99-23048 RESO RESOLUTION NO. 99-23048 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ISSUE A REQUEST FOR PROPOSALS (RFP) FOR THE DEVELOPMENT OF THE CITY OWNED LOT LOCATED BETWEEN COLLINS AND HARDING AVENUE, AT 72ND AND 73RD STREETS. WHEREAS, on January 6, 1999, the Mayor and City Commission discussed a report from the Neighborhoods Committee meeting of December 17, 1998, regarding the proposed North Beach Master Plan and the Normandy Isle Master Plan; and WHEREAS, the report indicated that proposed studies would be further discussed with the North Beach Development Corporation on January 19, 1999, for further input and that the general consensus on a plan of action would be reported back to the Mayor and City Commission on January 20, 1999; and WHEREAS, at the same January 6 meeting, Commissioner Martin Shapiro suggested that the City issue a Request for Proposals (RFP) for the parking lot located at Collins Avenue, between 72nd and 73rd Streets (the site), said RFP aimed at encouraging a mixed use project; and WHEREAS, pursuant to that suggestion, Commissioner Shapiro has requested that the Administration prepare this Resolution, authorizing the issuance of an RFP for the site, as an agenda item for the January 20, 1999 City Commission meeting; and WHEREAS, on November 4, 1998, the Mayor and City Commission discussed a request from the North Beach Development Corporation (NBDC), wherein NBDC's Board of Directors passed a resolution requesting the City conduct a planning and economic development study for the site as a generator for the commercial area from 71st to 75th streets; and WHEREAS, the study would serve as a basis for the issuance of an RFP, and NBDC requested that the study of the area reference the prior findings of the North Shore Development Plan from the 1980's and the Design Guidelines for the North Beach neighborhood, as prepared by the architectural firm of Duany/Plater-Zyberk in 1994; and WHEREAS, in response to said discussion, the Administration has developed a general study outline timetable, community participation, and funding in order to accomplish certain goals for North Beach in general; and WHEREAS, this item has been discussed by the Mayor and City Commission, the Land Use and Development Committee, and the Neighborhoods Committee, respectively; and WHEREAS, a meeting with the North Beach Development Corporation is scheduled for January 19, 1999 in order to reach a consensus on a plan of action as to how to proceed with this effort; and WHEREAS, part of the strategy described by the Administration to date is to undertake a professional planning process for the subject site as part of the larger area to determine its best long range use and this process has been expected to take approximately six (6) months, resulting in an RFP before the Mayor and City Commission by July, 1999; and WHEREAS, it is worthwhile to note that this strategy was presented to the Mayor and City Commission by the Administration in mid 1998 when discussions surrounding the 17th Street site took place; and WHEREAS, at that time, the Administration also identified this property as an important site in the future redevelopment of North Beach and recommended a planning study as a precursor to an RFP and the City Commission did not take action at that time; and WHEREAS, upon passage of this Resolution, the actual RFP would be brought back to the Mayor and City Commission for final approval at its second meeting in February. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorize the Administration to issue a Request for Proposals (RFP) for the development of the City owned lot located between Collins and Harding A venue, at 72nd and 73rd Streets. At the same January 6 meeting, Commissioner Shapiro suggested that the City go out with a Request for Proposals ("RFP") for the parking lot located at Collins A venue between 72nd and 73rd Streets, and said RFP should be aimed at encouraging a mixed-use project. Pursuant to that suggestion, Commission Shapiro has requested the Administration to prepare a Resolution authorizing the issuance of an RFP for the site as an agenda item for today's City Commission meeting. ANALYSIS The strategy to develop this site through an RFP was presented to the City Commission by the Administration in mid 1998 when discussions surrounding the 17th Street site took place. This item has been discussed by the City Commission, the Land Use and Development Committee and the Neighborhoods Committee. As mentioned, a meeting with the North Beach Development Corporation is scheduled for January 19, 1999 in order to reach a consensus on a plan of action as to how to proceed with this effort. As previously stat~d, part of the strategy described by the Administration to date is to undertake a professional planning process for the subject site as part of the larger area to determine its best long range use. This process has been expected to take approximately 6 months resulting in an RFP before the City Commission by July, 1999. While the Administration prefers to undertake the process described above prior to the issuance of an RFP, a similar process to the one being followed for the RFP for the 17th street site could be developed. The process for the 17th street RFP requires the respondents to provide substantial information that supports their proposals. Similar requirements could be developed for this RFP, as well. Upon passage of this Resolution instructing the Administration to prepare an RFP for the 72nd Street parking lot site, the actual RFP would be brought back to the City Commission for final approval at the second meeting in February.
