AN ORDINANCE AMENDING ORDINANCE NO. 789,
BEING THE CLASSIFIED EMPLOYEES SALARY
ORDINANCE OF THE CITY OF MIAMI BEACH,
FLORIDA, PROVIDING FOR: 1) THE BIFURCATION
OF GROUP V EMPLOYEE CLASSIFICATIONS WHICH
ARE THOSE CLASSIFICATIONS NOT COVERED BY A
BARGAINING UNIT INTO GROUP V.A FOR
EMPLOYEES HIRED BEFORE AUGUST 1, 1993 AND
GROUP V.B FOR EMPLOYEES HIRED ON OR AFTER
AUGUST 1, 1993; 2) A TWO PERCENT (2%)
INCREASE IN THE SALARY RANGES OF SPECIFIED
GROUP V.A AND GROUP V.B CLASSIFICATIONS; 3)
A FIFTEEN PERCENT (15%) REDUCTION IN THE
SALARY RANGES OF SPECIFIED GROUP V.B
CLASSIFICATIONS; AND 4) AN ADDITIONAL 9.65%
REDUCTION IN THE GROUP V.B SALARY RANGE OF
RECREATION LEADER I; REPEALING ALL
ORDINANCES IN CONFLICT; PROVIDING FOR
SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.

SECTION 2:
That all ordinances or parts of ordinances in conflict herewith
be and the same are hereby repealed.
SECTION 3:

be effective April 5, 1993.

GROUP V.B RECREATION LEADER I SALARY.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the city commission adopt on
second reading the attached ordinance which amends the classified
Salary Ordinance, No. 789, to provide for the following:
1. Bifurcation of the Group V - Other Classifications in the
Classified Service salary structure into Group V.A for
employees hired before August 1, 1993 and Group V. B for
employees hired on or after August 1, 1993.
2. A two percent (2%) salary increase for classifications in
Group V.A & V.B, effective April 1, 1993.
3. A reduction of fifteen percent (15%) in Group V. B salary
ranges with an additional 9.65% reduction in Group V.B range
for Recreational Leader I and an establishment of the one step
Group V.B range for Parking/Events Attendant.
BACKGROUND:
The first reading of this ordinance took place on July 14, 1993.
"Other Classifications in the classified Service" includes
approximately 115 employees in various job classifications that are
determined to be managerial/confidential. Although employees in
these classifications are covered by civil Service Rules, they are
not represented by any of the city's bargaining units.
On April 5, 1993, a two percent (2%) salary increase became
effective for three of the City I S four bargaining units, the
American Federation of State, County, and Municipal Employees
(AFSCME); the Fraternal Order of Police (FOP); and the
International Association of Firefighters (IAFF).
A 15% bifurcation step-down has already taken place for the
salaries of the Unclassified service and for three of the four
bargaining units, including, AFSCME, FOP, and IAFF.

ANALYSIS:
A. PREVIOUS WAGE INCREASES
since 1988, wage increases were similar to those provided to
AFSCME and Miami Beach Employee Benevolent Association (MBEBA)
which were based on a "formula" which tied wage increases to
changes in assessed property values and the amount of
available fund balance. The "formula" resulted in the
following wage increases being granted:
1.55%
2.53%
2.50%
October 1, 1988
October 1, 1989
October 1, 1990
It is proposed that the Group V employees should be granted a
2% increase.
B. PROPOSED SALARY STRUCTURE
The proposed Ordinance amendment includes the significant
component of a two tier salary structure for new employees as
prescribed in the plan for returning the city to fiscal
heal th. The components of the proposed salary structure
system are as follows:
1. PROPOSED TWO TIER SALARY STRUCTURE - There would be a two
tier salary structure for all new employees hired by the
city on or after August 1, 1993. These individuals would
be hired on the second tier (Group V.B) which would be
15% lower than that for current employees (Group V.A).
This plan has already been implemented with the
Unclassified service and the AFSCME, FOP, and IAFF
bargaining units.
It is proposed that it is in the City's best interest to
implement a 15% reduction in salaries for new hires.
2. PROPOSED WAGE INCREASE - It is proposed that a 2% salary
increase be provided to specified Group V.A & V.B
employees retroactive to April 1, 1993.
The exceptions which follow are proposed to provide
appropriate and consistent salaries for specialized positions.
The Group V.B salary range for Recreation Leader I is based
upon an entry step of $5.00 per hour. These positions are
usually summer, part-time, and temporary. The Group V.A and
Group V.B salary for the newly created, part-time, "as needed"
basis Parking/Events Attendant classification will be a one
step range of $6.00 per hour.
Effective payroll date is the first full payroll (Which is
April 5, 1993) closest to the effective date of the increase.
C. PROPOSED CURRENT ANNUAL COST
The cost of the proposed two percent (2%) increase to the
current year's budget for current employees is estimated at
$22,000.
CONCLUSION:
Adoption of this Ordinance provides a wage increase to the "Other
classifications in the classified Service". Included also, is the
key component of bifurcated salaries which is part of the overall
plan for returning the city of Miami Beach to fiscal health.
Therefore, it is recommended that this Ordinance be adopted.
