BEING THE CLASSIFIED EMPLOYEES SALARY
ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR A TWO PERCENT (2.0%)
SALARY INCREASE EFFECTIVE OCTOBER 1, 1993;
A TWO PERCENT (2.0%) SALARY INCREASE
EFFECTIVE JANUARY 1, 1994; AND A ONE HALF
OF ONE PERCENT (0.5%) SALARY INCREASE
EFFECTIVE JUNE 1, 1994. FOR THOSE

is held invalid, the remainder shall not be affected by such

1994, AND A 0.5% INCREASE EFFECTIVE JUNE 1, 1994, FOR "GROUP 11- FRATERNAL
ORDER OF POLICE" AND "GROUP III - INTERNATIONAL ASSOCIATION OF FIRE
FIGHTERS: IN ACCORDANCE WITH THE NEGOTIATED LABOR AGREEMENT.
ADMINISTRATION RECOMMENDATION:
This ordinance amendment was approved upon first reading at the
September 8, 1993, Commission meeting.
The Administration recommends that the Mayor and the City
commission adopt on second reading, the attached ordinance which
amends Ordinance No. 789, being the classified employee salary
ordinance which provides for implementing the following negotiated
salary increases for "Group II - Fraternal Order of Police" (FOP)
and "Group III - International Association of Fire Fighters"
(IAFF) :

BACKGROUND - LABOR/WAGE AGREEMENT:
On April 21, 1993, the Mayor and the City Commission approved and
implemented the negotiated Labor Agreement between the City of
Miami Beach and the International Association of Firefighters Local
1510, and on May 5, 1993, the Labor Agreement with the Fraternal
Order of Police, William Nichols Lodge No. 8 was approved and
implemented. These approved Labor Agreements specified two
different Wage Settlement provisions. As you may recall, the first
Wage Settlement provision in both of these Labor Agreements
provided the significant component of a two tier salary structure
for new employees as prescribed in the plan for returning the city
of Miami Beach to fiscal health.

On May 5, and 19, 1993, the Mayor and the city commission adopted
the ordinances approving implementation of the first 2% wage
increase contained in the IAFF and in the FOP Labor Agreements.
The second Wage Settlement provision of these Labor Agreements
provided for a total of 6.5% salary increase over 2 years which was
negotiated and approved for existing employees. Now, an ordinance
amendment is needed to implement the remaining 4.5% increase. The
effective dates for these increases are as follows:

ANALYSIS:
The two tier salary plan has been implemented and will provide
sufficient savings to ensure the affordability of the negotiated
wage increase for current employees. The estimated savings over
the term of the Agreement is projected to be $228,750.
The estimated cost for the wage increases is $345,333 over the term
of the Agreement which covers three fiscal years. However,
assuming that all retiring/terminated employees are replaced and
that there is no reduction in the bargaining unit workforce, it is
projected that after funding the wage increases, the city would
realize savings of $264,667 over the term of the contract. This
savings consists of the following:

The City will continue to realize these savings after the term of
the current Agreement has expired.
CONCLUSION:
Adoption of this ordinance implements the rest of the Wage
Agreement portion of the previously approved Labor Agreements with
the International Association of Fire Fighters, Local 1510 and the
Fraternal Order of Police, William Nichols Lodge No.8.
