2004-25658 Reso RESOLUTION NO. 2004-25658 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING AN APPEAL BY THE HOUSING AUTHORITY OF THE CITY OF MIAMI BEACH TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) TO ADJUST THE 2004 AAFIINFLATlON FACTOR TO ADEQUATELY REFLECT INFLATION FACTORS IN THE JURISDICTION AND URGING HUD TO GIVE FAVORABLE CONSIDERATION TO THE APPEAL. WHEREAS, the Housing Authority of the City of Miami Beach (HACOMB) is located in an area of Miami-Dade County where real estate prices are very expensive and where there are many low-income residents who depend on housing assistance to be able to reside in the jurisdiction and to avoid displacement; and WHEREAS, over the past several years, the jurisdiction has experienced the effects of gentrification and is currently experiencing an explosion in high-end condominium development and commercial establishments; and WHEREAS, as a result, landlords in the City of Miami Beach request higher rents for their units, severely decreasing the availability of affordable housing to low-income families in the jurisdiction; and WHEREAS, currently, the HACOMB has 2,508 program participants in the Section 8 Housing Choice Voucher Program and, since August, 2003, events beyond HACOMB's control, have adversely affected its ability to serve participants in the Section 8 Housing Choice Voucher Program due to significant increases in utilities rates, property tax rates, and property insurance rates; and WHEREAS, in addition to the foregoing rate and tax increases, the cost for portable vouchers has exceeded the cost projected in the annual adjustment factor and, therefore, the HACOMB seeks to appeal the annual adjustment factor given to it by HUD which does not take into account the significant increases in rates that have affected the rents being charged to the Program participants in the City of Miami Beach and the surrounding jurisdiction; and WHEREAS, pursuant to a 517th vote, the Mayor and Miami Beach City Commission considered the matter of HACOMB's appeal to HUD and passed an emergency resolution supporting the appeal and urging HUD to give a favorable consideration to the appeal. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby support the appeal of the Housing Authority of the City of Miami Beach to the United States Department of Housing and Urban Development with regard to the annual inflation factor assigned to the HACOMB and hereby urges HUD to give favorable consideration to the appeal.
