1:30 P.M. – Discussion of Planning Issues
• Parking Regulations
This was a continuation of discussions about parking focusing on the Parking Impact Fee
Program and the issues of development, intensity and density. Considered were:
development limits; requiring provision of parking on site up to a maximum number of
spaces in conjunction with paying into the PIF depending on the district; continue
discussions with the Legal Department regarding the notion of using funds for other
alternatives; requiring large developments to build parking on site, etc. Staff will continue to
refine and bring back to the Board.

1. File No. 1857 – Demolition Evaluation Criteria. An Ordinance of the Mayor
and City Commission of the City of Miami Beach, Florida amending the Land
Development Regulations of the Code of the City of Miami Beach, by
amending Chapter 118, "Administration and Review Procedures," Article X,
"Historic Preservation," Division 3, “Issuance of Certificate of
Appropriateness/Certificate to Dig/Certificate of Appropriateness for
Demolition”, by Amending Section 118-562 to clarify and update certain
procedures and requirements pertaining to the Issuance of a Certificate of
Appropriateness for Demolition, and by amending Section 118-564 to modify
the Evaluation Criteria for a Certificate of Appropriateness for Demolition;
Providing for Repealer, Codification, Severability and an Effective Date.
Motion: Berman/Kuperman. Vote: 6-0 (Leff absent). Approve as amended.
2. File No. 1858 - Extensions of Time. An Ordinance of the Mayor and City
Commission of the City of Miami Beach, Florida amending the Land
Development Regulations of the Code of the City of Miami Beach, by
amending Chapter 118, "Administration and Review Procedures," Article II
“Boards”, Division 5 “Board Of Adjustment,” by amending Section 118-136 to
clarify the powers and duties of the Board of Adjustment; by amending
Section 118-137 to clarify the tolling provisions for appeals to the Board of
Adjustment; by amending Article IV, "Conditional Use Procedure,” by
amending Section 118-193 to amend the procedures for obtaining an
extension of time; by amending Article VI, "Design Review Procedures,” by
amending Section 118-258 to amend the procedures for obtaining an
extension of time; by amending Article VIII, "Procedure for Variances and
Administrative Appeals,” by amending Section 118-355 to amend the
procedures for obtaining an extension of time; by amending Article X,
"Historic Preservation", by amending Section 118-532 to amend the
procedures for obtaining an extension of time and by amending Section 118-
564 to amend the procedures for obtaining an extension of time and to
clarify the requirements and procedures for obtaining a variance from the
Historic Preservation Board; Providing for Repealer, Codification,
Severability and an Effective Date.
Motion: Berman/Kuperman. Vote: 6-0 (Leff absent). Approve.
3. File No. 1859 - 6475 Pinetree Drive. The applicant, Todd Brandon, is
requesting Conditional Use approval to construct an “L” shaped dock
projecting a total of 12 feet from the existing bulkhead on a waterway that is
approximately 100 feet in width.
Motion: Kaplan/Berman. Vote: 5-0 (Kuper recused; Leff absent). Approve.
4. File No. 1860 - 4600 North Bay Road. The applicant, Marina Figueroa, is
requesting Conditional Use approval to install two mooring piles westward of
the existing dock, for a total projection from the seawall of 58 feet, and a
boat lift to the south side of the existing dock.
Motion: Kaplan/Berman. Vote: 6-0 (Leff absent). Approve.
IV. Meetings Reminder / New Business
*** Next Month's Regular Meeting: TUESDAY, January 22, 2008 at 1:30 p.m. for discussion
of Planning issues and 3:00 for the regular agenda, unless otherwise changed in
consultation with the Chairperson depending on the length of the agenda. Please mark your
calendars and inform staff if you have a schedule conflict.
V. Adjournment
