The purpose of this LTC is to provide an up-to-date status of the 42nd Street Strefetsc'a'pe
Project.
Subject:
BACKGROUND:
The 42nd Street Streetscape project was originally designed to upgrade and beautify a
three block area of 42nd Street from Prairie Avenue to Pine Tree Drive. The original project
scope consisted of milling, re-paving and striping the street surface, grading and sodding
swale areas on the North side, constructing a number of decorative planters and traffic
calming bulb-outs, installing new shrubs and trees, and bringing sidewalk ramps into
compliance with ADA requirements.
Tropex Construction Services, Inc. a Job Order Contractor was selected to perform the
work on 42nd Street. Tropex began working in November of 2003. They had completed
only the work of milling the pavement on the street when the City requested them to stop
work.
The purpose of the "stop work" request was to allow for the design and installation of a
replacement water main that was not a part of the original project scope. It was
determined that the water service in this area needed to be upgraded, and had the City
waited to perform the upgrade, it would be necessary to cut the newly refurbished street
within the next year or two to install this new water main. To avoid having the new street
broken up soon after its improvement, it was decided to halt work on the project long
enough to design and install the new water main ahead of the streetscape work.
The City negotiated a contract with an engineering firm to design the required water line on
an expedited basis. The water main was designed, a price for installation was negotiated,
and the additional work scope was permitted in less than six weeks. Work on the water
main began in late January 2004 and was substantially completed in April 2004, and the
water main was tested and approved ready to be placed in service.
Due to resident inquiries regarding the Project's status and concerns regarding nuisance
dust, a meeting was at held at City Hall on May 24, 2004. C.\.P. Office personnel
addressed the questions of a group of concerned citizens, and committed to undertake
certain measures intended to accelerate project completion and address resident
concerns.

In order to facilitate traffic on the street and to reduce the generation of dust, on May 25,
2004, one lane of the street was paved on an expedited basis, and signs were placed at
each intersection closing the street to non-local use.
RECENT ACTIVITIES:
The paved lane and the revised Maintenance of Traffic plan have resulted in a dramatic
reduction in dust complaints along 42nd Street. The contractor has been working on
excavating the planters, and installing the water service lines to connect the new water
main to the existing residential water meters during the last three weeks. On Monday,
June 21, 2004, the final connection was made between the new Water Main and the
existing system. On Thursday, June 24, 2004, the contractor began the final re-paving
operation. This should be completed by Monday, June 28, 2004.
The remaining work at 42nd Street includes:
Sidewalk repairs where the new water services were installed.
New ADA compliant ramps on the sidewalks at each corner.
Curbing along the border of the planters.
Place topsoil, grade and sod the swale areas.
Place topsoil, grade and place the plant materials in the planters.
Install traffic signs and pavement marking.
Remove project sign, clean-up and move out.
The contractor has indicated that this work can be completed by August 16, 2004. A copy
of the contractor's proposed schedule is attached for your information and reference.
