A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS VOTE, THE
FORMAL COMPETITIVE BIDDING REQUIREMENTS, FINDING SUCH
WAIVER TO BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING
THE ADMINISTRATION TO PURCHASE A FIRE ALERT SYSTEM, AS
DESCRIBED IN THIS RESOLUTION, IN THE AMOUNT OF $213,524;
FURTHER APPROPRIATING FUNDS FROM THE MASTER
EQUIPMENT LEASE/PURCHASE AGREEMENT WITH BANC OF
AMERICA LEASING & CAPITAL, LLC, FOR THE PURCHASE OF A
FIRE ALERT SYSTEM FROM MOTOROLA, IN THE AMOUNT OF
$213,524.
WHEREAS, the Fire Department needs to purchase a new fire alerting
system that is used to alert the fire stations of any calls from the 911 center; and
WHEREAS, the present fire alerting system was developed in the 1960's,
and is based on Telecom Engineering's analog "ring down" system; and
WHEREAS, the analog "ring down" system is no longer supported by
Telecom Engineering as all of the new alerting systems are digital and the
alerting measures go out via radio, and are also routed through the computer
aided dispatch; and
WHEREAS, the need exists to have the City's two new Fire Stations
(Numbers 2 and 4), located at 2300 Pine Tree Drive, and 6880 Indian Creek
Drive, respectively, equipped with an alerting system and a digital system is the
only option; and
WHEREAS, the City's Fire Alert System cannot have some stations on an
analog ring down and some on a digital system; and
WHEREAS, the Administration would recommend that all of the Fire
Stations be changed to digital and brought on line at the same time; and
WHEREAS, the complete digital fire alerting system consists of the
following equipment, software and services:
1. Zetron Fire Alerting Equipment;
2. Motorola Radio Component;
3. Printrak CAD Interface;
4. Services (Installation I Training); and
WHEREAS, the proposed vendor, Motorola, has proposed a turnkey
solution to the City, which consists of providing the equipment, software, and
installation services by certified technicians; and
WHEREAS, the reason for the waiver of the competitive bidding
requirements is that Motorola will assume all responsibility for making the fire
alert system work, and the alternative of buying the equipment, software and
services separately will not be cost effective for the City, and would place the
responsibility on City staff for integrating the various components without having
the necessary training and/or certification, which would void any warranty on the
equipment and software; and
WHEREAS, the recommended funding source, Master Equipment
Lease/Purchase Agreement with Banc of America Leasing & Capital, LLC, allows
for the appropriation of funds, in the amount of $213,524 for this purchase.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission waive, by 5/7ths vote, the formal competitive bidding
requirements, finding such waiver to be in the City's best interest, and authorize
the Administration to purchase a fire alert system, as described in this resolution,
in the amount of $213,524; further appropriate funds from the Master Equipment
Lease/Purchase Agreement with Banc of America Leasing & Capital, LLC, for
the purchase of a Fire Alert System from Motorola, in the amount of $213,524.

The Fire Department is in need to purchase a new fire alerting system that is used to
alert the fire stations of any calls from the 911 center. The present fire alerting system
used by the Fire Department is from a company called Telecom. This technology was
developed in the 1960's and is based on an analog "ring down" system. The system is
no longer supported by Telecom as all of the new alerting systems are digital and the
alerting measures go out via radio, and are also routed through the computer aided
dispatch at the PSCU.
The need exists to have the two new stations equipped with an alerting system and a
digital system is the only option. The system cannot have some stations on an analog
ring down and some on a digital system. All of the stations have to be changed and
brought on line at the same time.
Motorola has proposed a turn key solution to the City and will assume all responsibility
for making the fire alert system work. The alternative of acquiring the needed
equipment and services separately would result in the City being responsible for
integrating all the pieces.

Agreement with Banc of America Leasing & Capital, LLC.
ANALYSIS
The Fire Department is in need to purchase a new fire alerting system that is used to
alert the fire stations of any calls from the 911 center. The present fire alerting system
used by the Fire Department is from a company called Telecom. This technology was
developed in the 1960's and is based on an analog "ring down" system. The dispatcher
presses a button on the console and the alert is transmitted via phone lines to the
station and activates the appropriate bells, tones and lights to notify the crew that they
have a call. The system is no longer supported by Telecom as all of the new alerting
systems are digital and the alerting measures go out via radio, and are also routed
through the computer aided dispatch at the PSCU.
The need exists to have the two new stations equipped with an alerting system and a
digital system is the only option. The system cannot have some stations on an analog
ring down and some on a digital system. All of the stations have to be changed and
brought on line at the same time.
There also exists the problem that the alerting system at Fire Station 2 has finally
broken down to the state that it cannot be repaired. We are presently using the
telephone to notify units that they have a call, which runs the risk that a unit may not
hear the phone and miss a call.
There are four main areas relative to the acquisition of equipment and services of the
fire alerting system:
1. Zetron Fire Alerting Equipment;
2. Motorola Radio Component;
3. Printrak CAD Interface; and
4. Services (Installation I Training).
Motorola has proposed a turn key solution to the City and will assume all responsibility
for making the fire alert system work. The alternative of acquiring the needed equipment
and services separately would result in the City being responsible for integrating all the
pieces.
The attached quote was formulated pursuant to Palm Beach County's contract with
Motorola, which was competitively bid. Said contract extends a 10% discount to Non-
Motorola purchases (Le. Zetron) and 15% discountto Motorola products.
The Computer Aided Design (CAD) interface is a software quote directly from Printrak
to Mq.torola and the services were priced in accordance with the statement of work
greed to during our site walks.
The following Cities have purchased fire alert systems from the Palm Beach County
contract in the last four (4) years, and they are all satisfied with the system:
Boynton Beach Fire Department
Sunrise Fire Department
Pembroke Pines Fire Department
Deerfield Beach Fire Department
CONCLUSION
The Administration recommends that the Mayor and City Commission of the City of
Miami Beach, Florida, adopt the attached resolution, herein appropriating funds and
waiving by 517ths vote the formal competitive bidding requirement, and approving the
purchase of a fire alerting system from Motorola in the amount of $213,524.

Fire Alert System
City of Miami Beach
Program and install two UHF Quantar repeater at City of Miami Beach Police building.
Provide and install one 3" conduit for LDF antenna lines to repeater station location
Install two UHF omni antenna with antenna brackets on selected spot on City of Miami Beach PD building.
Install two LDF antenna lines with fittings and Superflex jumpers.
. Supply and install two Polyphaser kits at antenna site location.
Develop M26 configuration and faceplate. Customer to approve
Install M26 units at selected location in Fire dispatch.
Supply and install a punchblock near the M26 units
Install and program four CDM1250 base stations at each of the four selected Fire Stations
Install four tone remote adapters onto the CDM1250 stations and test out.
Install four UHF yagi antenna. LDF cable and frttings at the four Fire Stations.
Install four punch blocks at the Fire Stations
Program and install 13 M6 Alert units.
Install 4 NEMA rated metal boxes with the CDM1250 enclosed and test out.
These metal boxes will provide protection for the CDM1250 control stations.
Develop 13 M6 faceplate. Customer to approve.
Fully test all functions of M26 and M6 Alert units and submit customer approval document.
Provide system training for the City of Miami Beach selected training individual.
Provide First year 7/24 service
Total of above services $89,840.00
