A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE
HISPANIC AFFAIRS COMMITTEE'S RECOMMENDATION TO
NOT ISSUE ANOTHER REQUEST FOR PROPOSALS (RFP) FOR
THE PURCHASE OF PUBLIC ADVERTISEMENTS IN A
SPANISH-LANGUAGE PERIODICAL; CONTINUE TO
ADVERTISE JOB ANNOUNCEMENTS IN EL NUEVO HERALD;
AUTHORIZING THE CITY TO PLACE COURTESY SP ANISH-
LANGUAGE PUBLIC NOTICES AND/OR GENERAL
INFORMATION ADVERTISEMENTS IN SPANISH-LANGUAGE
COMMUNITY NEWSPAPERS THAT MEET AN ESTABLISHED
CRITERIA AS DEFINED BY THE HISPANIC AFFAIRS
COMMITTEE; AND DIRECTING THE CITY ADMINISTRATION
TO DEVELOP A SPANISH-LANGUAGE WEBSITE.
WHEREAS, on May 12, 1999, the City Commission adopted Resolution
No. 99-23152 rejecting all proposals received in response to RFP No. 36-98/01 for the
purchase of public advertisements in a Spanish-language periodical; and authorizing the
Administration to continue advertising the City's job announcements in El Nuevo Herald
and placing courtesy Spanish-language advertising for public notices in Art Deco
Tropical; and referring the matter of advertising in a Spanish-language periodical to the
Hispanic Affairs Committee for its recommendation; and
WHEREAS, the Hispanic Affairs Committee met on June 14, 1999, and
July 12, 1999; and
WHEREAS, the Hispanic Affairs Committee concurs with the City
Commission in rejecting all proposals (Endless Creation, d/b/a "Hola Amigos,"
Sensational Publishing & Advertising Corp. Sensacional Newspaper, Libre Newspaper,
and Miami Beach Art Deco Publishing, Inc.) received in response to RFP No. 36-98/01;
and
WHEREAS, the Hispanic Affairs Committee recommends to not issue
another RFP for the purchase of public advertisements in a Spanish-language periodical;
and
WHEREAS, the City currently has a contract with The Miami Herald/El
Nuevo Herald to meet its legal advertising obligations; and
WHEREAS, the City presently places courtesy advertisements for job
announcements in El Nuevo Herald and public notices in Art Deco Tropical; and

WHEREAS, the Hispanic Affairs Committee recommends to continue
placing job announcements in El Nuevo Herald, a daily, general circulation Spanish-
language periodical, and place courtesy public notices and/or general advertisements in
Spanish-language community periodicals that meet an established criteria as set forth by
the Hispanic Affairs Committee; and
WHEREAS, in view of the Hispanic Affairs Committee's
recommendation, another Request for Proposals (RFP) not be issued; and
WHEREAS, accordingly, the Administration would recommend to
continue placing job announcements in El Nuevo Herald and place courtesy public
notices and/or general information advertisements in Spanish-language community
periodicals that meet the following established criteria:
. at least 70 points of distribution including 15 news racks throughout
Miami Beach;
. total circulation of 5,000 with 2,500 of that circulation in Miami Beach;
. dedicate four pages to Miami Beach news coverage, not including paid
advertisements;
. publish no less than eight (8) pages;
. publish on a weekly, bi-weekly, or monthly basis consistently;
. designate a phone number and fax number for submission of press releases
and story ideas; and
. dedicate space for a listing of City meetings; and
WHEREAS, the placement of the courtesy advertisements be based on
available funding; and
WHEREAS, the City currently maintains and develops a website; and
WHEREAS, the City will develop a Spanish-language component to its
website; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that
the Mayor and City Commission herein authorize the Administration to adopt the
Hispanic Affairs Committee's recommendation to not issue another Request for
Proposals (RFP) for the purchase of public advertisements in a Spanish-language
periodical; to continue placing advertisements of job announcements in El Nuevo Herald;
to authorize the City to place courtesy Spanish-language public notices and/or general

established criteria with available funding; and directing the City Administration to
develop a Spanish-language component for its website.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
On September 15, 1997, the City awarded a contract to Art Deco Tropical in response to Request
for Proposals (RFP) No. 70-96/97 for placement of advertisements in Spanish for job
announcements, public hearings, bids, and other public information. Prior to the award ofRFP No.
70-96/97, the City placed Spanish-language advertisements in Spanish in Art Deco Tropical. At that
time, Art Deco Tropical was one of the few circulated newspapers in Miami Beach that printed in
Spanish. However during the summer of 1998, Art Deco Tropical did not publish weekly as
stipulated in the contract with the City and therefore did not meet the requirements of that RFP. At
the recommendation of the City Commission, anew RFP (No. 105-97/99) was issued on September
9, 1998, to provide courtesy public advertisements in a Spanish-language periodical in an effort to
inform the City's Hispanic public of job announcements, public hearings, and/or other public
information. That contract was for one (1) year, with two (2) one-year renewal options.
On February 3, 1999, the City Commission rejected all proposals (Art Deco Tropical and Endless
Creation, d/b/a "Hola Amigos") received in response to this RFP 105-97/99. The Evaluation
Committee recommended that the periodicals have a circulation of at least 50,000 and that the

