2004-25590 Reso RESOLUTION NO. 2004-25590 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A JOINT PARTICIPATION AGREEMENT (JPA) WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), IN THE AMOUNT OF $120,000, FOR THE PREPARATION OF FINAL DESIGN PLANS FOR A SIXTEENTH STREET OPERATIONAL IMPROVEMENTS/ ENHANCEMENT PROJECT; THE FUNDING SPLIT BEING $100,000 IN FDOT TRANSPORTATION OUTREACH PROGRAM (TOP) FUNDS, AND $20,000 IN CONCURRENCY MITIGATION I SOUTH BEACH (CM) FUNDS, AS PREVIOUSLY APPROPRIATED BY RESOLUTION NO. 2001-24587, DATED SEPTEMBER 20, 2001; AUTHORIZING THE APPROPRIATION OF AN ADDITIONAL $70,000 IN CM/SOBE FUNDS, AS REQUIRED TO COVER THE $190,000 ESTIMATED COST OF FINAL DESIGN SERVICES; AND FURTHER ADVANCING $100,000 IN CITY FUNDS FOR SUBSEQUENT REIMBURSEMENT BY THE FDOT GRANT FUNDS. WHEREAS, the Project Bank of the Miami Beach Municipal Mobility Plan (MMP) includes operational improvements and enhancements to the 16th Street Corridor as MMP Project #33 (the Project); and WHEREAS, Resolution No. 2001-24587, dated September 20, 2001, authorized the submission of a $120,000 grant application, under the FDOT Transportation Outreach Program (TOP), for final design services for the Project; and WHEREAS, Resolution No. 2001-24587 also authorized the appropriation of $100,000 in TOP grant funds and $20,000 in CM funds, upon grant award; and WHEREAS, the City is required to enter into a Joint Participation Agreement with FDOT for the original $120,000 grant packet; and WHEREAS, the appropriation of an additional $70,000 in CM funds is needed to cover the $190,000 estimated cost of preparing final design plans for the Project; and WHEREAS, advancement of $100,000 in City funds is requested for subsequent reimbursement by the TOP grant funds. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a ~ojnt Participation Agreement (JPA) with the Florida Department of Transportation (FOOT), in the amount of $120,000, for preparation of final design documents for a 16th Street Operational Improvements/Enhancement Project; the funding split being $100,000 in FOOT Transportation Outreach Program (TOP) funds, and $20,000 in Concurrency Mitigation/South Beach (CM) funds, as previously appropriated by Resolution No. 2001-24587, dated September 20, 2001; authorizing the appropriation of an additional $70,000 in CM funds, as required to cover the $190,000 estimated costs of final design services; and further advancing $100,000 in City funds for subsequent reimbursement by the TOP grant funds. Item Summary/Recommendation: Three resolutions concerning the improvements/enhancements would approve and authorize: 1. The execution of the required Interlocal Agreement with the MPO for the $75,000 master plan/BOOR phase of the 16th Street project. $30,000 of Concurrency Mitigation Funding were previously approved. $45,000 in City funds will be advanced for later reimbursement by the MPO grant. 2. The execution of a JPA with FOOT in the amount of $120,000 for design plans. $100,000 provided by FOOT and $20,000 previously appropriated from Concurrency Mitigation Funding. ADMINISTRATION RECOMMENDATION Adopt the Resolutions. ANALYSIS Resolution No. 2002-24907, dated June 19,2002, authorized the City to submit a $75,000 grant application to the Metropolitan Planning Organization's Municipal Grant prowam for the preparation of a master plan/basis of design report for a proposed 161 Street OperationallmprovementslEnhancement Project. This is Project #33 of the Miami Beach Municipal Mobility Plan (MMP) Project Bank. Resolution No. 2002-24907 also authorized, upon grant award, the appropriation of $45,000 in MPO funds matched by $30,000 in Concurrency Mitigation Program/South Beach funds. The Administration seeks approval and execution of the required interlocal agreement with the MPO for the $75,000 master planlBODR phase of the project, as well as the advancement of $45,000 in City funds for subsequent reimbursement by the MPO grant funds. Resolution No. 2001-24587, dated September 20,2001 authorized the City to submit a grant application to the State's Trans~ortation Outreach Program (TOP) for the preparation of design plans for a proposed 16 Street Operational Improvementsl Enhancement Project, also known as Project #33 ofthe Miami Beach Municipal Mobility Plan. The same Resolution authorized, upon grant award, the appropriation of $1 00,000 in TOP funds and $20,000 in Concurrency Mitigation/South Beach funds. Execution of this grant would require the City to advance $100,000 for subsequent FOOT reimbursement. The State Legislature's failure to fund the TOP program in 2002 and 2003 delayed the execution of the required Joint Participation Agreement (JPA) with the Florida Department of Transportation (FOOT). Due to this delay, updated cost estimates have identified the need for additional funding. The administration is seeking the appropriation of an additional $70,000 in CM funds to fund the updated $190,000 cost of preparing the design plans for the 16th Street Project. The design will include plan documents for the following project elements: . Operational and safety improvements to the corridor, intersections and signalization; . Improved drainage; roadway rec_onstruction and lor milling, resurfacing and striping; . Sidewalks and curb/gutter reconstruction and/or improvements, as needed; . Corridor enhancements such as traffic calming, bulb-outs, pedestrian crosswalks, and shade landscaping; and . A bicycle lane that will connect the South Beach neighborhoods to a developing beach bikeway system. Authorization is also requested to issue a Request for Qualifications (RFQ) from planning and engineering firms wishing to perform Phase I-BODR and Phase 11- design services for a 16th Street Operational Improvements/Enhancements project, also known as Project #33 of the Miami Beach Municipal Mobility Plan (MMP) Project Bank. The 16th Street Corridor Project is an essential component of the improvement/enhancement necessary to maintain safe and adequate traffic flow in a street which is operating as a collector because of the significant increase in traffic volume.
