A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE FILING OF A GRANT AND, IF
FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF GRANT
FUNDS, BY THE MIAMI BEACH POLICE DEPARTMENT FROM THE STATE OF
FLORIDA, OFFICE OF THE ATTORNEY GENERAL, VICTIMS OF CRIME ACT
PROGRAM.
WHEREAS, the Miami Beach Police Department operates a Victims Help Center; ani
WHEREAS, the Miami Beach Police Department has prepared a grant application to the
State of Florida, Office of the Attorney General, Victims of Crime Act (VOCA) Program for
funding, in the amount of $58,425.00, with the VOCA program providing $46,740.00, and thf:
City providing a cash match of $11 ,685.00, to be derived from the Police Confiscations Account
and
WHEREAS, the grant, if funded, will commence on October 1, 1999, and end on
September 30,2000, with the funds to be used to pay for the salary and benefits of a Domestic
Violence Counselor.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Miami Beach
Police Department is authorized to file a grant application; and if funded, the budgeting and
expenditure of grant funds, from the State of Florida, Office of the Attorney General, Victims of
Crime Act (VOCA) Program is also authorized.

PART 4: STATEMENT OF NEED
Due to the unique geographical characteristics of the City of Miami Be3c.h. an
island which is roughly seven miles long and one mile wid~ and is Isolated from
the mainland of the City of Miami. it is imperative to offer its 100,000 local
residents and millions of annual visitors accessible support services to provide
direct assistance to victims of crime as soon as possible after the crime occurs.
In 1998 the Miami Beach Police Department handled a total of 15,189 Part One
Crimes which include, robberies, aggravated assaults, and rape / forcible sex
crimes; of these crimes approximately 1,000 were documented as domestic
violence. This caseload requires full dedication and departmental commitment to
prioritize the role of victim advocacy. The City of Miami Beach Police
Department collaborates with other local agencies within our community to
ensure effective and holistic intervention for victims and their families. Over the
past four (4) years the department's Domestic Violence Unit has become a vital
participant in several community action task forces as well as The Dade County
Alliance Against Domestic Violence. In addition, the Domestic Violence Unit has
established a Memorandum of Understanding with a social service agency that
specializes in Trauma Resolution to ensure effective and timely intervention to
victims of crime on Miami Beach. Due to limited local resources and lack of
available and affordable public transportation on Miami Beach, the Miami Beach
Police Department's Domestic Violence Unit is essential in assisting domestic
violence victims and their children and families. As a unit we provide unique
services to domestic violence victims and their children such as: criminal justice
support and advocacy, information and referrals, emergency transportation,
counseling services specializing in trauma resolution and community activism.
Our unit wants to continue its effective legal and social interventions to all victims
of domestic violence, as well as the implementation of services for underserved
populations, including but not limited to elder abuse victims, gay and lesbian
victims, and ethnic minorities who are victims of domestic violence.
PART 5: PROJECT PROPOSAL
(Response to items a, b, d, e and f should not exceed one-half page each, minimum font size 10):
a. Provide a narrative description of the project for which your agency is. ,seeking VOCA funds. Issu=s
which should be addressed include ways to continue or enhance current level of sef\lices to victir1s
or provide new sef\lices to the community
b. The Final Program Guidelines (See Section lv.a.5.) require that grant recipients coordinate sef\lic.es
with other area sef\lice providers, Describe how the VOCA project will accomplish this. If this
duplicates sef\lices already provided in the area, explain the need for duplication,
c. Select two goals and at least two (but no more than three) objectives for each goal from the
examples provided on pages 3 and 4, WI1en providing this information, give numbers, not
percentages. Numbers reflected in the objectives are for the VOCA projec: only, which includes
VOCA paid staff (and match, if personnel) and a percentage of volunteers if the VOCA project is not
100 percent of the all victim sef\lices provided by the agency.
For example: An advocacy unit employs four victim advocates (one funded by VOCA, one used as
match, two paid by other sources) and ten volunteers. VOCA and match positions equa/50 perce1t
of the staffing; thus, the VOCA statistics reflect a 50 percent basis (VOCA funded position, match
position, and five volunteers).
d. The Final Program Guidelines (See IV.B.5,) require that grant recipients use volunteers. Describe
how the VeCA project will utilize volunteers.
e. The Final Program Guidelines (See IV.B.7.) require that grant recipients provide assistance in filin~
victim compensation claims. Describe how the VeCA project will accomplish this.
f. Describe how the agency plans to continue funding this program when VeCA funds are no longer
available.
PART 6: LETTERS OF SUPPORT
Attach Q!1Jy. three (3) letters of support from local community or government groups supporting the quali~'
of victim assistance services provided by the applicant agency. Letters should demonstrate community
support for the current level of sef\lice and a community need to expand the victim assistance program, or
to meet a need(s) that has not been met. Note: Letters acknowledging participation in a conference or
meeting or form letters are not considered letters of support.
PART 7: BUDGET
a. Complete the 1999-2000 VOCA Budget Worksheet. Round all figures down to the nearest dollar. Do
not report more than the required match amount. (Do not complete shaded areas.) Category
definitions are printed on the reverse of the worksheet.
b. Complete the 1999-2000 VOCA Salaries and Benefits Worksheet. List all the positions (salaried anlj
volunteer positions which are used for match) by title and the percentage (50 or 100 percent) of timE
spent performing VOCA allowable sef\lices. If a position is approved for 50 percent funding, daily
time logs must be submited with each mcnt,'1/y reimbursement request. Rcund amounts down to th~

