WHEREAS, the Florida Department of Community Affairs, Florida Coastal Management Program (FCMP), has announced the availability of grant funding for innovative coastal projects; and WHEREAS, the Recreation, Culture and Parks Department desires to submit a grant proposal for $50,000 with a $50,000 match from the recommended funding for Pinetree Park in the approved $15 Million General Obligation Bond Program to renovate, and rebuild parks and recreation facilities within the park system in Miami Beach; and WHEREAS, the proposal to the Department of Community Affairs is for the purpose of developing compo.nents planned for Pinetree Park that will promote and improve the recreational access to the Indian Creek Waterway for all Florida residents and visitors; and WHEREAS, is it is necessary and desirable to enhance recreational opportunities to the local "coastway". Pinetree Park is a 7.75 acre passive neighborhood park along the Indian Creek waterway in the Middle Beach area. The park has two main zones of vegetation, one is the mangrove preserve along the waterway and the other is the inland native hammock where species such as gumbo limbo and mahogany thrive. The environmental and physical condition of the park is in great need of restoration and improved access. The City intends to use the FCMP funding to help restore the park's mangrove and coastal hammock habitat area, to improve public access and ADA Access through out the park. PROGRAM DATA PROJECT ABSTRACT: Coastal development, canal dredging and the installation of seawalls has resulted in the loss of miles of wetland habitat throughout the cluster of barrier islands known as the City of Miami Beach. As a result, the City's Pinetree Park is one of the few native coastal hammock habitat areas remaining. Unfortunately the environmental and physical condition of the park has declined throughout the decades. Limited public access, ADA compliance issues and crumbling infrastructures further exacerbate the problems with the park. The City intends to use the FCMP funding to help restore the park's mangrove and coastal hammock habitat areas, to improve public and ADA access throughout the park. PROJECT IDENTIFICATION: Pinetree Park, the passive park of the Middle Beach District, is a 7.75 acre neighborhood park with two primary habitat areas. One is the mangrove fringe along the Indian Creek Waterway and the other is the native coastal hammock area where species such as gumbo limbo, sea grape and mahogany once thrived. A network of paved pathways provide access throughout the park. The mangrove forest covers about 1.5 acres and is bounded to the east by the Indian Creek canal and by the park to the west. Decades ago, the park land was filled up to the edge of the mangrove forest and graded up to about four feet above sea level. This has eliminated all of the upland marsh grass communities and allowed nuisance exotic plant species to invade the park area and crowd out the native species. The loss of native vegetation has adversely affected the area's bird and wildlife populations. The loss of native vegetation has also resulted in the erosion of the shoreline area, which has undercut pathways, damaged other infrastructures and further limited safe public access to the park. PROJECT SOLUTION: The proposed project includes intervention to prevent the further encroachment of exotic overgrowth, and restoration of the mangrove community along the bank of Indian Creek Canal within Pinetree Park. Decades ago, the park land was filled up to the edge of the mangrove forest and graded up to about 4 feet above sea level. This has eliminated all of the upland marsh grass communities and allowed nuisance exotics and regrade a 15-20 foot wide area immediately inland of the mangroves and replant the area as a marsh grass community. The new wetland habitat will occupy an area of approximately 7,500 sq. ft. The identification of the exotic species for removal, the ecosystem restoration design work, the selection of the native wetland species to be replanted and some of the follow-up monitoring services will be provided, as in-kind support, by the Restoration and Enhancement Section of the Miami Dade County Department of Environmental Resources Management (DERM). SA The regrading of the terrain in and adjacent to the habitat restoration project area will also restore the minimum flows and levels within the wetland ecosystems. Additionally, this project will contribute to the recovery of several natural communities or populations. The citizens of Miami Beach have approved a $15 Mil General Obligation Bond to improve 20 recreational facilities within the City limits. The 50% match for this project will be fulfilled from these funds. The City has already hired the architectural firms of Bermello & Ajamil and Curtis and Rogers Design Studio to develop a master plan and a design for this park. The Master Plan phase has been completed and adopted by the City Commission and the residents of Miami Beach. The Design phase is expected to be completed by December of 1998. Once all the designs are completed and approved by the City Commission the project will be put out to bid in com?liance with established procurement procedure and the contract will be awarded to the lowest responsive bidder. The City of Miami Beach's, Recreation, Culture & Parks and Public Works Departments will be respunsible for the coordination and management of the project through completion. The City has an inhouse horticulturist and an environmental specialist who will provide technical assistance in conjunction with DERM for the restoration of the mangrove and coastal hammock communities. The project will address the following problems: * The walkways which access the mangrove communities along the Indian Creek Waterway will be refurbished in compliance with ADA requirements to facilitate access for all facility users. * The parking lot will be upgraded to allow for large vehicles such as school buses. This will allow on site environmental educational programs for school children, residents and tourists. * The removal of the existing exotics and restoration of the mangrove community along the western bank of Indian Creek Canal within Pinetree Park. The Pinetree Park Coastline Revitalization Project will help restore a threatened mangrove habitat and create a new wetland habitat area. The species selected for the replanting of the wetland area will include as many limited, threatened and endangered species, indigenous to the habitat, as can be feasibly included. Once restored, the City will maintain the area as an urban preserve. Subsequent to the habitat restoration, the City and a non-profit community benefit organization known as the ECOMB (Environmental Clean-up of Miami Beach Foundation) will develop community awareness and education programs featuring the restored habitat areas. 5B E. BACKGROUND The Florida Department of Community Affairs, Florida Coastal Management Program (FCMP), has announced the availability of grant funding for innovative coastal projects for the Fiscal Year 1999 - 2000. The FCMP's Notice of Availability of Funds identified four project categories that will be eligible for funding. The categories are: 1) Working Waterfront Revitalization, 2) Community Stewardship of Coastal Resources, 3) Access to Coastal Resources, and 4) Hazard Mitigation. A total of $400,000 has been made available to coastal communities to fund eligible projects. A $50,000 per project funding limit has been set with a 100% matching fund (cash andlor in-kind) requirement. Grant proposals must be submitted to the FCMP on or before October 1, 1998. AGENDA ITEM c.,a 9 -:J 3-cr2 DATE ANALYSIS The Miami Beach Recreation, Culture and Parks Department proposes to submit an application seeking funding under the "Access to Costal Resources" priority. Funding will be requested for additional improvements to the "eco-park" renovation plan for Pinetree Park. A base program for Pinetree Park is currently funded in the amount of $193,279 from the $15 million Parks General Obligation Bond, but additional funds are needed to further complete the park per the recommended master plan. Funding for the required match will be from the $15 million Parks General Obligation Bond. Proposed improvements being considered include the plantings of native plant materials, improved access ways to the waterway, and enhanced recreational opportunities to the local "coastway" .
