RESOLUTION NO. 2004-25581
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDS, IN THE
AMOUNT OF $391,725, FROM PARKING REVENUE FUND 481, TO
COMPLETE ADDITIONAL STRUCTURAL REPAIRS NEEDED AT THE
17TH STREET PARKING GARAGE.
WHEREAS, on September 18th, 2003, Resolution No. 2003-25351 adopted the Capital
Improvement Plan for Fiscal Years 2004-2008, which included the amount of $300,000 for
structural repairs at the 1 ih Street Parking Garage; and
WHEREAS, on November 25th, 2003, Resolution No. 2003-25396 approved the award of
a contract to the lowest and best bidder, Florida Lemark Corporation, in the amount of
$321,173.76, pursuant to Bid No. 67-02/03 for concrete restoration and repairs to the 17th
Street Parking Garage; and
WHEREAS, on March, 2004, construction started and preparation of the surfaces
exposed an extensive surface spalling; and
WHEREAS, a new study based on figures taken from the field shows an estimated
$340,630 is required to complete the repairs; and
WHEREAS, a contingency of 51 ,095 is requested for a total cost of $391 ,725; and
WHEREAS, funds in the amount of $391,725 are available from Parking Revenue Fund
Number 481, to provide the aforestated repairs to the 17th Street Parking Garage.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission appropriate
the funds, in the amount of $391,725, from Parking Revenue Fund 481 to complete
additional structural repairs required at the 17th Street Parking Garage.

Item Summary/Recommendation:
On September 18, 2003, Resolution 2003-25351 adopted the City of Miami Beach Capital budget for the
Fiscal Year 2003-2004 and the Capital Improvement Plan for Fiscal Years 2004-2008. The Capital Budget
included an amount of $300,000 for the Structural repairs at the 1 ih Street Parking Garage. On November
25, 2003, Resolution 2003-25396 was approved and awarded a contract to the lowest and best bidder,
Florida Lemark Corporation, in the amount of $321,173, pursuant to Bid No. 67-02/03 for the concrete
restoration and repairs, at the 17th Street Parking Garage.
Construction started in March, 2004. Initial cleaning and preparation of the surfaces exposed an extensive
amount of additional surface spalling. The additional repairs were not identified during previous observations
of the structural conditions. At the time Bid No. 67-02/03 was executed, unit prices for spalling repairs were
requested in order to cover any additional structural corrections.
A new study based on figures taken in the field shows an estimated 540 square feet of spalling per floor on
the sleb and 300 square feet of spalling on walls and tie beams.
The cost of the additional structural work is estimated as follows:

ANALYSIS
On September 18, 2003, Resolution 2003-25351 adopted the City of Miami Beach Capital
budget for the Fiscal Year 2003-2004 and the Capital Improvement Plan for Fiscal Years
2004-2008. The Capital Budget included an amount of $300,000 forthe Structural repairs at
the 17tn Street Parking Garage.
On November 25, 2003, Resolution 2003-25396 was approved and awarded a contract to
the lowest and best bidder, Florida Lemark Corporation, in the amount of $321,173.76,
pursuant to Bid No. 67-02/03 for the concrete restoration and repairs, including
waterproofing of the roof at the 17tn Street Parking Garage.
Construction started March 2004. Initial cleaning and preparation of the surfaces exposed
an extensive surface spalling, probably close to 7 times the amount of spalling reported in
visual inspection reports performed by the Engineer of Record Bliss and Nyitray, and
originally contracted to Florida Lemark. The original contract required pressure cleaning of
the surfaces to be repaired to ensure the exposure of all existing cracks and other structural
conditions. Until this pressure cleaning was performed not all of the cracks and other
structural imperfections were discovered due to existing surface conditions. Only after the
pressure cleaning did it become evident to the contractor and the engineer that additional
structural repairs would be required.

Proximity of the structure to the sea air and exposure to the weather have created
conditions which have caused the steel to corrode in all areas where proper concrete cover
was not provided or in all areas with excessive use.
At the time Bid No. 67-02/03 was executed, unit prices for spalling repairs were requested in
order to cover any additional structural corrections which might be identified during
construction. Florida Lemark included the lowest price for such repairs in their original bid
and the additional work can be implemented as a unit price additive change order using
available funding.
A new structural study based on figures taken in the field shows an estimated 540 square
feet of spalling per floor on the slabs and 300 square feet of spalling on walls and tie
beams.
