BACKGROUND: The first reading of this Ordinance took place on December 2, 1992. Code Compliance: As a result of City reorganization and downsizing, the Code Enforcement Division has been renamed Code Compliance Division, and is now within the Building Services Department. The City's reorganization and increase of commercial, residential, and tourism development have created additional duties and responsibilities for Code Compliance. The reorganization of the Code Compliance Division is an effort to place all necessary administrative enforcement activities into one agency in order to provide "one-stop code compliance" and will include increased training and cross-training of new and existing employees, development of a new procedures manual, and systematic efforts to update and strengthen the City Code .as related to Code Compliance. Parking/Events Attendant: The City operates a number of parking facilities and significant staffing is required during special events such as those at the Convention Center and Jackie Gleason Theater of Performing Arts. The City currently utilizes full-time Parking Department and other employees to collect fees, maintain and monitor parking facilities, and assist the public during special events, etc. This results in substantial overtime costs, an overworked parking enforcement staff, and subsequent lost parking ticket revenues. On the other hand, utilizing a temporary service to attend parking facilities has, in the past, resulted in revenue control difficulties and in a lack of courtesy and diplomacy when dealing with the public. The development of a permanent labor pool of part-time Parking/Events Attendants is proposed as a means of effectively addressing the problems associated with the use of current Parking Department employees or temporary personnel. . . . continued ~. 5 ~. .. AGENDA ITEM R-'3-8 DATE~ ANALYSIS: Code Compliance: The reorganization of Code Compliance, including associated classification changes, was requested by the Code Compliance Superintendent and was approved by the Personnel Director and the Personnel Board. Adoption of this Ordinance will consolidate and streamline Code Compliance functions and classifications, increase efficiency and effectiveness through cross-training of employees and creating an effective supervisory/training structure, produce a salary savings by using an existing classification level (below that used currently) for new employees while they are being trained for approximately two (2) years, and facilitate affirmative action employment and promoting by reducing entry-level requirements and offering a structured program for the growth, deve lopment, and promotion of minority and other employees. Each incumbent employee in a classification proposed to be abolished will be reallocated, immediately upon adoption of this Ordinance, to the newly created classification that has a maximum salary equivalent to hisfher previous classification. Immediate Financial Savings Imoact - The current entry level salary for Code Enforcement Officer is $26,029 annually. The proposed entry level salary for Code Compliance Officer I will be $21,798 annually, a difference of $4,231 per employee or a 16% savings. Immediate Affirmative Action Imoact - Currently, there are two Hispanics in the Code Compliance Division with a total of 16 non-clerical employees. The reorganization will transfer one Hispanic and two Black employees (Sanitation Inspectors) to Code Compliance and thus increase minority representation from 12.5% to 26.3%, a ratio increase of approximately 110%. Incumbent Sanitation Inspectors, in keeping with affirmative action goals, will be requested to participate in a training program to facilitate their growth and development in preparation for future promotions. Parking/Events Attendant: The establishment of the Parking/Events Attendant classification was requested by the Assistant Parking Director and was approved by the Personnel Dtrector and Personnel Board. Adoption of this Ordinance would benefit the City in a number of ways. First, based upon current expenditure levels, implementing the labor pool program should result in an annual savings of over $150,000 in overtime, Second, parking enforcement staff will have more time to devote their energies towards writing tickets. Currently, by attending lots, the City loses approximately $200,000 in general fund ticket revenues. Third, parking enforcement staff will be better able to demonstrate patience and a professional demeanor with the public due to decreased work hours. Labor pool employees will be trained in dealing with the public and, as City employees, will be far more likely than temporary personnel to represent the City in a positive manner. Fourth, it would be too costly in terms of time and dollars for current parking enforcement personnel to maintain cleanliness of the preferred and attendant facility operations. Labor pool employees will be required to perform routine maintenance and custodial duties such as cleaning facilities and removing litter and debris. This will result in a savings of approximately $10,000 in mechanical sweeping costs. In addition, Parking/Events Attendants will work less than 30 hours per week and therefore will receive reduced or no benefits. CONCLUSION: Adoption of this Ordinance would serve the City's best interests by facilitating more efficient operations and affirmative action hiring efforts, and by providing a promotional ladder for incumbents and future hires in Code Compliance. Therefore, it is recommended that this amendment to Ordinance No. 789 be adopted upon this second reading. AG/JP/ae 6
