A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, OPPOSING THE
IMPOSITION OF ANY NEW OR ADDITIONAL ASSESSMENTS,
FEES OR TAXES UPON THE BEACHFRONT MUNICIPALITIES FOR
FUNDING OF PUBLIC BEACH RENOURISHMENT AND
MAINTENANCE COSTS.
WHEREAS, public beaches are the most significant and vital assets in Miami-Dade
County; and
WHEREAS, the protective, environmental, recreational, and economic benefits
derived from the public beaches in Miami-Dade County accrue to the entire County and are
available to the entire population thereof; and
WHEREAS, erosion control and the maintenance ofthe public beaches within Miami-
Dade County have never been the financial, legal or other obligation of the municipalities that
border those beaches; and
WHEREAS, Miami-Dade County Commission passed a resolution directing the
County Manager to appoint a Beach Erosion Control and Maintenance Dedicated Funding
Task Force to develop options and make recommendations to identify a dedicated funding
source for beach renourishment, management, protection and maintenance activities; and
WHEREAS, representatives of Miami-Dade County have requested the Task Force
to recommend a proposal to the County Manager and Commission, which would allocate
beach renourishment and maintenance costs to the beachfront municipalities, based on
shoreline length and calculated benefit indices; and
WHEREAS, any such new or additional assessments, fees or taxes imposed would
unfairly place additional financial burdens on the beachfront municipalities; and
WHEREAS, Miami-Dade County, which collects a majority of its property and other
tax revenues from the beachfront municipalities, already provides a minimum level of service
in the targeted areas and should be providing more in services and/or less in taxation for these
vital areas,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami
Beach hereby formally expresses its opposition to the contemplated erosion control and beach
maintenance funding plan which would unfairly place the additional financial burden of
funding services that are County-wide in obligation and importance on the beachfront
municipalities.

A RESOLUTION OF THE TOWN OF SURF-
SIDE, FLORIDA, IN OPPOSITION TO THE
IMPOSITION OF NEW AND ADDITIONAL
ASSESSMENTS, FEES AND/OR TAXES UPON
MUNICIPALITIES FOR FUNDING OF PUBLIC
BEACH MAINTENANCE AND EROSION
CONTROL OPERATIONS.
WHEREAS, the public beaches in Miami-Dade County are one of
the area's most significant and vital assets and resources for the
entire population of the county; and
WHEREAS, the environmental, recreational and economic benefits
derived from the public beaches in Miami-Dade County accrue to the
entire county and are available to the entire population thereof;
and
WHEREAS, maintenance of public beaches wi thin Miami-Dade
County and erosion control efforts along those public beaches have
never been the financial, legal or other obligation of municipali-
ties that border those beaches; and
WHEREAS, Miami-Dade County officials and the members of the
Beach Erosion Control and Maintenance Dedicated Funding Task Force
are now considering plans for the imposition of new assessments,
taxes and/or fees against five municipalities (Key Biscayne, Miami
Beach, Bal Harbour, Sunny Isles and Surfside) in order to fund the
maintenance and erosion control of public beaches in or adjacent to
their municipal boundaries; and

WHEREAS, any such new or increased taxes, assessments or fees
imposed against the five targeted oceanfront municipalities would
constitute improper, discriminatory, unjust and selective unfunded
mandates; and
WHEREAS, Miami-Dade County, which collects significant sums of
property tax and other revenue from within the five targeted muni-
cipalities, already provides a minimum level of service in the
targeted areas and should be providing more in service and/or less
in taxation for these areas.
NOW, THEREFORE, THE COMMISSION OF THE TOWN OF SURFSIDE HEREBY
RESOLVES:
Section 1. That the above and foregoing recitals are true and
correct.
Section 2. That the Town of Surfside, by and through its Town
Commission, hereby formally expresses the Town's opposition to the
contemplated funding sources for beach maintenance and erosion
control, which unfairly would target five municipalities to carry
addi tional burdens of funding services that are county-wide in
obligation and importance.
Section 3. That this Resolution, urging County officials to
refrain from imposing any new, additional or increased assessments,
taxes or fees upon the targeted municipalities, shall be forwarded
to officials of Miami-Dade County, the Beach Erosion Control and
Maintenance Dedicated Funding Source Task Force and Key Biscayne,
Miami Beach, Bal Harbour and Sunny Isles, the four other

municipalities which are being threatened with the proposed
unfunded mandate.