ITEM A:
The City of Miami Beach Police Department's Domesti<;:: Violence Unit and
satellite office, the Victims' Help Center, serve as a catalyst" for domestic violence
crime victims and their families to receive effective legal and social interventions.
Our services are implemented to ensure continued support and direct assistance
as soon as possible after the crime has occurred in order to reduce further
victimization and improve victim participation and involvement in the criminal
justice process. Our unit focuses on issues of domestic violence, family violence,
dating violence, gay and lesbian same-sex battering, child welfare, elder abuse
and multi-cultural awareness. The services provided by our unit include:
supportive counseling services (specifically crisis intervention and trauma
resolution); follow-up contact (in-person, through phone contacts and certified
letters); information and referrals in-person and through certified letters
(community service agencies and shelters); criminal justice support and
advocacy; and emerHency transportation and assistance in filing victims
compensation claims. Our unit collaborates with other agencies within the
community to ensure effective and prompt intervention for victims and their
families. SafeSpace, Victim Services Center, Family and Victim Services, Legal
Aid, the State Attorney's Office, the Florida Department of Children and Families
are just a few of the agencies we work closely with. In addition, our unit initiates
and implements community awareness projects and specific trainings to educate
and enlighten communities of the pervasive and devastating effects of domestic
violence.
PART 5: PROJECT PF~OPOSAL
ITEM B:
The City of Miami Beach Police Department's DOl1}estic Violence Unit
acknowledges the necessity of a coordinated community services network when
assisting victims of crime. Our Domestic Violence Unit serves as a catalyst for
most victims to seek a 1d ultimately receive legal and social intervention; as well
as a liaison between tile police department and other legal entities; specifically
the State Attorney's 01fice and the Domestic Violence and Family Courts. The
unit is unique in its implementation of services due to its being an integral part of
the law enforcement agency itself. Victims of crime are able to receive
intervention and a myriad of client specific services at the point of crisis or shortly
there after. This availability is crucial when effectively dealing with persons who
are traumatized by their victimization. Our unit is at the forefront of many local
task forces, specifically the Gay and Lesbian Task Force Against Domestic
Violence and the Haitian Task Force Against Domestic Violence, as well as an
active member and elected official for the Dade County Alliance Against
Domestic Violence. III addition, our unit has established an imperative
Memorandum of Unde-standing with Victims Services Center, Inc., an agency
that specializes in trauma resolution. The unit's dedication and commitment to
victim services is highlighted by our associations with other service providers
such as: SafeSpace, DGuglas Gardens Community Mental Health Center, Legal
Aid and Family and Victim Services. The services that our unit provides are
unique within the City of Miami Beach because we are often the "first
responders" for crime victims.

Miami Beach's unique geographic location.

ITEM 0:
The Miami Beach Police Department's Domestic Violence Wnit and Victims' Help
Center utilize the assistance of one primary volunteer. Our volunteer has her
Bachelors degree in Social Work and is seeking a graduate degree in the same
field. Our unit's volunteer component enables students to learn the intricate
functions of a law enforcement agency and the complex interventions of victim
advocacy. Our volunteer is responsible for a myriad of administrative duties,
which include but are not limited to, training and workshop planning, telephone
and certified letter contact to victims, and unit organization. Our unit also
receives volunteer support from other agencies through the police department's
"sponsors" program. In conjunction with utilizing our primary volunteer, our unit
accepts assistance from the Police Athletics League "Police Explorers Program."
Because our unit is responsible for initiating large-scale community awareness
projects, the Explorers have been helpful with the preparation and execution of
such projects as the "Purple Ribbon Campaign" in recognition of National Crime
Victims' Rights Week and "The Domestic Violence Walk and Celebration of
Courage" in recognition of National Domestic Violence Awareness Month.
PART 5: PROJECT Pf~OPOSAL
ITEM E:
The Miami Beach Police Department's Domestic Vi<?!ence Unit provides
information and offers direct assistance concerning victim compensation claims
to every crime victim vie aid. As a unit we make victims aware of the availability
of crime victim coml=ensation by providing them with documentation which
explains what victim compensation is, how it works and who it helps. In addition
to the victims' compen~;ation flyer, we printed the #1-800-226-6667 number in the
domestic violence brochure that we mail to each victim and that the patrol
officers disperse while they are at a crime scene. We offer personal assistance
in completing the reqJired forms and often have victims come to the police
department or the Victims' Help Center to complete all of the paperwork. With
our unit being part of the law enforcement agency itself, we always assist in
gathering the needed cocumentation for the claim. Police incident reports, arrest
affidavits and crime scene photos are few of the documents we can provide to
the victim.
PART 5: PROJECT PF~OPOSAL
ITEM F:
The Miami Beach Police Department is committed to .eradicating domestic
violence and advocating for the rights of domestic violence victims and their
children. The Domestc Violence Unit will continue with the Miami Beach Police
Department after V.O.:.A. Grant funds expire. Currently, one former V.O.C.A.
employee had been clbsorbed by the City of Miami Beach as a full-time city
employee. The continuing dedication towards domestic violence issues by the
Miami Beach Police DE!partment will continue.

