RESOLUTION OF THE MAYOR AND CITY COMMISSION AUTHORIZING THE
ADMINISTRATION TO PROCEED WITH THE PREPARATION OF A REQUEST FOR
LETTERS OF INTEREST (RFLI) FOR ARCHITECTURAL/ENGINEERING SERVICES
TO DEVELOP A MASTER PLAN FOR THE NEW CULTURAL ARTS CENTER IN THE
VICINITY OF AND INCLUDING COLLINS PARK.
WHEREAS, On July 18, 1997, the Mayor and City Commission of the
City of Miami Beach, passed a resolution approving a preliminary
site plan and funding strategy for the creation of a Cultural
Center in the vicinity of and including Collins Park; and,
WHEREAS, said Cultural Center will include certain public/non-
profit facilities described as a regional library, a permanent
facility for the Miami City Ballet and a four hundred car parking
garage; and,
WHEREAS, the Administration is in the process of negotiating the
acquisition of certain properties located in the blocks bounded by
Collins Avenue at 22nd Street, and Park Avenue at 23rd Street in
order to accommodate said public/non-profit facilities; and
WHEREAS, the Administration recommends developing a master plan
in order to address site development, building orientations and
relationships, architectural character and urban design elements;
and,
WHEREAS, the Administration recommends a design competition in
order to ensure the highest quality design alternatives from which
to choose.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission authorize the Administration to proceed with the
preparation of a Request for Letters of Interest (RFLI) for
Architectural/Engineering Services to develop a Master Plan for the
new Cultural Arts Center in the vicinity of and including Collins
Park.

RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
At the meeting of the Miami Beach City Commission on Wednesday, June 18, 1997, the City
Commission approved a preliminary site plan and funding strategy for the creation of the Cultural
Center in the vicinity of and including Collins Park. The Cultural Center will include a regional
library, the Miami City Ballet, a parking garage to meet the needs of the various facilities and
ancillary retail space.
With site acquisition well underway, the City needs to focus on the layout and design of the
Cultural Center. Since the scope of work will involve two different architectural components -
a library and a parking garage, landscaping and urban design elements, the Administration
recommends developing a master plan in order to address site development, building orientations
and relationships, architectural character and environmental considerations. In order to develop
alternative approaches/design concepts from which to choose, the Administration further
recommends holding a design competition, inviting multi-disciplined teams to submit plans for
the development of the Center.
ANAL YSIS:
The design competition approach has been used successfully in other cities to generate a wide
array of solutions to address a variety of urban design issues. In this particular case,
respondents will be provided with certain parameters on which to base their models; the
preliminary site plan developed by Spillis & Candela, the design standards/requirements established
for regional libraries by the Miami-Dade Public Library System and the concept plan drawings
by Arquitectonica for the Miami City Ballet.

The process will closely follow guidelines established by the American Institute of Architects
(AlA) in their Handbook of Architectural Design Competitions. A Request for Letter of Interest
(RFLI) will be issued, inviting selected firms with comparable project experience as prospective
competitors. An Evaluation Committee will be convened, comprised of participants reflective
of the diversity of interests involved. Committee members will be identified by the City Manager
in advance to the City Commission. Their initial charge will be to narrow down the list of
responses to four or six finalists, who will then be asked to develop design programs for the
Cultural Center and its components. Due to the expenses typically associated with the
development of plans, scale models and other materials associated with these submittals, AlA
guidelines recommend that a fee be paid to each of the competitors. The Administration
recommends entering into an agreement with each of the finalists, awarding each a $5,000 fee
and releasing the City from any other costs and obligations associated with preparation of the
submittals. The procedure recommended from this point forward would mirror that followed in
the Convention Hotel and African-American Hotel selection process. Presentations would be
scheduled before the Evaluation Committee. The Committee will be asked to rank the proposals
and to submit their preferences to the City Manager. The City Manager will then make
recommendations to the City Commission, which will have the option of scheduling another round
of presentations by some or all of the proponents. Public participation would be encouraged
throughout the process. The City Commission will then make the final decision and authorize
the Administration to negotiate a contract with the successful proposer or proposers. If these
negotiations produce an acceptable contract or contracts, approval of same will be sought from
the City Commission.
Upon issuance of the RFLI, the Administration anticipates the following schedule:
Issue RFLI - by Monday, September 22, 1997
Responses to RFLI due - Thursday, November 6, 1997 (45 days)
Appoint Evaluation Committee
Evaluation Committee decision on finalists - December 5, 1997 (30 days)
Committee recommendations on finalists to Commission for approval - December 17, 1997
Execution of contracts with finalists - by December 19, 1997
Issuance of bid/response package to finalists - by December 19, 1997
Responses from finalists due - March 17, 1998 (90 days)
Evaluation Committee to review proposals - by April 16, 1998 (30 days)
Recommendation to the City Manager - by April 16, 1998
City Commission review of City Manager's recommendations and final decision; alternatively,
decision to proceed with a second round of presentations - May 6, 1998.
If second round of presentations are required:
City Commission to judge proposals and make final decision - June 3, 1997
CONCLUSION
The Administration recommends proceeding with the preparation of the RFLI and to proceed with
the process as outlined in this memorandum.
