II.ITEMS FOR WITHDRAWAL/CONTINUANCE
1. File No. 1543 - An Ordinance of the Mayor and City Commission of the City of
Miami Beach, Florida, amending the Code of the City of Miami Beach, Florida,
by amending Chapter 142, Article II, Division 18, entitled ?PS Performance
Standard District? by modifying the existing maximum height and maximum
number of stories restrictions in the C-PS3, Commercial Intensive Mixed Use;
Providing for Inclusion, Repealer, Severability and an Effective Date. -
Withdrawn - New title to be advertised for the January 2002 meeting.

2. File No. 1536 - 5685 Alton Road - La Gorce Country Club. Consideration
of an application by La Gorce Country Club for a proposed amendment to the
Land Development regulations of the City Code in order to change the height,
number of stories and setbacks in the GC, Golf Course zoning district. The
applicant is requesting continuance to January 22, 2002.

3. File No. 1542 - 1111 Collins Avenue - Art Deco Cafe. The applicant, Royal
Ambassador Travel, Inc., is requesting Conditional Use approval to operate an
Outdoor Entertainment Establishment. The applicant is requesting continuance to
January 22, 2002.

A.Progress Reports
1. Discussion with Robert Middaugh, Assistant City Manager, relative to the
role of the Planning Board becoming part of the review of GO projects
prior to the implementation in order to achieve cohesion citywide.

1. File No. 1528 - 5401 Collins Avenue - Kabbalah Center - The
applicant, Kabbalah Center of Florida, is requesting Conditional Use
approval to operate a religious institution with educational facilities in a
condominium building (Continued 9/25/01).

2. File No. 1533 - The Applicant, The Related Group of Florida, requests
Planning Board review of the ?72nd Street Site,? located between
Collins and Harding Avenues, from 72nd to 73rd Streets, which property
is zoned GU Government Use, for a joint government/private use to
construct a mixed use development consisting of approximately
residential units, and retail, restaurant and entertainment uses.(Cont.
10/30/2001 meeting).

3. File No. 1535 - 743 Washington Avenue - Club Chaos. The
applicant, Chaos of South Beach, LLC, is requesting Conditional Use
approval in order to operate an Open Air Entertainment establishment.

1. File No. 1544 - An Ordinance of the Mayor and City Commission of the
City of Miami Beach, Florida, Amending Part II: Goals, Objectives and
Policies of the City of Miami Beach Year 2000 Comprehensive Plan, as
amended, by adding a category to be entitled ?Marine Recreational?
(MR) to Policy 1.2 of Objective 1: Land Development Regulations of the
Future Land Use Element; directing transmittals of this Ordinance and
all applicable documents to affected agencies; Providing for Repealer,
Severability, Inclusion in the Comprehensive Plan and an Effective Date.
RECOMMENDED CITY COMMISSION APPROVE THE ORDINANCE
2. File No. 1545 - An Ordinance of the Mayor and City Commission of the
City of Miami Beach, Florida, Amending various sections of the Land
Development Regulations of the Code of the City of Miami Beach,
Florida, including amending Chapter 130, Off-street Parking, Article II,
District Requirements, Section 130-36, to treat Off-site Parking
Requirements the same for Local Historic Districts as for the
Architectural District; Amending Chapter 118, ?Administration and
Review Procedures,? Article II, Boards, Division 4, Historic Preservation
Board, Section 118-102(3), Powers and Duties, and Chapter 118,
?Administration and Review Procedures,? Article X, ?Historic
Preservation,? Division 3. ?Issuance of Certificate of
Appropriateness/Certificate to Dig/Certificate of Appropriateness for
Demolition,? Section 118-563(i), ?Review Procedure,? to make Historic
Preservation Board review advisory to the City Commission for
Certificates of Appropriateness for Demolition for properties owned by
the Miami Beach Redevelopment Agency; Amending Chapter 142,
?Zoning Districts and Regulations,? Article II, District Regulations,?
Division 12, ?MR Marine Recreation District,? Section 142-513,
?Conditional Uses,? to allow for Conditional Uses in the MR District that
may be provided by other provisions of the Land Development
Regulations; Chapter 138, ?Signs,? Article IV, ?Temporary Signs,?
Section 138-132, ?Business Signs,? Subsection (d), to allow Temporary
Business Signs to be erected and maintained beyond the permitted 30
days when the City Manager finds that public construction has resulted
or would result in negative impacts to a business; Providing for inclusion
in the Code of the City of Miami Beach, Florida; Repealer; Severability;
and an Effective Date.
RECOMMENDED CITY COMMISSION APPROVE THE ORDINANCE
3. File No. 1546 - An Ordinance of the Mayor and City Commission of the
City of Miami Beach, Florida, Amending the Code of the City of Miami
Beach, Florida, by Amending Chapter 130 ?Off Street Parking,? by
amending Article III ?Design Standards,? by amending Section 130-68
?Commercial and noncommercial parking garages,? by permitting
parking garages in the RM-1 zoning districts to serve nonresidential
uses when adjacent to a CD-3 zoning district; and by permitting parking
garages in the RM-2 zoning districts to have commercial uses on the
ground floor and to serve nonresidential uses when fronting the CD-2 or
CD-3 zoning districts; Providing for Inclusion, Repealer, Severability and
an Effective Date.
RECOMMENDED CITY COMMISSION APPROVE THE ORDINANCE

V.NEW BUSINESS
1. Discussion of proposed development regulations and design guidelines for the
city-owned parking lots located on the west side of Collins Avenue between
80th and 86th Streets (excluding the Log Cabin).
DISCUSSED – NO FORMAL ACTION