publisher's business location is expanded beyond Miami Beach. The Administration recommended
that the Evaluation Committee's recommendation be included in a new RFP. In the interim, Art
Deco Tropical's contract for this service was extended on a month-to-month basis.
The City Commission referred the issue to the Community Affairs Committee and directed the
Administration to prepare and return a new RFP to the Commission within 30 days, based on the
recommendation of the Community Affairs Committee. The Community Affairs Committee met on
Wednesday, February 24, 1999. The Committee concurred with the City Manager's
recommendation to place courtesy notices in a Spanish-language periodical.
The Community Affairs Committee directed the Administration to revise the minimum requirements
of the Request for Proposals (RFP) by reducing the circulation requirement to at least 5,000;
requiring the periodical's business to be located within the City of Miami Beach; and requiring the
periodical to provide circulation for the three regions (north, middle and south) within the City. The
new Request for Proposals (RFP) No. 36-98/01 was issued on March 4,1999.
The Evaluation Committee found three (3) of the proposals (Endless Creation, d/b/a "Hola Arnigos,"
Sensational Publishing & Advertising Corp. Sensacional Newspaper, and Libre Newspaper) we:re
not responsive to the minimum requirements as set forth in the RFP. The Evaluation Committee
recommended rejecting all respondents based on the low evaluation rating of 807 points out of the
possible 1,800 points (less than 45 percent) for the remaining qualified respondent, Miami Bea(;h
Art Deco Publishing, Inc.
At the May 12, 1999 meeting, the City Commission adopted Resolution No. 99-23152, again,
rejecting all proposals received in response to RFP No. 36-98/01 and referred further direction on
the matter of advertising in a Spanish-language periodical to the Hispanic Affairs Committee for
their recommendation and direction.
On Monday, June 14, 1999, the Hispanic Affairs Committee met and discussed the issue of
advertising in Spanish-language periodicals and other alternatives of informing the Hispanic
community. The Committee accepted the City Commission and RFP Evaluation Committee's
recommendation to reject all of the proposals to RFP No. 36-98/01. The Committee recommended
that the City Commission not issue another RFP to advertise in a Spanish-language periodical, and
recommended to direct the City Administration to advertise all Spanish-language advertising in El
Nuevo Herald. The Committee also discussed alternative methods of informing the Spanish-speaking
community and directed the Administration to develop a Spanish-language website.
On Monday, July 12, 1999, the Hispanic Affairs Committee further discussed the issue of
advertising in community newspapers. The Committee heard a proposal by Jose Argote for Art Deco
Tropical, who proposed that the City continue advertising in Spanish-language community
publications, but in a format different from the one used for the past five years, to advertise general
information instead of official notices, and by setting a criteria for those periodicals which would
be eligible to participate.

The Committee decided to modify their recommendation to the City Commission from their last
meeting. The Committee recommended to not issue another RFP for the purchase of public
advertisements in a Spanish-language periodical; continue to advertise job announcements in El
Nuevo Herald; authorizing the City to place courtesy public notices and/or general information
advertisements in Spanish-language community newspapers that meet an established criteria as
defined by the Hispanic Affairs Committee; and directing the City to develop a Spanish-language
website. The criteria the periodical rimst meet, as defined by the Committee, is as follows:
. at least 70 points of distribution including 15 news racks throughout Miami Beach;
. total circulation of 5,000 with 2,500 of that circulation in Miami Beach;
· dedicate four pages to Miami Beach news coverage, not including paid advertisements;
. publish no less than eight (8) pages;
. publish on a weekly, bi-weekly, or monthly basis consistently;
· designate a phone number and fax number for submission of press releases and story ide:as;
and
. dedicate space for a listing of City meetings.
ANAL YSIS:
Two (2) RFPs have been issued for the placement of Spanish-language advertising within a six (6)
month period, both resulting in the rejection of all proposals.
The City currently advertises job announcements in El Nuevo Herald, a daily, general circulation
Spanish-language periodical, and public notices in Art Deco Tropical. The City meets its legal
advertising obligations by advertising in The Miami Herald. The City currently has a contract with
The Miami Herald./El Nuevo Herald for the placement of advertisements. The City understands the
importance of reaching its Hispanic community.
The City currently maintains a website (http://ci.miami-beach.fl.us) and is continuously developing
its content. A component addressing Hispanic affairs is being developed.
CONCLUSION:
The City Administration recommends that the City Commission adopt the Hispanic Affairs
Committee's final recommendation to place Spanish-language job announcements in El Nuevo
Herald; place courtesy public notices and/or general information advertisements in community
Spanish-language periodicals that meet the established criteria set by the Hispanic Affairs
Committee; and not issue another Request for Proposals for advertising in a Spanish-langua.ge
periodical. Placement of courtesy advertisements will be placed in each of the qualified periodical(s),
as determined by the Hispanic Affairs Committee, and based on available funding. The City
Administration will further develop a Spanish-language component for its website.
