The Applicant, Columbia Equities, Inc.,is appealing the decision of the Planning and
Zoning Director to deny a proposed division of property (Lot Split) made pursuant to
Section 118-321 through 118-323, relative to the division of property consisting of Lots
14 and 15, Block 47, LINCOLN SUBDIVISION (9-69) at 1613-1619 Lenox Avenue, in
order to effectuate said division of property. (File #1435)

2. Conditional Use - Outdoor Entertainment Establishment - 940 Ocean Drive
The Applicant, Breakwater Cafe (located at the Breakwater Hotel), Requests Conditional
Use Approval in Order to Operate an Outdoor Entertainment Establishment at 940 Ocean
Drive. (File #1428).

The Applicant, BellSouth Telecommunications, Inc.,is appealing the decision of the
Planning and Zoning Director to deny a proposed division of property (Lot Split) made
pursuant to Section 118-321 through 118-323, relative to the division of property
consisting of Lots 7, 8, 9 and 10, Block 65, COMMERCIAL SUBDIVISION (6-5) at
1550-1560 Lenox Avenue, in order to effectuate said division of property. (File #1427)
VOTED 7-0 TO APPROVE THE APPLICATION AS PER STAFF
RECOMMENDATION.
2. Conditional Use - Outdoor Entertainment Establishment - 720 Ocean Drive
The Applicant, SOBE XXI Century/Rendezvous on the Beach (located at the Beacon
Hotel), Requests Conditional Use Approval in Order to Operate an Outdoor
Entertainment Establishment at 720 Ocean Drive. (File #1414).
VOTED 6-1 (Mr. Kay against) TO APPROVE THE CONDITIONAL USE
PERMIT, MODIFYING CONDITION #3 TO PERMIT AN AMPLIFIED OR
NON-AMPLIFIED MUSICIAN, NOT AUDIBLE MORE THAN 100 FT. TO THE
EAST, NOR AUDIBLE FROM THE ADJACENT PROPERTIES TO THE
NORTH, SOUTH AND WEST.
3. Conditional Use - Outdoor Entertainment Establishment - 740 Ocean Drive
The Applicant, SOBE Scandals (located at the Boulevard Hotel), Requests Conditional
Use Approval in Order to Operate an Outdoor Entertainment Establishment at 740 Ocean
Drive. (File #1415). CONTINUED TO FEBRUARY 29, 2000.
4. Conditional Use - Outdoor Entertainment Establishment - 700 Ocean Drive
The Applicant, Yankee Development/A Fish Called Avalon (located at the Avalon
Hotel), Requests Conditional Use Approval in Order to Operate an Outdoor
Entertainment Establishment at 700 Ocean Drive. (File #1425).
VOTED 6-1 (Mr. Lejeune against) TO APPROVE THE CONDITIONAL USE
PERMIT, MODIFYING CONDITION #3 TO PERMIT AN AMPLIFIED OR
NON-AMPLIFIED MUSICIAN, NOT AUDIBLE MORE THAN 100 FT. TO THE
EAST, NOR AUDIBLE FROM THE ADJACENT PROPERTIES TO THE
NORTH, SOUTH AND WEST.
6. Conditional Use - Parking Garage - 1027-1041 Collins Avenue
The Applicant, Park One, Inc., Requests Conditional Use Approval in Order to Operate a
Commercial Parking Garage, Operating After Midnight, and Within 100 Feet of a
Residential Use or Residential District, at 1027-1041 Collins Avenue. (File #1436).
VOTED 6-1 (Mr. Lejeune against) TO APPROVE THE APPLICATION AS PER
STAFF RECOMMENDATION, WITH ADDITIONAL CONDITION ADDED
REQUIRING A SIGN SPECIFYING MIAMI BEACH CODE PROVISION
REGARDING CAR ALARMS.
7. Ordinance - Public Telephones
An Ordinance of the Mayor and City Commission of the City of Miami Beach, Florida
Amending the Code of the City of Miami Beach, Florida, Amending Chapter 142,
Entitled "Zoning Districts and Regulations", Section 142-902, Entitled Permitted
Accessory Uses”, by Permitting Certain Public Telephones as Accessory Uses on the
Outside of Apartment Buildings, Office, Retail and Commercial Uses; Providing for
Inclusion in the Code of the City of Miami Beach, Florida; Repealer; Severability; and an
Effective Date. (File #1404).
VOTED 6-1 (Mr. Datorre against) TO RECOMMEND APPROVAL OF THE
PROPOSED ORDINANCE AS PER STAFF RECOMMENDATION, EXCLUSIVE
OF AUTOMATIC TELLER MACHINE PROVISIONS, WHICH ARE TO BE
INCLUDED IN SEPARATE ORDINANCE FOR PLANNING BOARD REVIEW.
D. OLD BUSINESS
Amendment to Planning Board By-laws requiring notification of Planning Board
members when Administration recommendations to the City Commission differ from
Planning Board recommendations.
VOTED 7-0 TO APPROVE THE PROPOSED AMENDMENT TO THE
PLANNING BOARD BY-LAWS.
