Date. Motion: Weisburd/Kuperman. Vote: 4-2. (Kuper recused). Discuss to allow Mr. Larkin to obtain feedback from the Board. Motion: Fryd/Kuperman. Vote: 6-0. (Kuper recused). Continue to the April 22 meeting. File No. 1864 - Ordinance - Mechanical and Robotic Parking Systems. An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida, amending the Land Development Regulations of the City Code by amending Chapter 130 "Off -Street Parking," Article II "Districts, Requirements," by creating Section 130- 38 "Mechanical and Robotic Parking Systems" to permit Mechanical Parking Devices and Robotic Parking Systems to be used in order to satisfy parking requirements; Providing for Repealer; Codification; Severability and an Effective Date. Motion: Stolar/Kuperman. Vote: 7-0. Continue to. the April 22 meeting for staff to prepare conditional use criteria tailored and customized for this use. File No.1868 — 4764 Pine Tree Drive. The applicant, St John's on the Lake United Methodist Church, is requesting a Conditional Use permit to expand an existing Montessori School into a new building to be constructed on the site to accommodate existing enrollment plus an additional 15 students from infants to third grade. Motion: Fryd/Kuperman. Vote: 7-0. Approve subject to staff recommendations in addition to the following: raising the total number of students to 105 as requested by the applicant; installing a stop sign at the north driveway exit; and for the applicant to explore installing a "School Zone" traffic light with the City's Public Works Department and other applicable agencies. IV.
