SUBJECT: HURRICANE PLAN MANUAL
The Administration completed the revised 1999 Hurricane Plan, and a copy has been forwarded to
your office. In preparation for the Hurricane Season, an in-house Hurricane training with City staff
was held on Friday, June 25, 1999. The Miami-Dade Office of Emergency Management will be
conducting further training of City staff on Friday, July 23, 1999.
Attached is a copy of the Executive Summary from the Hurricane Plan.

EMERGENCY PREPAREDNESS PLAN
SUMMARY OF EXECUTIVE TASKS AND RESPONSmILITIES
City Manager
HURRICANE WATCH:

After notification the City Manager or his designee will notify the Mayor and City Commission
that the City is at level # 1 Phase (monitoring) (see Annex# I)
Will consult with the City Emergency Manager and Emergency Coordinator to discuss (see Annex
#2) projections, and recommendations on any actions to be taken
Department Directors to report to City Manager's large conference room
Meet with City Public Information Officer, Emergency Manager, and Emergency Manager
Coordinator to develop information notices for release to public (see Annex #3)

Advise the Mayor and City Commission that the City is at level #3 phase and will staff MBEOC
with all predesignated personnel (see Annex #4).
Will consult with City Emergency Manager, and Emergency Coordinator and County officials
needed to determine projected level of threat and danger to the City and residents
After consultation with Emergency Management staff, decide whether to open Mt. Sinai EOC
Report to MBEOC to conduct operations with Emergency Management Staff
Follow-up with staff to assure the Emergency Preparedness Plan is operating effectively
Schedule Press Conferences andlor News Releases to inform our citizens on the status of the
pending emergency
Consult with City and County Emergency Managers to determine if and when to evacuate the City
of Miami Beach (see Annex #5)
Determine when to release City employees from work

Consult with City and County Emergency Managers to determine when to issue an "all clear"
notice, and when citizens can return to Miami Beach (see Annex #5)
Assure that Rapid Damage Assessments are completed and information submitted to the County
Assure that the City Commission approves emergency purchase orders and contracts as authorized
by the City Manager
Assure that a ''Notice of Interest" is filed with the State (see Annex #6)
Assure that a Disaster Relief Funding Agreement is entered into and signed with the State
Approve information to be disseminated through the news media regarding employees needed to
report for work; relief efforts; location of relief sites; and information regarding federal, state and
local assistance, and curfews
Request Mutual Aid as needed through the County as required by the state-wide
Mutual Aid Agreement (see Annex #5)
Coordinate all recovery efforts through the Emergency Preparedness Plan and the Emergency
Management staff