Nature of Work
The role of the domestic violence coordinator is to serve as a liaison between the
law enforcement agency and local community social and legal assistance
programs, to effectively provide advocacy to domestic violence victims and their
families.

Knowledge. Skills and Abilities
The domestic violence coordinator must have the following knowledge base,
skills and abilities:
o be educated in the school of social work, mental health counseling, child
development, and / or criminal justice
o have an understanding of the legal system and how it pertains to domestic
violence victims and their families
o possess knowledge of the dynamics of domestic violence
a possess knowledge of the ramifications of domestic violence on victims of
domestic violence, their children and society as a whole
o understand the process of victims' compensation
o understand victims' rights and remedies
o possess a knowledge of the Florida Statutes pertaining to: Domestic
Violence, Stalking, Elderly Abuse and Child Abuse and Neglect
o be able to write supplemental reports, including clinical aspects to the various
types of interventions provided to the client
o be able to effectively implement a risk assessment to clients
o be able to develop a safety plan with a client
o be able to conduct public speaking engagements for community education
and awareness projects and trainings
Q be able to provide the client with information and referrals to local shelters,
social and legal assistance programs
o be able to provide crisis intervention and counseling to victims of domestic
violence and their families
o be able to respond with officers to calls related to domestic violence to assist
in coordinating services for the victim(s) of the crime
o be able to assist law enforcement officers with various aspects to a domestic
violence case (i.e., referrals, shelter, counseling, victim impact statement)
Education and Experience
The domestic violence coordinator must have graduated from a four-year
university. Masters Degree preferred. Background in social work, mental health

present volunteer work should be included.

1. By signing and submitting this proposal, the prospective lower tier participant is providing the certificatl In set
out below.
2. The certification in this clause is a material representation of fact upon.which reliance was placed whtn this
transaction was entered into. If it is later determined that the prospective lower tier participant kno vingly
rendered an erroneous certification, in addition to other remedies available to the Federal Governrne 1t, the
depar:ment or agency with which this transaction originated may pursue available remedies, inc uding
suspension and/or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to whicl this
proposal is submitted if at any time the prospective lower tier participant learns that its certificatiol was
eriCneous when submitted or has become erroneous by reason of changed circumstances.
4. The terms "covered transaction," "debarred," "suspended," "ineligible," "lower tier covered transaction,"

ADMINISTRA nON RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The Police Department has prepared an application for a grant under the auspices of the State of Florida,
Office of the Attorney General. Victims of Crime Act (VOCA) program. The Police Department opera:es
a Domestic Violence Unit and a satellite office known as the Victims Help Center. The Victims Help Cen :er
is in the City's north district. The Victims Help Center focuses on issues of domestic violence, fam ify
violence, dating violence, same sex violence, child welfare and elder abuse. The Victims Help Cen~er
provides crisis intervention, trauma reduction and counseling services.
The Victims Help Center has forged partnerships with various government and community groups to prov de
a setting to help victims. These entities include SafeSpace. Victim Services Center. Family and Victim
Services, Legal Aid, Women Of Miami Beach (WOMB), the State's Attorney Office/ Domestic Violence
Unit, the Florida Department of Children and Family Services and the Hispanic Community Center.
The grant funds will be used to fund the salary and benefits of one domestic violence coordinator. The
Police Department has applied for grant funding totaling $46,740.00. The City \-vill provide matching funds
for $11.685.00, for a total grant of $58,425.00. The matching funds will be derived from the Police
Confiscations Account. The deadline for filing the grant application is March 15. 1999. The grant will
commence on October I. 1999 and end September 30.2000.
CONCLUSION
The adopting of this resolution will enable the Police Depal1ment to continue these much needed a 1d
valua~le s rvices to the community.
