96-22213 RESORESOLUTION NO. 96-22213 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE 1996-97 BUDGET OF THE MIDDLE BEACH PARTNERSHIP. WHEREAS, on July 13, 1994, the Mayor and the City Commission approved the cre~ti< n of the Middle Beach Steering Committee; and WHEREAS, the Middle Beach Partnership has assumed a leadership role in tt e revitalization of the 41st Street district and the hotels along Collins Avenue and Indian Creek; ar d WHEREAS, the Middle Beach Partnership, a public-private, not-for-profit corporatior h~ .s been formed to manage the affairs of the district; and WHEREAS, the approval of the 1996-97 budget is necessary for the continued administration; and WHEREAS, the Administration has agreed to loan the District funds to pursue the cre~ .tic n of a self-sufficient district ;and WHEREAS, the Middle Beach Partnership agrees to repay the City all the funds advance cl to the District for these purposes. NOW, THEREFORE, BE IT DULY RESOLVED by the Mayor and City Commissic of the City of Miami Beach, Florida, that the total 1996-97 budget for the Middle Beach Partnershi in the amount of $127,200, is hereby approved and adopted. BACKGROUND: The Middle Beach Steering Commiuee was created on July 13, 1994 by the City Commissicn ~ assume a leadership role in the revitalization of the 41st Street Business District and the Eot,. :1 District along Collins Avenue and Indian Creek. The Commission agreed to loan the districl: t[e monies in order to facilitate the development of the district. ANALYSIS: The attached budget reflects a lean, hands-on management budget for the Middle Beach District fi .,r the 1996-97 fiscal year it reflects a reduction from the previous year of approximately $19,800 dte to the appointment of a 1/2 time staff position. Members of the Middle Beach Partnership ha~ e provided in-kind office space, meeting rooms, office equipment and professional in-kind sen ict: s totaling $36,500 as their commitment to the success of the district. The Pannership and Ciy Administration support the FY 1996-97 request for funds for the administrative and oper~i.tir g expenses of the district in the amount of $127,200, of which $90,760 is to be repaid, and $36.5(,0 is in-kind services. These funds will ensure the continued momentum and development of tie Middle Beach Partnership, and will be treated as a loan to the District, to be repaid in full to the Ci y once the district and assessments have been put in place. CONCLUSION: The Middle Beach Partnership has demonstrated an ability to assist in the development and pro~'~e .;s of the 41st Street area.
