A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, ENCOURAGING
FLORIDA POWER AND LIGHT, BELLSOUTH, AT&T, XEROX
CORP., MIAMI-DADE COUNTY, PEOPLE'S GAS, NATIONAL
DATA COMMUNICATIONS, MONTENA Y POWER
CORPORATION, HUMANA HEALTH INSURANCE
COMPANY OF FLORIDA, MT. SINAI HOSPITAL, JOHNSON
CONTROLS, ATLANTIC ELEVATOR, ARMOUR SECURITIES,
BANKER'S TRUST, CITY NATIONAL BANK, FIRST UNION
NATIONAL BANK, NA TIONSBANK, SUNTRUST BANK,
FIDUCIARY TRUST BANK, COLONIAL BANK, CENTRAL
PARKING SYSTEMS, MOTOROLAn SIEMENS BUSINESS
COMMUNICATIONS, AND GOLD COAST CABLE TO
BECOME YEAR 2000 (Y2K) COMPLIANT.
WHEREAS, in preparation of the Year 2000 (Y2K), the City of Miami Beach's
Information Technology Department has issued Requests for Proposals to replace
several legacy systems that are not Year 2000 compliant; and
WHEREAS, all of these proposals have been awarded and are currently in the
implementation stage and include computer-aided dispatch(CAD) to dispatch Fire,
Police and Emergency Services; new 911 phone equipment that integrates with the
new CAD systems; Finance, Utility Billing, Payroll and Human Resources systems with
an integrated City-wide hardware and software solution based upon a centralized
database; new permits, inspections and violations system to replace the current City
system; and upgrading office productivity software and desktop work stations; and
WHEREAS, the aforementioned replacement and upgrade for the City's legacy
systems will allow the City to continue to function sufficiently and effectively; and
WHEREAS, the City is dependent on other entities and utility companies such
as Florida Power and Light, BellSouth, Miami-Dade County, AT&T, Xerox Corp., Miami-
Dade County, People's Gas, National Data Communications, Montenay Power
Corporation, Humana Health Insurance Company of Florida, Mt. Sinai Hospital,
Johnson Controls, Atlantic Elevator, Armour Securities, Banker's Trust, City National
Bank, First Union National Bank, NationsBank, SunTrust Bank, Fiduciary Trust Bank,
Colonial Bank, Central Parking Systems, Motorola, Siemens Business Communications,
and Gold Coast Cable to similarly be Year 2000 compliant in order to effectively
interface all of the aforementioned systems; and
WHEREAS, the health, safety, and welfare of the citizens of Miami Beach and,
indeed, all of Miami-Dade County, depend upon all suppliers of necessary utility and
other services becoming Year 2000 compliant"
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that:
The City of Miami Beach hereby encourages Florida Power and Light, BellSouth,
Miami-Dade County, AT&T, Xerox Corp., Miami-Dade County, People's Gas, National
Data Communications, Montenay Power Corporation, Humana Health Insurance
Company of Florida, Mt. Sinai Hospital, Johnson Controls, Atlantic Elevator, Armour
Securities, Banker's Trust, City National Bank, First Union National Bank, NationsBank,
SunTrust Bank, Fiduciary Trust Bank, Colonial Bank, Central Parking Systems,
Motorola, Siemens Business Communications, and Gold Coast Cable to become Year
2000 compliant.

ADMINISTRA TION RECOMMENDATION
Adopt the Resolution,
BACKGROUND
In the early days of computing, programmers and engineers used only the last two digits of the year
to record a date due to storage limitations, For example, New Year's day 1970 was stored as
010170, Whenwe start into year 2000, computers will not be able to differentiate between New
Year's day in 1901, stored as 010101 and New Year's day 2001 which will also be stored as 010101.
The inability to differentiate between these stored dates will result in application processing failures
and erroneous calculations,
ANALYSIS
In preparation of the Year 2000 (Y2K), the City of Miami Beach's Information Technology
department and other City departments have started the process of replacing legacy systems that are
not Year 2000 compliant. These projects include:

CONCLUSION
The City of Miami Beach is very concerned about the potential impact to the citizens of Miami Beach,
Therefore to ensure that the citizens of Miami Beach will not be negatively impacted by Year 2000
problems, the City encourages companies which provide services or are contracted to the City of
Miami Beach such as Florida Power and Light, Bell South, AT&T, Xerox Corporation, Miami-Dade
County, People's Gas, National Data Communications, Montenay Power Corporation, Humana, Mt
Sinai, Johnson Controls, Atlantic Elevator, Armour Securities, Banker's Trust, City National Bank,
First Union National Bank, Nations Bank, SunTrust Bank, Fiduciary Trust Bank, Colonial Bank,
Central Parking Systems, Motorola, Siemens Business Communications, and Gold Coast Cable to
become Year 2000 (Y2K) compliant A copy of this resolution will be forwarded to all entities which
may impact the City of Miami Beach or its citizens,
