IMPLEMENTATION STATUS OF MUNICIPAL MOBILITY PLAN PROJECTS

The purpose of this LTC is to give you an "implementation" update of our progress in accomplishing
the goals of the Municipal Mobility Plan (MMP) projects as adopted in 1999. As you know, the MMP
established the City's priorities for transportation improvements and has been the guiding document
as projects have progressed. Attached is a detailed history of development and adoption of the
MMP.
As you will see from the attached "implementation" update chart, the City has proceeded diligently
on the projects listed. In some cases, the projects required interaction, advocacy as guidance on
the City's part with outside agencies. In other cases the projects were primarily within the City's
purview.
In summary, fifteen of the thirty-eight approved projects (6 of the original 44 projects have been
deleted or not approved for various reasons) are either completed or in active construction, with
another six projects in some stage of design and ten projects still in the planning phase.
As you can see, the implementation of the strategies and projects listed in the MMP Project Bank is
well underway and, at this rate, most of the projects listed should be completed and/or deleted by
2008. For this reason and following our discussion at the retreat, I have tasked City staff to start the
development of a new Transportation Plan that we envision will extend beyond City limits to
encompass other coastal communities whose development growth contributes to the increase in
traffic congestion on the City's main transportation corridors. In the development of this new
Transportation Plan, we also intend to engage the Metropolitan Planning Organization, the South
Florida Regional Planning Council, the Florida Department of Transportation, and the selected
coastal municipalities.

MUNICIPAL MOBILITY PLAN HISTORY
What is the Miami Beach Municipal Mobilitv Plan (MMP)?
The MMP, approved and adopted by the City Commission in 1999, is the City's first
"grassroots" effort to master plan for the community's transportation needs. It provides a
snapshot of transportation issues and trends which will affect Miami Beach. The MMP
establishes the City's vision for transportation; addresses the need for all types of mobility,
including automobiles, transit, pedestrians, bicycles and other non-motorized vehicles; and
makes recommendations for meeting the identified needs through the implementation of
several transportation and transit projects listed in the MMP's Ten-Year Implementation
Plan.
MMP Development Historv:
o In 1994, then Commissioner Gottlieb called for the development of a citywide
transportation plan, in response to the number of new and large development project
approvals in Miami Beach vs. additional demands on a limited roadway system.
o In 1995, a basic MMP scope of services was developed by Transportation staff, based
on input from various US municipalities. It was estimated to cost approximately
$150,000.
o In 1996 and 1997, the project became fully funded as follows:
$78,500 in MPO grants funds
$36,500 in Parking Enterprise Funds
$35,000 in RDA funds
o RFP No. 45-96/97, dated January 15, 1997, received three responses.
o Resolution No. 97-22354, dated Apri/16, 1997 awarded a $150,000 contract to Carr
Smith Corradino to prepare the MMP for the City.
o Resolution No. 98-22063, dated November 18, 1998, amended the Corradino contract
by $9,800 (ED Professional Services Account) to cover additional meetings requested,
above and beyond original contract, bringing the total contract cost to $159,800.
o Thirty three (33) MMP Meetings were held throughout the MMP development process,
which included the following:
· Four (4) Community Workshops at North Beach Elementary School, 34
residents in attendance; Middle Beach Colonial Bank Blvd., 47 in attendance;
South Beach Police Department, 38 in attendance; and City Hall 1 st Floor Conf,
Room (wrap-up), 28 residents in attendance,
· Two (2) presentations/workshops with City Commission
· Five (5) presentations/workshops with Transp. and Parking Committee; and
· One (1) presentation/workshop with Planning Board.
o Resolution No. 98-22970, dated November 18, 1998, adopted the MMP and its Vision
for Transportation. Since all major roads in Miami Beach are under State or County
jurisdiction, the FDOT and County transportation and transit projects have also been
incorporated in the MMP Implementation Plan, as the only true capacity enhancement
projects. The State and County projects had been previously prioritized by the MPO as
part of the annual Five-Year Transportation Improvement Program (TIP) for Miami-
Dade County.
o Resolution No. 98-22970 also directed the development of an Implementation Plan
(Program of Interrelated Projects) for the Ten-Year MMP. This included:
· A Project Bank that organized the 44 recommended projects into four
categories: capacity improvement, corridor enhancement, alternative mode, and
community sustainability projects; as well as into short, middle, and long-term
implementation.
· Preparation of each project data sheets (description, cost estimate,
requirements, needs and benefits).
· Capital Improvement Project sheets for each project.
· Explore the issue of project funding / strategies suggested for each project type.
· Basic requirements for development of a concurrency management system.
· Traffic calming case studies/options, and process for the City to follow.
· Organization framework for project bank implementation.
o Resolution No. 99-23121, dated April 14, 1999, authorized a second amendmenttothe
Corradino contract to prepare a $62,000 Implementation Plan, funded at $50,000 by
MPO grant, and $12,000 by Parking Enterprise Funds. Total MMP cost is $221.800.
o Resolution No. 99-23349, dated October 6, 1999, adopted the Implementation Plan.
