RESOLUTION NO. 472':'2004
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY AUTHORIZING THE USE OF AND
APPROPRIATING $127,916 IN SOUTH POINTE RDA FUNDING FOR THE
DESIGN AND CONSTRUCTION OF LUMMUS PARK IMPROVEMENTS.
WHEREAS, on November 8, 1994, the citizens of the City of Miami Beach approved
the issuance of $15 million in general obligation bonds for park improvements (Parks
Bond); and
WHEREAS, Bermello, Ajamil and Partners, Inc. (B&A) prepared a Master Plan that
addressed the needs of twenty (20) parks including Lummus Park and which was adopted
by the Mayor and City Commission on June 19, 1996; and
WHEREAS, on July 16,1997, the Mayor and City Commission authorized the City
to enter into an agreement with B&A for professional services related to the planning and
design of improvements to North Shore Park, North Shore Open Space Park, Pine Tree
Park, the Parks Maintenance Facility, South Pointe Park, and Lummus Park; and
WHEREAS, Lummus Park improvements were divided into two phases and Phase I
work consisting of landscaping, playground, and restroom improvements funded through
the 1995 Parks Bond were completed in 2000; and
WHEREAS, in April 2001, B&A was authorized to begin designing Phase II
improvements which were to be funded primarily with the $1,100,000 General Obligation
Bond funding allocated for the project and which included widening the sidewalk along the
east side of Ocean Drive, replacing the 14th Street restroom, and adding new landscaping,
irrigation, and street furniture; and
WHEREAS, project planning was complicated by the need to demolish the 14th
Street restroom and to obtain community consensus on a replacement design both of
which contributed to an extended planning period and the need to negotiate additional
services for B&A due to several required extensions ofthe originally contemplated planning
and design period; and
WHEREAS, required Historic Preservation Board project approval for the restroom
demolition and replacement and the balance of the project improvements was obtained in
April 2003; and
WHEREAS, 90% construction design documents for the project have been
completed and initial project permitting is underway with construction expected to begin this
summer and be completed by early 2006; and
WHEREAS, the total project construction cost is estimated at approximately
$1,270,408 of which approximately $102,380 is generated by improvements which fall
within the area of the Park that lies within the South Pointe RDA and is therefore eligible for
RDA funding; and
WHEREAS, in addition to this construction cost, associated costs including a
contingency fee of 10% of construction costs ($10,238), a design cost of approximately 8%
of construction costs ($8,190), $1,250 for survey, testings, and other project related
expenses not included in the construction estimate, and a project management cost of
4.8% of total project cost ($5,858) are also eligible for South Pointe RDA funding; and
WHEREAS, the total project cost eligible for RDA funding is $127,916; and
WHEREAS, by making available South Pointe RDA funding to cover eligible project
costs, all of the previously allocated project funding can be used in the area north of 6th
Street, allowing an overall higher level of improvements to be implemented as is
appropriate given the Park's prominent location and heavy use.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY that the Chairman and
Members authorize the use of and appropriate$127,916 in South Pointe RDA funding for
the design and construction of Lummus Park improvements located with the South Pointe
RDA.

Condensed Title:
A Resolution of the Chairman and Members of the Miami Beach Redevelopment Agency authorizing the
use of and appropriating South Pointe RDA funding in the amount of $127,916 for the design and
construction of improvements to Lummus Park that fall within the boundaries of the South Pointe RDA.
Issue:
Should the City authorize the use of South Pointe RDA funds in the amount of $127,916 to pay for the
design and construction of Lummus Park improvements that fall within the boundaries of the South Pointe
RDA and are eligible for RDA funding so that a higher level of improvements can be achieved for this
signature park?
Item Summa IRecommendation:
The City contracted with Bermello & Ajamil architects to design improvements to Lummus Park including
widened sidewalks, additional trees and landscaping, pedestrian plazas at street ends, a new restroom at
14th Street, and street furniture and signage. The total cost of the improvements is estimated at
$1,270,408. The cost of design and construction of improvements in the section of the Park that falls
within the South Pointe Redevelopment area, which is the area bounded by the 6th Street on the north, 5th
Street on the south, and Ocean Drive on the west, is estimated at $127,916. These improvements are
eligible for South Pointe RDA funding. The Administration recommends adoption of the resolution to
rovide for enhanced im rovements to this extremel visible and 0 ular Park.

ANAL YSIS:
On November 8, 1994, the citizens of the City of Miami Beach approved the issuance of
$15 million in general obligation bonds for park improvements (Parks Bond). Bermello,
Ajamil and Partners, Inc. (B&A) prepared a Master Plan that addressed the needs of
twenty (20) parks including Lummus Park. The Mayor and City Commission adopted the
Master Plan on June 19, 1996.
On July 16, 1997, the Mayor and City Commission authorized the City to enter into an
agreement with B&A for professional services related to the planning and design of
improvements to North Shore Park, North Shore Open Space Park, Pine Tree Park, the
Parks Maintenance Facility, South Pointe Park, and Lummus Park.
Lummus Park improvements were divided into two phases. Phase I included landscaping,
playground, and restroom improvements which were funded through the 1995 Parks Bond
and which were completed in 2000. In April 2001 , B&A was authorized to begin designing
Phase II improvements which were to be funded primarily with the $1,100,000 General
Obligation Bond funding allocated for the project. Proposed Phase II improvements
included widening the sidewalk along the east side of Ocean Drive, replacing the 14th
Street restroom, and new landscaping, irrigation, and street furniture. Project planning was
complicated by the need to demolish the 14th Street restroom and to obtain community
consensus on a replacement design, both of which contributed to an extended planning
period. The required Historic Preservation Board project approval for the restroom
demolition and replacement and the balance of the project improvements was obtained in
April 2003. The project was also delayed by the need to negotiate additional services for
B&A due to several required extensions of the originally contemplated planning and design
period.

Currently, 90% construction design documents for the project have been completed and
initial project permitting is underway. Construction is expected to begin this summer and
be completed by early 2006. The total construction cost estimate for the project is
approximately $1,270,408, approximately $1 02,380 of which is generated by improvements
that fall within the area of the Park that lies within the South Pointe RDA and are therefore
eligible for RDA funding. This area is the portion of the Park east of Ocean Drive from the
north right-of-way line of 6th Street to the south right-of-way line of 5th Street.
Improvements proposed for this area include a new ten foot wide sidewalk and new curb
along Ocean Drive, benches, newspaper rack areas, irrigation, landscaping, and street end
plazas at 5th and 6th Street.
In addition to this construction cost, the following costs associated with this work are also
eligible for funding through the South Pointe RDA: a contingency fee of 10% of
construction costs ($10,238); a design cost of approximately 8% of construction costs
($8,190); $1,250 for survey, testings, and other project related expenses not included in the
construction estimate; and a project management cost of 4.8% of total project cost
($5,858.) The total amount of RDA funding requested for the project is therefore $127,916.
By making available the RDA funding to cover these eligible improvements, all of the
currently allocated project funding can be used in the area north of 6th Street, allowing an
overall higher level of improvements to be implemented as is appropriate given the Park's
location adjacent to Ocean Drive which is internationally known both as a destination and a
brand representing the City's unique style.
CONCLUSION:
The Administration recommends approval of the Resolution.
