AN ORDINANCE AMENDING ORDINANCE NO. 1605, BEING THE UNCLASSIFIED
EMPLOYEES SALARY ORDINANCE, PROVIDING FOR THE RECLASSIFICATION,
CREATION, RE-CREATION, AND ABOLITION OF CERTAIN JOB CLASSIFICATIONS.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the Mayor and the City
Commission adopt on second reading, the attached ordinance which
amends Ordinance No. 1605, being the Unclassified Employees Salary
Ordinance, providing for the reclassification, creation, and re-
creation of certain job classifications. This amendment
facilitates the city's continued reorganization plans by providing
for:
1. Reclassification of ten (10) classifications;
2. Creation of six (6) job classifications recommended in
the FY 1993/94 Budget;
3. Re-creation of two (2) job classifications recommended in
the FY 1993/94 Budget; and
4. Abolition of one classification
BACKGROUND
The first reading of this ordinance took place on September 22,
1993.
In response to the need to return the City of Miami Beach to fiscal
health by downsizing, reducing costs, increasing effectiveness and
efficiency, and restructuring, the administration has proposed
additional reorganization steps to create an organization structure
which supports the recommended FY 1993/94 Budget.
The realignment of departmental functions resulting from downsizing
required the re-evaluation of current managerial job
classifications to ensure that new levels of responsibilities,
authority, and emphasis are appropriately reflected in job titles.
Appropriate job c~assifications are being proposed.

The "Human Resources" changes are presented as a result of the
corresponding ordinances which were presented for first
reading on September 8, 1993, to change the name of the
Personnel Department to the Human Resources Department in the
Miami Beach City Code, Related Laws, Article XIV, entitled
"civil Service System" and in Chapter 2, Section 2-6 entitled
"Enumeration of organizational Units".
The "Log Cabin" changes also result from a change in emphasis
and are proposed after conferring with the clients, employees,
and community friends of the City's Log Cabin Training
Facility.
2. Creation of six (6) job classifications resulting from
continued reorganization and realignment of responsibilities
consistent with the recommended FY 1993/94 Budget are proposed
as follows:

3. Re-creation of two (2) previous classifications in response to
